Summary
Plans, organizes, directs, and administers the business, enterprise, facilities, and general services of the college. Serves as the appointed President or Vice President of the Coast Community College District Enterprise corporation. Provides leadership, direction, and guidance over administrative policy for the financial, facilities and environmental, business support, and value- added services provided by the college. Manages and develops a distinguished team of service providers that offer a safe work environment to all levels of staff, student, and visitor.

Distinguishing Career Features
The Vice President, Administrative Services has strategic and principle leadership over current and long-term planning and delivery of finance/budget, facilities, general and enterprise services to support and present safe, accessible, and usable facilities. The Vice President reports to the college President and integrates a team of directors and managers, which in turn, supervises the delivery of accounting and budget, maintenance and operations, community services, and retail services and contracts. The Vice President will also have a dotted-line relationship with District finance for compliance with payroll and financial controls. The Vice President will share, along with the other Vice Presidents, a role in the strategic direction of the college, fiscal management and cost control, and adjustment of services to meet the demands of the student public, community, and commerce. The Vice President serves as the appointed President or Vice President of the Coast Community College District Enterprise corporation.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions, and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
  1. Provides leadership that develops and supports high performing business services leadership and teams. Directs and participates in planning, design, administration, and improvement of college-level services supporting education and students.
  2. Develops and implements clear, collaborative, and inclusive decision-making processes ensuring integration of all assigned business and support services. Establishes standards and provides leadership and performance management of directors and managers.
  3. Plans, organizes, controls, and directs the operations of the Administrative Division. Directs and consults with functional directors on budget, financial performance, facilities maintenance, construction projects, human resources, technology, entrepreneurial operations, public safety and emergency preparedness, graphic & publication, community services, and retail.
  4. Advises and makes recommendations to the President regarding academic support opportunities and issues impacting instruction, student engagement, faculty, support staff, budgets, college-wide planning and implementation, and accreditation.
  5. Administers contracts for services, management of supplies and equipment, distribution of supplies and equipment, and fixed asset and inventory control.
  6. Assists the President in coordinating activities with the Facilities department for the maintenance, care, construction, renovation, accessibility, and safety of structural and non- structural facilities.
  7. Administers capital projects and bond construction programs including contractual arrangements, bidding, financial planning, arrangements for bond elections and sales.
  8. Directs the preparation and maintenance of a variety of narrative and statistical records and files to support internal and externally mandated reports related to student-centered programs and fiscal performance, projects, compliance, services, systems, and personnel.
  9. Maintains up-to-date knowledge of laws, codes, regulations, and pending legislature related to the operations and activities of assigned area. Modifies programs, functions, and procedures, to ensure compliance with local, state, and federal requirements.
  10. Communicates with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information.
  11. Develops, facilitates, and recommends the annual budget proposal for the college. Analyzes and reviews budgetary and financial data. Controls and authorizes expenditures in compliance with college rules and established cost limitations.
  12. Serves as Treasurer on the College Foundation's Board of Directors as well as board member representing the college on various community organizations.
  13. Performs other related duties as assigned that support the objective of the position.
  14. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.


Qualifications and Physical Demands

Knowledge and Skills
1. Requires advanced professional knowledge of theories, concepts, principles, and practices in education administration and the collegiate-level.
2. The position requires advanced specialized knowledge of modern business management for higher education institutions, including the principles and practices associated with integrating uniquely different business functions.
3. Requires advanced-specialized professional knowledge of the theory, principles, and procedures of accounting, auditing, and finance for education and public sector.
4. Requires in-depth knowledge of the principles and procedures used in budget preparation, accounting administration, and development of internal control.
5. Requires professional knowledge of the principles and techniques used in financial analysis and research.
6. Requires in-depth knowledge of the role of information technology in education and business, and of integrated data management and storage systems used for storing and retrieving information.
7. Requires in-depth knowledge of the external audit process.
8. Requires considerable knowledge of the laws and regulations governing financial transactions and of education and bond funding and financing.
9. Requires working knowledge of business services such as facilities and maintenance, purchasing, and construction management.
10. Requires skill at solving complex problems that involve consideration of tradeoffs, risks, and effects on services and people.
11. Requires advanced language and human relations skills to prepare complex and decisive reports, prepare and deliver formal presentations to large and diverse audiences, and to build productive and effective work teams.
12. Requires advanced math skills to read and interpret financial statements, perform risk- return analysis, and prepare financial and statistical reports.
13. Requires advanced English language and writing skills to develop complex business plans, goals and objectives, reports, and make formal presentations.

8. Requires the ability to solve complex problems requiring consideration of short- and long-range implications, trade-offs, and risks.
9. Requires the ability to conduct complex analyses of accounting systems, financial reports, business opportunities such as grants and capital projects, and on-going operations.
10. Requires the ability to convert financial information and outcomes into reports of findings and fiscal condition.
11. Requires the ability to work cooperatively and productively with others.

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Minimum Qualifications: Education, Experience, D.E.I.A.
This position requires a Master's degree from an accredited university with major coursework in business, economics, construction management, or a related discipline and eight years of progressive experience in accounting/finance, budget, enterprise and retail, and construction project management/oversight. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

Preferred Qualifications

  • Valid licensure related to the position, such as Certified Public Account (CPA) or Certified Management Accountant (CMA)
  • Administration and finance experience within higher education, preferably in a California Community College
  • Experience with facilities master planning, major construction projects, and facilities management
  • Experience leading a management team of a variety of administrative functions such as Public Safety, Information Technology, Maintenance and Operations, Business Services, and Enterprise Organizations (Swap Meet).


Conditions of Employment


This is a contract, full-time, 12-month, Educational Administrator position. The work schedule is Monday through Friday from 8 a.m. to 5 p.m. Flexible schedule and weekends might be necessary to address the needs of programs and job duties. In addition, an annual stipend of $3,000 is offered for possession of an earned doctorate from an accredited institution. The effective date of employment will be arranged with the supervisor.
