Job Description Summary

Responsible for the day to day operations of all risk management activities. Implements and monitors all aspects of student and visitor injury reports and related claims, including intake, investigation, coordination with College and outside counsel, and resolution. Coordinates College’s insurance coverages, including participation in county risk management fund and purchase of additional plans and coverages, and ensuring College has adequate coverage in areas including, but not limited to, property casualty insurance, safety, professional liability, automobile, and cybersecurity. Develops and communicates risk policies and procedures to relevant stakeholders to assure operational controls. Develops risk models and provides research and analytical support for risk evaluations of new business activity. Oversees College compliance with workplace health, safety, and environmental standards.

Minimum Qualifications

EDUCATION AND EXPERIENCE
  • Bachelor’s degree in related field.
  • Four (4) years of experience working in higher education or corporate risk management required.
  • Active certification in risk management or coursework completed towards certification (i.e, ARM, ERM, RIMS - CRMP ).
  • Experience providing basic OSHA training.

ESSENTIAL DUTIES
  • Perform a variety of complex technical duties in the areas of risk management to ensure compliance with applicable laws, codes, rules and regulations, maintain current knowledge of legislation.
  • Serves as first point of contact for risk insurance claims
  • Obtains liability insurance certificates from all agencies providing services to the college.
  • Works directly with College Attorney on risk cases when applicable.
  • Assists in processing summons and risk claims against the college by working with legal counsel to coordinate the investigations, processing and defense of claims against the college.
  • Performs work to ensure compliance as it relates to risk management/insurance. Prepare supporting documentation needed during the annual audit.
  • Represents the College on committees where partner-government agencies coordinate risk activities and risk insurance purchases.
  • Reviews the insurance section of college contracts; manages distribution of certificates of insurance to outside sources and keep on file certificates of insurance provided to the college from outside vendors.
  • Works in conjunction with Safety Coordinators, Safety and Building Coordinators and the Maryland Risk Management Affinity Group by contributing to and attending respective meetings related to risk management, safety and quality improvement.
  • Manages all phases of the student and visitor claims process from intake and investigation through litigation, settlement and/or trial and consults and/or participates in negotiations, conferences and mediations with legal counsel, staff, claimants and others.
  • Reviews Certificates of Insurance provided to the college for rental of facilities.
  • Reviews college-related special events, as well as third party users of the college to evaluate their compliance with acceptable risk standards, including County permits and ordinances.
  • Prepares renewal information for accuracy of insurance policies
  • Works closely with financial affairs management to prepare budget estimates for insurance related accounts and creates requisitions for payment of insurance invoices.
  • Responsible for Department of Motor Vehicles eligibility checks on all college owned vehicles.
  • Ensures proper coverage of new and expanding high risk programs of study. Informs senior management of any insurance issue and needs for additional coverage.
  • Serves as the college’s liaison to the in the insurance carriers and County Risk Management Fund.
  • Conducts requested and unprompted safety investigations of College buildings and sites, analyzes and interprets results, and recommends appropriate corrective actions.
  • Ensures compliance with OSHA workplace safety standards and training requirements.
  • Coordinates testing for all College safety-related equipment, including but not limited to fire extinguishers, automated external defibrillators, emergency callboxes, etc.
  • Develops, coordinates, and provides training on health, safety, and environmental standards to various College departments.
  • Conducts periodic compliance audits.
  • Keeps abreast of statutory, regulatory, and best practice updates affecting all areas of responsibility.
  • Performs other duties as assigned.

PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

  • Ability to communicate effectively in spoken and written standard English.
  • As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
  • A background investigation will be conducted prior to the offer of employment. A signed authorization for the release of personal information will be required if selected for an interview.
