Primary Purpose of Position:
The primary purpose of this position is to ensure that Capital Improvement design and construction projects, and Repair and Renovation projects are completed on time and within established budgets while ensuring the capital improvement to the University's facilities meets Federal, State and local building codes as well as University requirements with minimal disruption to on-going University activities. As a journey Facilities Engineer/Project Manager, this position is tasked with managing multiple, moderately complex capital improvement projects. Capital improvement projects for the journey level are mid-scale and may be valued up to $20M, are moderately complex and technical in nature and involve those modifications to the physical educational and work environment requiring funding to implement. Moderately complex projects may vary from new construction of buildings and infrastructure to renovations of existing facilities and systems. Examples may be replacement of boiler equipment, new roofing, underground utilities, new buildings, renovated spaces, storm water basins, parking lots, telecommunications & data centers, laboratory research facilities, multi-purpose spaces, landscaping, fire alarm systems, security systems, HVAC equipment and systems, Life Safety systems - typical higher education facilities. This position has direct responsibility for administration and coordination of each of these contracts and professionals. This position requires the ability to prepare for emerging needs; manage multiple projects; determine project urgency in a meaningful and practical way; use goals to guide actions and create detailed action plans; and schedule people and tasks to achieve goals with minimal oversight; knowledge of contract delivery methods governed by the Office of State Construction may include Construction Management at Risk; knowledge to evaluate and provide recommendations pertaining to assigned projects in timely fashion to support project needs.
Minimum Education/Experience:
Bachelor's Degree in the Engineering discipline related to the area of assignment; or and equivalent combination of training and experience.
Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.
Required Knowledge, Skills, and Abilities:
The successful candidate must possess a working knowledge of government Building Codes, NCCU and UNC System Guidelines, Laws of the State of North Carolina, and National Fire Protection Codes in addition to applicable industry standard practices for construction tolerances; knowledge of the concepts yielded by National Fire Protection Codes and North Carolina Office of State Construction regulations pertaining to Life Safety Systems is essential; ability to review and evaluate contractual documentation and correspondence for moderately complex capital improvement projects for completeness, compatibility, and compliance with engineering & architectural principles, standards, codes and design needs including management and oversight of: change orders; ability to perform inspections/audits to ensure proper procedures are adhered to and contracted work complies with the Contract Documents; ability to evaluate actual progress against scheduled milestones; ability to resolve design error/omissions, unforeseen conditions and owner requests on a project-by-project and case-by-case basis ensuring recovery strategies are efficiently and effectively deployed; ability to make quick decisions with minimal supervision to minimize impacts to the budget, schedule, and University operations; ability to interact with broad-based University community and project stake-holders including, but not limited to, Designers, Consultants, Contractors, University Students, Faculty, Committees, Campus Leadership, and outside agencies and other University and Community interests; ability to develop rapport with all stake-holders, recognizing their concerns and feelings, and listens well while advancing project objectives and building and maintaining long-term relationships based on trust; ability to Develop and negotiate positions to effectively mediate resolution of contract disputes; ability to applies mathematical and engineering sciences to moderately complex projects for consultation, investigation, evaluation, planning, design and construction; ability to review, evaluate, negotiate and approve both design and construction changes, ensuring project budget is maintained through use of the Department's accounting system and self-developed spreadsheets; ability to review design, construction, and consultant contracts, fee amendments and change orders issued during the Capital Improvement Process and make recommendations for approval to Associate Vice Chancellor of Facilities Management and the State Construction Office; ability to research, collect, organize, and/or analyze information/data which contributes to making sound engineering/design/construction decisions; ability to proficiently operate personal computer and a variety of software for email, word processing, spreadsheets, data base & information collection; ability to consult on issues and requests from multiple University clients and constituencies; ability to consult with higher-level professionals (Professors, Department Heads, Deans, and Associate Vice Chancellors) to discuss alternative solutions to complex problems as required; ability to recognize and solve problems requiring little supervision.
