Position Summary:
Job SummaryThe Manager of Risk Management and Purchasing reports to the Vice President for Finance and leads and/or supports the development, implementation, and ongoing management of the university's risk management program and the development and implementation of a university-wide procurement program including the contracting and legal processes.Specific Responsibilities for Purchasing
  • Develop a university-wide procurement program that serves the needs of the various departments across campus with the objective of creating policies and procedures, streamline workflows, and reduce costs across the university community.
  • Assist those departments responsible for the vendor relationship and contract to maintain contact with vendors and ensure compliance with contracts and agreements.
  • Evaluates vendors based on price, reliability, capability, and previous transaction history.
  • Works with vendors to negotiate volume and cash transaction discounts, and other available discounts.
  • Determines method of procurement, such as direct purchase or bid.
  • Prepares all aspects of simple bids, requests for quotes, and proposals, including precise specifications, supporting spreadsheets, comparisons, recommendations, and justifications; issues purchase orders.
  • Ensures that purchasing documents are complete and accurate and include appropriate and reasonable terms and conditions. Coordinate legal review, as necessary.
  • Maintains pricing histories and other vendor records.
  • Provides liaison services between vendors and departments for order status, procurement procedures, and problem resolution; research sources of supply; advises departments on cost effective alternatives.
  • Maintains records in accordance with established policies and procedures and audit guidelines.
  • Has oversight for the purchasing card program.Specific Responsibilities for Risk Management
  • Works closely with the Vice President for Finance and members of the senior leadership team to manage enterprise risks and maintain the Enterprise Risk Management (ERM) framework.
  • Identify opportunities for enhancements to the overall risk management program and make recommendations to the VP for Finance and other campus leaders as appropriate.
  • Review contracts and seeks advice from insurance company or general counsel as appropriate.
  • Provide regular legal and Enterprise Risk Management (ERM) updates to the Audit Committee of the Board of Trustees.
  • Manage all aspects of the University's insurance program and review insurance policies and renewal proposals for accuracy, maintain updated schedule of insurance and develop strategies and recommendations to manage costs while maintaining appropriate coverage.
  • Manage the processing of insurance claims on behalf of the University.
  • Provide general risk management advice, consult with units and departments on mitigating and managing their own risk, build strong relationships and work collaboratively with campus stakeholders to identify unaddressed areas of risk.
  • Manage the risk management department budget.
  • Administer the Campus Conduct Hotline and function as the lead team member when responding to reports.
  • Participates on committees related to risks including the Safety Committee and Title IX. Lead the Accident Review Committee, Crisis Management Team and ERM Committee.
  • Manages the University's Business Continuity Planning Program.

    Required Qualifications:
    EducationBachelor’s degree required.
    Experience3 years of experience related to the responsibilities of the position.Knowledge, Skills, AbilitiesStrong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community; Records maintenance skills; Ability to analyze purchasing requests/orders for compliance with institutional procedures; Ability to use independent judgment and to manage and impart confidential information; Ability to evaluate procurement bids in accordance with established criteria; Ability to analyze and solve problems; Ability to prepare bids, requests for quotes, and proposals in compliance with University policies; Ability to document work in progress; Ability to complete moderately complex administrative paperwork; Ability to investigate and analyze information and draw conclusions; Knowledge of cost analysis techniques; and Skilled at negotiation.Physical DemandPosition requires the ability to stand or sit for extended periods of time. Position requires the ability to move about the campus. Position requires the ability to talk and to hear instruction.Position requires occasional manual dexterity and the ability to use fingers, hands, and arms to feel, handle, and reach; Position requires occasional stooping, crouching, and bending. Position requires the ability to occasionally lift up to 10 pounds. Working conditions are indoors.
