A.T. Still University is seeking applications for a full-time exempt Director of Environment Health and Safety on the Kirksville, Missouri campus. This position oversees and seeks to continually improve all programs related to environmental health, and occupational safety including but not limited to fire safety, laboratory safety, OSHA compliance, chemical/biological waste control and disposal, accident and injury investigation and reduction, safety training and industrial hygiene. The director oversees all equipment for compliance and develops organization-wide programs to preserve the environment and protect the health and safety of employees and the public.

Duties & Responsibilities:
  • Oversees and seeks to continually improve all programs related to environmental health, and occupational safety including but not limited to fire safety, laboratory safety, OSHA compliance, chemical/biological waste control and disposal, accident and injury investigation and reduction, safety training and industrial hygiene; Oversees all equipment for compliance
  • Develops organization-wide programs to preserve the environment and protect the health and safety of employees and the public
  • Ensures compliance with all federal, state, and local laws, regulations, and safety standards involving environmental safety, environmental health, hazardous materials, chemical control, industrial hygiene, general safety, and fire safety
  • Charged with making procedural changes to achieve these deliverables and make policy recommendations as needed
  • Recommends corrective actions where necessary
  • This position is considered an essential position with report to work obligations depending on the type of emergency, campus closure, or evacuation
  • Assesses environmental workplace conditions related to chemical exposure and physical agents such as heat, noise, etc
  • Develops and manages the Asbestos Control Program; working with outside support where needed and approved
  • Manages OSHA programs such as respiratory protection, confined space programs, lockout/tagout, hazard communication program, hot work permits
  • Conducts/coordinates laboratory safety inspections, managing follow-up to assure proper close out of any observations
  • Conducts accident/incident investigations and reports findings to campus supervisors and related committees as needed

Environmental Health & Safety Program Administration (45%)
  • Coordinates the Environmental Health & Safety Program to establish and promote safe working conditions and practices, to develop accident prevention and safety & health programs, and to design procedures for evaluation of these programs
  • Serves as the primary contact for, and responds to reports of leaks, spills, and any other release of potentially harmful or hazardous material
  • Supervises the hazardous chemical, universal, and biological waste collection and disposal program on each campus. Manages onsite hazardous waste contractors.
  • Manages and responds to investigations, reports of hazardous or potentially hazardous conditions; reviews recommendations and/ or takes appropriate action in order to mitigate potential safety, health, and environmental risks
  • Develops, implements, and maintains comprehensive programs in the areas of general safety, hygiene, hazardous waste disposal, environmental health, fire safety; and building code safety standards
  • Collaborates with Human Resources to develop and implement employee injury prevention strategies and programs
  • Serve as the university liaison with local authorities having jurisdiction and maintaining a professional and cooperative relationship with fire and all safety authorities; assisting in fire and safety inspections and immediate corrections to violations noted
  • Participates in the development and administration of the department's annual budget, oversees the forecast of additional funds needed for staffing, equipment, supplies, materials and the maintenance and certification of safety equipment; oversees the monitoring of and approval of expenditures; implements adjustments as necessary

Regulatory Requirements (20%)
  • Assists in ensuring university-wide compliance with plans to meet regulatory requirements (e g, campus emergency action plan, hazard communication plan, laboratory chemical hygiene, plans for management of blood-borne pathogen hazards, emergency action plans, fire prevention and protection plans, etc.)
  • Assists academic and support units in meeting regulations and requirements in plans
  • Works with the facilities department to ensure compliance with all local, state, and federal environmental health and safety standards, regulations, and codes through development and implementation of on-site inspection and monitoring programs of University facilities and operations for fire safety, fire extinguishers and fire alarms, contractor compliance, and chemical, physical and biological hazards, etc
  • Maintains records on accidents, hazardous materials and wastes, training, fire safety inspections, and other documentation as required by local, state, and federal authorities.
  • Serves on designated committees and advisory boards to maintain open communications with faculty, staff, and other constituent groups
  • Provides technical information to employees and management concerning Occupational Health and Safety Act requirements, as well as safety policies, procedures, and rules

Emergency Preparedness and Response: (20%)
  • Works with the Campus Safety office and assists with implementing the University's Emergency Response Plan
  • This includes emergency response and evacuation plans in fire incidents, bomb threat, hazardous material incident, natural disasters, inclement weather, infrastructure failures, and acts of violence or terror
  • Advises the Senior Director of Facilities, Safety & Security of the University status during emergency and disruptive incidents
  • Ensures quick and effective departmental action during emergencies and evacuations
  • Primary first responder in the event of major emergencies, 24/7, 365 days a year
  • Assists leadership with messaging using University Rave Alert Notification System and timely release of information in the event of an emergency

Training (10%)
  • Conducts related training and educational programs, including prog training for employees to ensure employee safety;
  • Ensures that designated employees of Security, Safety and Facilities are certified in CPR, AED and First Aid

Performs other related duties as assigned (5%)
  • Actively participates as an effective member of the team by completing assigned duties, accepting additional assignments or reassignments

Background & Experience:
  • Bachelors degree in any technical field or equivalent work experience
  • Two (2) years environmental health and safety experience that is directly related to the duties and responsibilities specified; including demonstrated management experience
  • This position may require driving responsibility for an ATSU vehicle
  • Strong meeting facilitation, project management, organizational, negotiation and interpersonal skills; ability to foster trust and build interpersonal relationships; excellent attention to detail; excellent diplomatic, analytical, written, and oral communication skills; ability to take initiative, work both independently and with groups, and manage several projects simultaneously

Salary
  • $72,000-90,000 Dependent upon education and experience.
