The Director for Security, Risk & Emergency Management will lead and provide administrative direction and oversight for public safety and security operations, risk management, and emergency planning and preparedness. This position actively supports and engages in CBC's values for student learning, culture of excellence, diversity, equity, and inclusion, sustainability, and wellbeing. The incumbent collaborates with a diverse array of internal and external stakeholders on issues related to the safety and security of all people, assets, resources, and processes across the organization.

This position reports to the Vice President for Administrative Services.

Primary Responsibilities
  • Leadership and Oversight: Provide leadership and direction to Security and Emergency Management department personnel. Direct and manage the development and operations of the College's security, risk, and emergency management services to ensure a high standard of service;
  • Emergency Preparedness: Lead and coordinate with emergency management personnel to implement college-wide emergency preparedness planning and training. Establish an advisory group for emergency management planning, training, and operations;
  • Collaboration: Advise College leadership on emergency preparedness and recommend improvements. Serve as a liaison between the College and external emergency response agencies;
  • Training and Exercises: Lead and direct the emergency management and security teams on the planning, coordination, and implementation of safety preparedness and emergency preparedness training sessions and exercises;
  • Communication: Serve as the primary internal communications officer for security, risk and emergency management communications. Coordinate with the public relations office on external communications;
  • Campus Safety: Plan and coordinate with department personnel to provide 24/7 campus security coverage. Recommend, administer, and implement campus security systems utilizing available resources. Oversee campus safety programs and access control systems and protocols;
  • Regulatory Compliance: Oversee compliance with Clery Act, VAWA, and other state or federal regulations. Collaborate with the Title IX Coordinator for Title IX compliance;
  • Strategic Planning: Provide input on strategic and operational planning, and recommend improvements to safety and security systems;
  • Risk Management: Conduct annual risk assessments as required by the college and state agencies. Develop strategies to mitigate risks, and create and/or update risk management plans;
  • Contractor Relations: Meet with contractors and participate in contractor meetings as necessary. Make recommendations in support of campus security and access control systems and protocols;
  • Employee Engagement: Maintain a cohesive and service-oriented emergency management and security team. Develop, maintain, and implement departmental policies and procedures to create structure and clarity for departmental employees. Conduct performance evaluations, manage leave requests, and recommend disciplinary actions;
  • Budget Management: Develop and administer the department budget, authorize expenditures, and monitor financial activities;
  • Reporting: Prepare required reports and maintain departmental records; and
  • Other Duties: Perform additional tasks as assigned.
Required Qualifications
  • Bachelor's degree in criminal justice, emergency management, law enforcement, business administration, public administration, or related field from an institutionally accredited college or university;
  • Three (3) years of progressive supervisory experience in emergency management, emergency response (including military service, etc.), public safety, security, or related field;
  • Experience monitoring or managing departmental budgets; and
  • Possess and maintain a valid US driver's license, with an insurable driving history; and
Preferred Qualifications
  • Master’s degree in criminal justice, emergency management, law enforcement, business administration, public administration, or related field from an institutionally accredited college or university;
  • Current knowledge of NIMS National Incident Management Systems;
  • Experience managing organization risk and conducting risk assessments;
  • Knowledge of the Clery Act and associated reporting requirements;
  • Knowledge of Washington State civil services rules; and
  • Comfortable working with email, word processing, spreadsheets and presentation software.
Terms of Employment

This is a full-time, overtime exempt, administrative staff position. The typical work hours for this position are Monday through Thursday 7:00 a.m. to 4:30 p.m., and Friday 7:00 a.m. to 12:00 p.m.; however, work hours will vary due to work demands (this will include evening and weekend work as required).

WORKING CONDITIONS
While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility including having the ability to move materials on a regular basis such as files, books, office equipment, etc. and travel between buildings on campus. Manual dexterity and coordination are required to operate equipment such as computer keyboard, calculator, and standard office equipment.

Work environment includes office and other settings as appropriate. It is a fast paced and sometimes stressful services environment. The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises. Some travel maybe required.
