General summary/purpose:

Measurement and Learning Advisor II needed to support actionable measurement and iterative learning as part of Jhpiego’s Monitoring, Evaluation, Research and Learning team. This includes providing a comprehensive suite of technical support to field offices and projects in collaboration with technical advisors to support an enabling environment for data informed adaptive management and iterative learning across Jhpiego’s portfolio of global health programming in Africa, Asia and Latin America in technical areas including MNH, family planning and reproductive health, HIV, COVID, malaria, tuberculosis, infectious diseases, and global health security. The Advisor will also work closely with project teams to identify and co-develop support to ensure the right data are available and of sufficient quality, the data are actionable, and that the team has the knowledge and skills to analyze and use data for performance improvement and learning.

Responsibilities:

  • Provides technical support to country programs on development, implementation and enhancement of M&E systems
  • Develops and/or provides input to performance monitoring plans, theories of change, and learning agendas
  • Assists with organizational efforts to maximize learning opportunities from individual projects and across projects to help strengthen current and future programming
  • Routinely reviews routine country-specific data, provides feedback to country teams, and supports country teams to use findings to improve program performance
  • Provides technical guidance for data analytics, data visualization and results dissemination, including slide decks, abstracts, manuscripts, and technical reports
  • Strengthens the capacity of project and country teams to use of data for program improvement and learning
  • Supports development of adhoc mobile data collection survey tools and data analysis in Qualtrics; collaborate with the Digital Health team to ensure that efficient and effective health management systems are in place to support M&E functions
  • Contributes to building M&E capacity in relevant technical areas at the field level
  • Based on understanding of the country program and expertise in a technical area, develops or contributes to the development and implementation of program evaluation and other implementation research proposals, protocols, data collection tools, databases, SOPs and IRB submissions. Ensures compliance with Jhpiego’s IRB policy
  • Leads, collaborates with or assists US-based and in-country staff to develop and prepare abstracts, posters, presentations, and manuscripts resulting from program evaluation and implementation research
  • Maintains a constructive dialogue and technical exchange with counterparts in the Jhpiego’s Global Programs Office and Technical Leadership and Innovations division
  • Works collaboratively across technical implementation units (e.g., RMNCAH, Gender, HIV, Infectious Diseases and Malaria) to ensure activities are well-integrated, of high-quality and are responsive to technical learning agendas and priorities
  • Represents Jhpiego at select regional and international conferences, meetings, technical working groups, seminars and other events
  • Provides technical and programmatic inputs to new proposals as needed
  • Writes and reviews M&E sections of workplans and proposals to ensure technical quality and inclusion of appropriate activities, budgets, and staff LOE
  • Develops and maintains excellent professional relationships with colleagues, counterparts, and donors worldwide
  • Maintains knowledge management/knowledge sharing practices for M&E, including timely and relevant knowledge-sharing through available mechanisms
  • Stays up-to-date on relevant technical areas, including indicators, technical priorities, interventions and benchmarks
  • Promotes and supports knowledge management and sharing efforts
  • Contributes to Jhpiego staff orientation and updates in areas of technical expertise
  • Minimum qualifications (mandatory):

  • Advanced degree in public health (international health, epidemiology, biostatistics, population) or related social science
  • 8 years of progressively responsible international monitoring and evaluation experience
  • Technical and programmatic background in monitoring and evaluation, especially management and the provision of technical support to country programs
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi Info, Stata
  • Familiarity with PowerBI, DHIS2, Qualtrics and CommCare
  • Strong ability to demonstrate flexibility, adaptability and team work
  • Strong ability to work in a dynamic and changing context and under pressure
  • Strong change management, results oriented and decision-making skills
  • Experience working with international and U.S. donor agencies and private sector foundations
  • Excellent interpersonal and English written and oral presentation skills
  • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings
  • Proficient French, Spanish or Portuguese language skills preferred

    During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

    The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
