Job Description:
OFFICIAL TITLE: Director of Environmental Health and Safety
SUPERVISION RECEIVED: Assistant Vice President for Facilities Operations and Planning
SUPERVISION EXERCISED: Supervises subordinates as assigned. Provides indirect supervision of all trades, grounds and custodial staff when needed.
General Statement of Duties: This position is responsible for managing the University's environmental and safety procedures as well as insuring all local, state and federal reporting requirements are addressed in accordance with each respective agency's deadlines. The Director will use collaborative skills, a customer centric approach, and data to ensure that the environmental and safety objectives of the University are realized on a daily basis. Provide leadership, training, technical assistance and oversight of faculty, staff and students on environmental and safety protocols. Work with University constituents to provide resources for services as needed.
Responsibilities:

- (E) Creates, implements and manages the University's environmental and safety procedures and protocols. Provides training and guidance to all faculty and staff on procedures and protocols. Ensures procedures adhere to current local, state and federal regulations.
- (E) Responsible for filing, either independently or with assistance from industry consultants, all required reports to local, state and federal agencies to ensure that the University is in compliance with all agencies. Responsible for ensuring required record retention in regards to University environmental and safety programs and operations.
- (E) Oversees vendor activities as needed to address lab safety, environmental protocols and regulatory requirements.
- (E) Responsible for the identification, collection, labeling, inventorying, and safe storage of all campus chemicals and hazardous wastes as well as the removal of all campus hazardous wastes under state and federal regulations through authorized vendors.
- (E) Maintains knowledge on state and federal compliance requirements that are applicable to the University. Oversees the preparation and implementation of programs and documents needed to insure environmental and safety compliance.
- (E) Coordinates efforts with vendors to ensure that all campus work practices are conducted within the University's environmental and safety policies.
- (E) Investigates work-place accidents and, when applicable, oversee the creation and implementation changes to work procedures to address any safety or environmental issues discovered during the investigation.
- (E) Manages the efforts of the University's chemical hygiene officer to ensure all lab safety regulatory requirements are adhered to by University faculty and staff. Ensures that work performed in the University's laboratories is conducted in as safe a manner as possible through laboratory safety surveys, advising personnel on laboratory safety, and providing informational and training seminars. Provides oversight for the training of faculty and staff on University's chemical hygiene program.
- (E) Oversees the development of policies and procedures for the safe use of chemical substances, hazardous waste management, Right-to-Know Law implementation, and general campus safety in compliance with State and Federal Regulations.
- (E) Works with various campus constituents, consultants and subordinate staff to develop and implement safety programs in accordance with State's Division of Labor Standards requirements.
- (E) Assists the Assistant Vice President in the identification, repair, and replacement of potentially unsafe physical conditions throughout the campus.
- (E) Serves as part of the University's Facilities project management team on capital and deferred maintenance projects.
- (E) Assists the Assistant Vice President in establishing budgetary needs and purchases necessary for the effective operation of assigned duties.
- (E) Responsible for the supervision and direction of assigned subordinates as needed including the monitoring and evaluation of their work performance.
- (E) Serves as liaison for the University on various State and local committees
- (E) Prepares annual operating budgets for areas of responsibility. Monitors expenses as needed throughout the fiscal year. Prepares annual capital expense plan for areas of responsibility.
- (E) Develops and maintains professional and community relationships and maintains professional relationships with authorities having jurisdiction for all campus inspectional services.
- (E) Provide leadership and technical planning for restoration of facility infrastructure during campus emergencies; serves as essential personnel and responds to emergencies as needed.
- (E) Demonstrates civility and professional, customer-service oriented behavior, worthy of emulation by other staff and students.
- (E) Responsible for contributing to the WSU Strategic Plan.

Requirements:
Required Qualifications:
- 3-5 years of experience performing EHS responsibilities in a university or manufacturing setting.
- Knowledge of Federal and State regulations concerning hazardous substances.
- Knowledge of the properties of chemical substances and their effects on human health.
- Knowledge of the Right-To-Know Law and hazardous waste regulations.
- Knowledge of State's safety program requirements as established by the Division of Labor Standards.
- Ability to work with University personnel and students in implementing safety and environmental policies.
- Demonstrated ability to create and submit regulatory filings to federal and state agencies having jurisdiction.
- Demonstrated commitment to excellent customer service and experience in process improvement.
- Demonstrated ability to effectively communicate complex matters in lay terms, both verbally and in writing. Strong interpersonal, oral, and written skills.
- A collaborative and approachable style, be a strategic thinker and able to solve problems. Skilled at making effective and timely decisions as needed.
- Experience in serving as a member of an emergency response team.
- Valid driver's license.
- Bachelor's degree in field relevant to position responsibilities.
- Ability to attain Massachusetts Wastewater Treatment Plant Operator License within 12 months of hire date.
- Experience in a unionized setting.
Additional Information:
This is a full-time, benefited, exempt, professional APA position. The firm annual salary for this position is $125,000.
