Context of the Job:

Under the limited direction of the Director, College Sponsored Program Support, the Sr Grants Analyst manages the sponsored programs support for an expanding portfolio within the College of Arts & Sciences (CAS), with direct oversight of all aspects of fiscal administration for all pre- and post-award activities for the faculty. The Sr Grants Analyst can work independently, effectively solve problems and make appropriate decisions under limited direction. Responsibilities include acting as a resource to the academic units and principal investigators in the College and serving as a liaison for all matters pertaining to sponsored programs. Requirements of the position include assuring accurate and timely grant submissions, verifying accuracy of budgets, ensuring compliance with UD policies and procedures, and facilitating timely closeouts to ensure full revenue recognition. This team must effectively resolve a wide variety of intricate problems in research administration, providing useful training and solutions to the user level when needed. The Sr Grants Analyst works closely with the Director, College Sponsored Program Support, the Sr Grants Analyst, and other team members in providing support for the development of strategic initiatives related to sponsored programs support for the College, including report generation using a variety of data sources and other resources. The Sr Grants Analyst also provides direct supervision of miscellaneous wage and student workers, as appropriate.

Major Responsibilities:

  • Oversight for Grants Analysts in all aspect of the day-to-day operations including proposal preparation, award management, effort certification, and audit compliance.
  • Serve as subject matter expert on procurement policy.
  • Conduct comprehensive review of PI financials prepared by assigned Grants Analysts to ensure accuracy and data integrity; provide guidance and direction in financial analysis developed by Grants Analysts to ensure award financial position is accurately provided.
  • Identify professional development needs of Grants Analysts, develop training programs to address such needs and provide training through group lectures, individual instruction and other venues as assigned.
  • Actively participate in the evaluation and performance appraisal process of all assigned personnel; develop and administer Performance Improvement Plans as required.
  • Provide administrative management of assigned Grants Analysts including approval of leave webforms.
  • Participate in search for vacant Grants Analyst positions; serve as a mentor to newly hired Grants Analysts.
  • Contribute to continued modification, development, and improvement of CAS training.
  • Oversees maintenance and quality control for the CAS database to ensure accurate internal and external reporting. Participate in special projects and perform other miscellaneous job-related duties as assigned.
  • Responsible for managing the pre-award and post-award process which includes the planning and development of budgets for submission with grant packages to various federal agencies, private agencies, foundations, and commercial contract proposals; providing instruction on protocol, regulations and guidelines pertinent to the agency or university; preparing timely proposal budgets for Principal Investigator Review.
  • Provide financial oversight for large program projects.
  • Implement special projects or tasks developed by the Director, College Sponsored Program Support or Senior College Business Officer such as the e.g. development of the annual and five-year budgeting and college strategic planning, F&A recovery review, account clean up, account inactivation, etc. Revise and advise on approved budget changes to awarded grants/contracts.
  • Develop, implement, and oversee the maintenance of budget monitoring systems for sponsored project awards.
  • Review statements, analyze variances, and take appropriate actions.
  • Develop and conduct complex financial reporting for forecasting, trending, and results analysis for CAS.
  • Provide on-going guidance, facilitation, and expertise to faculty in their sponsored programs efforts by providing analysis of all grant and contract applications. This duty requires a comprehensive review of, corrections to, and/or enhancement of the grant/contract application with a focus on compliance with University and agency regulations.
  • Work with the Sr Grants Analyst to coordinate the transfer of incoming faculty members grants/contracts from previous universities.
  • Provide monthly reports to principal investigators on financial status of their grants and contracts.
  • Oversee timely closeout of grants and contracts. Provide review and approval of all budget appropriation documents.
  • Identify budget issues, provide alternative solutions, and resolve problems.
  • Communicate over-expenditure to faculty and administrative staff and resolves funding shortfalls. Identify and implement new policies and procedures to improve CHS budget process.
  • Oversee grant submission and effort reporting.
  • Assists with training of new Grants Analysts and Miscellaneous Wage employees.
  • Perform other job-related duties as assigned.

Qualifications:

  • Bachelor’s degree in business administration, Accounting, Finance or a related field with four years job-related experience, or equivalent combination of education and experience.
  • Advanced skill in budget preparation and management of contracts and grants.
  • Ability to use advanced techniques in spreadsheet and database management (Excel/Access); financial management systems and relational databases; knowledge of People Soft Grants processing systems preferred.
  • Ability to write queries and generate reports using a variety of data sources. Ability to analyze budgetary expenditures for compliance with approved policies and procedures.
  • Ability to work independently, strong organizational skills and attention to detail.
  • Ability to handle multiple tasks simultaneously. Ability to interact well with people of all ages and diverse backgrounds. Financial and budget planning experience.
  • Ability to interpret, adapt and apply guidelines and procedures.
  • Ability to gather and analyze statistical data and generate ad-hoc reports that are meaningful and understandable to those not familiar with the data being reported.
  • Ability to communicate effectively with a wide range of constituents on a variety of research management topics. A high level of independent judgment.
  • Skills for quantifying and illustrating complex reports, comparisons, impacts, and/or projections.
  • Ability to provide a service-oriented approach to sponsored projects management, strong management, and leadership abilities.
  • Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures and backgrounds.
