GENERAL RESPONSIBILITIES:
Reporting to the Dean of Health, Human and Business Services, this position is responsible for the management of all activities within the Health Care Careers Department. The Assistant Director works closely with the coordinator of MAP (program director - MAERB), the coordinator of paramedic (program director - CoAEMSP), faculty and staff in the department and community partners. This position is directly responsible for the coordination or the CNA/GNA, CPR, Community Health Worker, and development of educational opportunities associated with the Maryland Education Alliance.
Due to the need of interaction with students, employees and the college community this position requires in person presence. This position is eligible for telework.
ESSENTIAL DUTIES:
- Direct the activities of the Health Care Careers team and meets regularly with team members.
- Assume responsibility for implementing and evaluating the effectiveness of each of the health care program in meeting the workforce needs of the community.
- Assess the need for new programs in collaboration with stakeholders. Develops, plans, implements and evaluates the effectiveness of each program and makes modifications when indicated.
- Evaluate the effectiveness of each program director and supports their professional growth and development.
- Assist with developing and maintaining on-going affiliations/relationships with Practicum (Clinical Externship) sites, business partners, organizations, agencies and health care professionals; identify new sites and respond to any concerns and/or questions.
- Maintain signed Clinical Affiliation Agreements and spreadsheet of all current sites, including contact persons, phone numbers and addresses.
- Facilitate Clinical Affiliation Agreements related to Maryland Education Alliance programs, acting as contact person for educational and clinical partners.
- Develop partnerships with regional health care facilities to initiate new programs while leveraging resources and creating a pipeline of qualified health care employees that are in regional and national demand.
- Oversee and manage the development of courses and programs, including responsibility for curricula updates, textbook review, student externships/clinical, course evaluation, professional licensure or certification for CNA/GNA, CPR, and newly created programs.
- Oversee procedure and processes in department required for division, state and national record keeping and reporting. (Evaluate, edit CC10’s and outlines, course completion requirements, evaluations, yearly annual assessment report per schedule.
- Supervise and evaluate department staff. Delegate tasks and monitor timeliness and completion.
- Prepare, monitor, and make recommendations for adjustments in class scheduling, leveraging resources, and department budget to ensure fiscal soundness in a way that significantly contributes to the overall Workforce Development and Cecil College revenue goals.
- Continuously compile, review, and analyze class, student, instructor, and program and department data and develop improvement strategies to maximize classroom effectiveness, program completion, exam pass rates, job placement and student and employer satisfaction.
- Review and analyze department enrollment and FTE data and develop strategies to ensure growth.
- Interview, hire, provide initial onboarding, and supervise adjunct instructors and conduct and document classroom observations for the programs without an assigned director. Provide various professional development opportunities.
- Serve on College, community, and/or business committees or planning groups, including but not limited to statewide affinity groups.
- Work with funding agencies to ensure that program areas are meeting stated goals for completion and job placement.
- Recruit, interview, advise and select students based on program requirements. Collaborate with instructors and other College department/resources with a focus on student success, retention, completion and job placement.
- Plan, develop and implement regional marketing events, information sessions, student orientations and recognition ceremonies.
- Maintain department advisory board(s) and facilitate yearly meeting.
- Respond to student and instructor concerns in a timely manner; facilitate department communication.
- Keep advised of current trends in Health Care and develop new programming to address regional needs.
- Presents at or hosts professional development events in the health care programs areas.
- Adhere to and support all Cecil College policies.
- Perform other related duties as assigned.
REQUIREMENTS:
Education:Bachelor’s degree required with experience/credentials in health care environment required. Master’s degree preferred.
Experience:5-7 years progressive, professional, managerial experience. Teaching and program development experience in higher education. Experience in working with various funding agencies. Experience in working with at least 2 of the career paths in the health care programs area.
Skills/Training: Must have excellent interpersonal, written and oral skills.
Proficiencies: Aptitude in technology use such as but not limited to: Microsoft office; e-mail; Canvas ®; Power point ®; and various forms of social media. Proficiency in budget preparation and analysis preferred.
Scheduling Requirements: Schedule may vary according to program needs, including evenings and weekends.
Physical Demands: This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.
Work Environment: Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.

This is a exempt (salaried) position that is not eligible for overtime. Grade 117 (pay scale:$ 64,393.50 - $103,029.60). The budgeted range for the position is $64,393.50-$73,000. Applicants initial salary placement is based on internal equity and relevant candidate experience.
