We are seeking an International Services SEVIS Manager (Scholar) who will work with the Director of International Services Systems and the student SEVIS Manager to support the Office of International Services (OIS) Scholar and Student Advising teams. The International Services SEVIS Manager (Scholar) will ensure JHU compliance with all Department of Labor (DOL) laws related to H-1B temporary workers and Department of State regulations related to J-1 student and scholar sponsorship. This position will be the primary J-1 and H-1B contact for departments and clientele with SUNAPSIS systems access issues and/or technical questions.


The International Services SEVIS Manager (Scholar) will work with JHU divisions/units to identify and provide solutions to potential compliance problems to ensure data integrity and consistency. This position will use various query and reporting tools to identify H-1B temporary workers, J-1 students, and scholars, and other non-immigrant employees to support the Student and Exchange Visitor Information System (SEVIS) reporting and the US Department of Homeland Security (USDHS) reporting. The International Services SEVIS Manager (Scholar) will work with OIS staff and JHU divisions/units to identify and provide solutions to potential service problems to ensure high quality delivery and consistency.

Specific Duties & Responsibilities

Database Queries & Reports

  • Prepare and provide data for periodic reports for OIS Staff.
  • Track office and client statistics, develop graphic representations of data for presentations and reports.
  • Manage biweekly SAP reports for employees and update SUNAPSIS accordingly.
  • Provide back-up support to the Director in responding to University or US Government requests for data validation.

Database Maintenance & Management
  • Manage primarily Scholar and non-degree Student e-form development and maintenance in SUNAPSIS.
  • Manage new and continuing J-1 student and scholar batches from SUNAPSIS to SEVIS.
  • Manage SEVIS-related database maintenance and data clean-up services as needed (duplicate records, data inconsistencies, archiving, etc.).
  • Perform system audits to ensure the integrity and consistency of data in SUNAPSIS and campus data bases with SEVIS data and manage correction of any inconsistent data.
  • Respond to and resolve technical or institutional access problems related to electronic business processes or request and coordinate outside help when needed.
  • Manage primarily all non-degree student and scholar related HAPPY FOX ticket submissions and SUNAPSIS e-form issues.
  • Manage continual updates and maintenance of standard SUNAPSIS e-mail texts.
  • Manage client and departmental inquiries related to access to SUNAPSIS e-form submissions, SUNAPSIS pin resets, merging records, and e-form resets.
  • Upon approval of HR/Payroll Shared Services, serve as OIS authorized SAP user to view employment and payroll data in SAP for employees who are sponsored by Johns Hopkins under various visa statuses such as H-1B temporary worker.
  • Manage SAP/SUNAPSIS-related database maintenance and data clean-up services as needed (duplicate records, data inconsistencies, archiving, etc.).
  • Assist student SEVIS Manager and Director of International Services Systems with new student SEVIS registration.
  • Under direct supervision - submit JIRAs to Information Technology and/or contact SUNAPSIS in the event of unexpected system issues.
  • Provide back-up support for Student Information System (SIS) to SUNAPSIS data feed.
  • Provide back-up support to student SEVIS Manager when necessary.
  • Responsibilities may shift based upon need. Principally provide support for Scholar and Employment teams with occasional need to provide student support.
Database, Electronic Business Services Production & Development
  • Identify and research areas for technical improvements to OIS processes and suggest potential changes or enhancements.
  • Monitor effectiveness of new processes, propose and implement changes as appropriate, and expand as need to serve new purposes.
  • Provide recommendations for continuous improvements in data collection and maintenance and for improvement of data integrity. Participate in activities and groups related to database and systems improvements.
  • Maintain campus-wide electronic business process documentation and update as needed due to updates in SAP, ICERT, SEVIS, and other database systems as well as changes in internal OIS processes and procedures.
Regulatory Compliance
  • Act as a Designated School Official (DSO) and Alternate Responsible Officer (ARO).
  • Assist in monitoring international student and scholar compliance with government regulations.
  • Assist with monitoring SEVIS and SUNAPSIS alerts for students and scholars.
  • Remain current with SEVIS-related and regulatory updates pertaining to international students and scholars to ensure institutional compliance.
  • Remain current with DOL-related regulatory updates pertaining to temporary workers.
  • Monitor daily SUNAPSIS workflow for errors and resolve or route to appropriate person for resolution.
  • Perform other duties as assigned by the Director and/or the Associate Vice Provost for International Student and Scholar Affairs


Minimum Qualifications
  • Bachelor’s Degree in a relevant field.
  • Five (5) years of relevant work experience in a higher education environment with international student and exchange scholar populations and regulations, including understanding of SEVIS, F, J, and H-1B visa requirements.
  • Ability to work cooperatively and collaboratively with diverse groups of individuals.
  • Must be able to work independently on multiple complex tasks.
  • Strong analytical and organizational skills.
  • Must have extremely good time management and customer service skills.
  • US Citizenship or Permanent Residence required to access SEVIS.


Preferred Qualifications
  • Master's Degree.
  • Strong interpersonal, collaborative, organizational, analytical, and oral/written communication skills.
  • Experience with database management and reporting.
  • Familiar with SUNAPSIS International Office Module.
  • Expertise in the use of MS Office applications, especially Word, Excel, and Outlook.
  • Familiarity with FERPA regulations.
  • Demonstrated knowledge of and experience with relational database concepts and SQL.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
