Summary
Plans, coordinates, and provides support to the District-wide risk management programs governing health, safety, and loss prevention. Implements and administers coverage and programs that ensure and enforce compliance with laws, codes, policies, and procedures.

Distinguishing Career Features
The Safety, Risk, and Loss Prevention Coordinator requires competency at implementing employee enrichment activities connected with health/wellness, safety, and risk minimization. To be effective in these areas, the Coordinator will also demonstrate knowledge of Joint Powers Authority insurance programs.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Coordinates and administers the District's insurance contracts and coverage for liability, loss recovery, property and asset damage, and other forms of loss prevention.
2. Assists with risk-and-return for analyses on the amount of coverage and self-funded versus third party insurance.
3. Works with third party claims administrators, District general counsel, and outside defense counsel when assigned, to facilitate resolution of property/liability claims, and related litigation.
4. Reviews and evaluates accident, property/liability incident reports, student/athlete accident/injury reports, for completeness and clarity of data and compliance with policy and regulatory requirements. Reviews insurance certificates from contractors, vendors, facility renters, etc., who provide services, or rent/use district facilities to ensure the district is protected against loss exposures.
5. Advises administrators and staff on interpretation and application on loss control procedures and related regulations.
6. Coordinates and participates in planning aimed at reducing the incidence of property/liability related injuries/exposures on District properties. Makes recommendations on programs for reducing the frequency and severity of losses through the use of a workers' compensation database and/or other claims data reports.
7. Develops and implements a cataloging system for monitoring and controlling all claims against or from the District, such as civil claims, property damage claims (both district-owned property and claims for damage submitted by staff, students, general public), general liability claims. Prepares and presents bi-monthly reports on civil litigation claims activity to district's general counsel, and upper-level management.
8. Serves as the District's initial point-of-contact for all insurance and claim matters. Coordinates and/or investigates claims. Works with external adjusters, district general
counsel and external legal counsel, investigators, and district administrators to adjudicate claims.
9. Serves on safety committees, and insurance-related committees, representing the district's interests. Arranges for in-service education on best safety practices. May conduct some in-service activities.
10. Researches, prepares information, and recommends budgets for safety, risk and loss prevention programs, and other department budgetary needs. Processes invoices for insurance premiums, legal expenses from external legal counsel, tracks district's property/liability legal costs paid on claims against member-retained limits within our insurance pool.
11. May participate in periodic ‘walk through' visits of campuses, work sites, and classroom environments. Receives input from campus-based facilities staff and offers suggestions for health and safety loss control measures.
12. Maintains up-to-date knowledge of environmental health and safety requirements, workers' compensation, and property/liability matters, by attending and participating in conferences, committees, workshops, and other activities for educational institutions.
13. Performs other related duties as assigned that support the objective of the position.
14. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

Knowledge and Skills
1. The position requires professional knowledge of the principles, practices, and practices of establishing and administering a comprehensive program of risk control and loss prevention.
2. Requires in-depth knowledge of laws and regulations relating to occupational safety and health, employee benefits, accessibility of facilities, and use of public facilities.
3. Requires specialized knowledge of various types of insurance including but not limited to liability, asset protection, employee benefits and worker's compensation.
4. Requires specialized knowledge of contract administration.
5. Requires a working knowledge of methods for determining insurance rates, analysis of risk and return, and analysis of self-insurance versus traditional indemnity or statutory coverage.
6. Requires well-developed language and writing skills to prepare policies, procedures, and instruction manuals.
7. Requires advanced math skills to perform statistical and algebraic computations.
8. Requires well-developed human relation skills to communicate technical concepts and procedures to others, make formal presentations to large audiences, resolve conflict, and conduct negotiations.

Abilities

2. Requires the ability to plan, organize and develop risk and loss prevention programs and perform other accountabilities for the job.
3. Requires the ability to analyze and interpret complex insurance, legal, medical documents, CA Education Code, Government Code and Board of Trustees' Policies and
Administrative Procedures.
4. Requires the ability to develop policies and procedures that can be implemented in the field.
5. Requires the ability to administer contracts.
6. Requires the ability to develop effective training programs for safety that can be administered by others.
7. Requires the ability to analyze problems and take correct actions.
8. Requires the ability to develop and maintain cooperative relationships with other departments, prepare professional reports and correspondence, and build an effective team using leadership and process facilitating skills.

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience
The position typically requires an Associate's degree or equivalent from an accredited college or university with major course work in business, finance, public administration, or a related field and 6 years of increasingly responsible experience that includes contract administration, insurances, risk management, and safety, or related field. Or, any combination of education and experience which would provide the required equivalent qualifications for this position.
Preferred: A Bachelor's degree is preferred and may substitute for some experience.

Licenses and Certificates
Requires a valid driver license.

Working Conditions
Work is performed indoors and outdoors where some, yet minimal safety considerations exist from proximity to work sites.

Conditions of Employment

This is a permanent, general funded, full-time, 12-months per year classified position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.

Pay Philosophy:
