Environmental Compliance Officer (Administrator I)
MPP, Administrative, At-Will, Full Time,
This is a full-time management (MPP) position. MPP employees serve
at the pleasure of the campus President. MPPs do not serve a
probationary period and never receive permanent status.
This position is a "designated position" in the California State
University's Conflict of Interest Code. The successful candidate
accepting this position is required to file Conflict of Interest
forms subject to the regulations of the Fair Political Practices
Special Working Conditions:
General normal working hours, but occasional weekends or evenings
as needed, such as when sampling in rain events that occur
Conditions of Employment
Possession of a valid Driver's License is required. Employees in
this position will be enrolled in the Department of Motor Vehicles
(DMV) Government Employer Pull Notice Program which confirms
possession of a valid driver's license and reflects driving
Satisfactory completion of a background check (including a criminal
records check) is required for employment. CSU will make a
conditional offer of employment, which may be rescinded if the
background check reveals disqualifying information, and/or it is
discovered that the candidate knowingly withheld or falsified
information. Failure to satisfactorily complete the background
check may affect the continued employment of a current CSU employee
who was conditionally offered the position.
Employment is contingent upon the candidate passing a
pre-employment physical exam with the ability to lift up in excess
of 50 lbs.
The person holding this position is considered a `mandated
reporter' under the California Child Abuse and Neglect Reporting
Act and is required to comply with the requirements set forth in
CSU Executive Order 1083 as a condition of employment.

Under the general supervision of the Environmental, Health &
Safety Manager the Environmental compliance Officer is responsible
for managing Federal, State, and local compliance requirements of
all environmental regulations applicable to a university setting
which includes but is not limited to research and instructional
laboratories, facilities/physical plant operations and
offices/classrooms. This incumbent will manage compliance programs,
oversee inspections, training, and provide regular compliance
reporting and database management.
Required Education and Experience:
Equivalent to a bachelor's degree in science, engineering, or
Two to five (2-5) years of increasingly responsible Environmental
Health and Safety experience with at least one of those years
having direct experience in an environmental compliance setting
with involvement with MS4 permits, Spill prevention, inspection,
Preferred License and Certifications:
Certified as a Hazardous Material Manager (CHMM)
40-hour HAZWOPER training plus annual 8 Hour HAZWOPER Refresher
DOT Hazardous Material Transportation Training
Required Knowledge, Skills, and Abilities:
Understanding of basic chemical principles including hazards,
associated with different types of chemicals.
Excellent interpersonal skills, including oral and written
Ability to prepare and present training on program subject
Computer skills in database management, preparing spreadsheets, and
word processing Microsoft Access, Excel, PowerPoint, and
Ability to wear PPE such as work boots, Gloves, and Safety
Ability to wear a respirator
Ability to stand, walk and work outdoors for an extended period of
45% Compliance Programs
- Develop, implement, and enforce environmental compliance
programs and plans.
- Perform regular audits and inspections
- Have oversight in the development, implementation, and
enforcement of compliance to the campus Storm Water Management
Plan. This will include: inspections, audits, and investigations as
- Provide correspondence, reports, and other documents as
- Will develop and conduct training as needed, and inspection
- Manage Spill Prevention Control Countermeasures and Oil Spill
Contingency Plans for university
- Manage Total Maximum Daily Loads (TMDL), including Trash and
hot spots where waste such as bacterial or metals can accumulate
and contaminate the stormwater.
- Perform regular stormwater sampling to ensure contaminants are
not entering waterways from our campus.
- Develop and maintain a sanitation plan to ensure we are in
compliance with the LA county Sanitation district. This will
include but not be limited too, stormwater entering sewer drains
during rain events. Ensuring berms or plugs are used to eliminate
excess water in these waste lines prior to reaching wastewater
- Maintain oversight of the Spill Prevention Control
Countermeasures (SPCC) and Oil Spill Contingency Plans (OSCP) for
- Perform and maintain Weekly, Monthly, and Annual inspections
for both the SPCC and OSCP plans.
- Oversee student intern(s) and/or a student assistant(s).
15% Reporting and Database Management
- Annual Environmental Compliance Reporting
- Prepare, report, and maintain all required documentation of
inspection findings. Maintain and manage a database of all findings
for reporting and
- enforcement. Including oversight of annual fees for all
- Manage CUPA/CERS annual reporting for county Fire
- Environmental Compliance training
- Develop and train all applicable staff on Environmental
Compliance needs, including for environmental programs and
educating the university community about our MS4 permit
- Point of Contact for all environmental agencies as it relates
to Environmental Compliance for the University
5% Other duties as assigned
