What We Do:
The SEI helps advance software engineering principles and practices and serves as a national resource in software engineering, computer security, and process improvement. The SEI works closely with defense and government organizations, industry, and academia to continually improve software-intensive systems. Our core purpose is to help organizations improve software engineering capabilities and develop or acquire the right software, defect free, within budget and on time, every time.
Position Summary:
Are you a motivated, independent professional with experience in sourcing vendors and creating purchasing strategies? Have you worked with Federal Acquisition Regulations? We are looking for a dynamic Buyer, Team Lead to join our team at the SEI. As a Buyer, Team Lead, you will provide direction to all SEI staff in the procurement of goods and services and will strategically source and negotiate to build a vendor base to fulfill SEI needs.
Requirements:
- Bachelor’s degree and 5-8 years of governmental purchasing
experience
- Willingness to travel to various locations to support the SEI’s
overall mission. This includes within the SEI and CMU community,
sponsor sites, conferences, and offsite meetings on occasion
- You will be subject to a background check
- Applicants for this position must be currently legally
authorized to work for CMU in the United States. CMU will not
sponsor or take over sponsorship of an employment visa for this
opportunity.
- Negotiate all facets of the order with vendors and ensuring
both large and small vendors are sourced for orders
- Work with technical staff to document technical purchase needs,
source possible vendors, prepare, execute and manage Request for
Proposal or Request for Quote process and document the technical
evaluation
- Document and execute sound business strategies and controls
which will result in obtaining best value for all SEI
purchases
- Recommend new systems and processes to support and document the
total procurement process follows governmental requirements
- Conduct training on the SEI procurement process on regular
basis to ensure compliance
- Interact with and understand the need of both internal staff
and external vendors
- Develop and update internal procurement procedures to ensure
processes are consistently followed
- Train staff on purchasing practices, procedures and improvement
efforts
- Work with SEI Contracts Specialists to finalize
agreements
- Manage buyers who are responsible for the execution of the
orders
- Experience with negotiating with vendors
- Knowledge of cost accounting standards and commercial item
purchase requirements, and federal government purchasing
requirements
- Ability to work independently and with people at all levels of
the organization
- Good written and oral communication skills
- Knowledge of Federal Acquisition Regulations
- Use of Sam.gov, Amber Road, Dun & Bradstreet
