Campus CEO - Gateway Campus - CT State Community College

Job Summary:
Reporting to the President of CT State Community College (CSCC) or designee, the Campus CEO is the lead campus administrator. The Campus CEO serves as a key member of the CT State senior management team, and functions as an on-site operational excellence leader, providing guidance on developing and implementing strategic business plans, as well as providing input on budgetary, enrollment, target-setting, related matters.

The incumbent is expected to focus on institutional continuous improvement in all identified areas of performance, operational oversight of campus functions (such as staffing, academic programming, and student affairs), maintenance of a sound infrastructure, and promotion of a safe and comfortable environment. In addition, the Campus CEO must be knowledgeable of all facets of campus functions, adept at influence and collaboration skills in a highly matrixed organization, and be able to identify opportunities for improving operational excellence across all departments.

Supervision Exercised:

Direct reports include the Campus Dean of Academic Affairs, the Dean of Student Affairs, and the Director of Finance, and the Director of Administrative services. Supervises other staff as assigned.

Essential Duties:

1. The Campus CEO ensures that the campus has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively execute.
2. Supports the fundraising efforts of the campus foundations acting as spokesperson for campus, donor liaison, and helps identify needs for foundation investment.
3. Assures adequate resources are in place for faculty, students, and staff to perform to their potential.
4. Develops the operational strategy and guides development and implementation of operational excellence initiatives.
5. Works with stakeholders to identify, define, and execute significant process improvement projects; engages with campus leadership to understand their concerns and issues to discern opportunities for improvements.
6. Ensures that the campus has staff that is qualified, trained, and motivated to perform the responsibilities set forth in their respective position descriptions; ensures the efficient and effective performance of all campus employees.
7. Establishes strategies and specific measurable goals to increase enrollment, attendance, and persistence at the campus.
8. Establishes strategies and specific measurable goals to increase graduation rates and success at the campus.
9. Motivates, coaches, and develops those individuals across the organization involved in leading or executing operational excellence or continuous improvement objectives.
10. Assesses, analyzes, and implements solutions across the campus to identify and eliminate waste, reduce costs, promote educational excellence, and improve the student experience.
11. Monitor performance and, in particular, provide in-depth and timely management commentary on operational excellence results and lead the debate on any corrective measures and other control processes.
12. Oversee general management and leadership of campus operations to achieve overall plans and objectives
13. Identify new processes and/or systems to improve capital efficiency, productivity, and automation/digitization, and thereby make the business more efficient and simpler.
14. Related duties as required.

Knowledge, Skills, and Abilities:

1. Demonstrated business and financial acumen; strong data analysis and interpretation skills.
2. Strong working knowledge and depth of understanding of most areas in a college or university, specifically of the factors that affect net revenues.
3. Expertise of processes design and understanding of all types of continuous improvement approaches.
4. Outstanding and proven leadership and interpersonal capabilities; ability to collaborate broadly across all levels of the organization to achieve results.
5. Team player and self-motivated with the ability to handle multiple work-streams and ad-hoc tasks simultaneously.
6. Critical thinker, ability to understand complex processes and willing to ask tough questions and challenge status quo.
7. Acts as a change leader who is able to lead by example to enhance business performance.
8. Knowledge of organizational structure, workflow, and operating procedures.
9. Knowledge and understanding of institutional policies and procedures and the regulatory environment within which they operate.
10. Advanced knowledge and understanding of the strategic needs of the community.
11. Ability to raise funds from private, state, and national sources and to articulate to external audiences the value of supporting CSCU.
12. Exceptional interpersonal skills and the ability to interact effectively with academic leadership, faculty, community leadership, and funding agencies

Qualifications:

Minimum qualifications include an advanced degree plus five (5) years' experience leading multi-functional teams in higher education setting or an organization of similar complexity. Also required is a well-rounded understanding of methods and ways to increase efficiency, reduce costs, and improve the quality of education and student experience in a higher education or comparable environment.

Substitute education and experience that meets the minimum qualifications for the position may be considered.

Preferred Qualifications:

• Preference for candidates with executive level experience in community colleges, particularly in multi campus unionized environments similar to CT State Community College.
• Preference for candidates with experience fundraising for a college/university or community-based organization
• Preference for candidates that have demonstrated experience leading workforce development initiatives that involve employers, state agencies and/or workforce investment boards
• Preference for candidates that have significant experience acquiring and overseeing large federal, state and/or philanthropic grants.
• Preference for candidates with experience managing large scale budgets ($10 million+) and with experience developing mitigation strategies that limit impact on educational quality and student support.
• Demonstrated experience implementing equity programs and initiatives that increase educational outcomes for historically underrepresented and underserved communities.

Work Environment:

Incumbents typically perform their work in offices. The work involves extensive use of personal computers, but does not, normally, involve any significant physical effort. Reasonable accommodation will be made for incumbents and candidates with physical limitations.
