Position Summary: The Deputy Chief Information Officer for Infrastructure and Operations (DCIO) is the most senior role in the Infrastructure and Operations (I&O) function within Information Services. This position oversees the management, operations, and maintenance of JCCC’s computing infrastructure, information systems, networks, data centers, hardware, software, and services supporting a broad portfolio of applications and business capabilities.
As a key member of the senior IT leadership team, this role contributes to the development and execution of the enterprise-wide IT strategy, ensuring that the I&O strategy is fully aligned to deliver compelling business value. The DCIO works with IS leaders and staff to measure, assess, adapt, tune, and continuously improve all information and technology-related service offerings, defining and evaluating KPIs for services and delivery teams. They evaluate the full lifecycle and flow of work for I&O efforts, using established governance processes to make timely, data-informed decisions about the relative priority of IT projects and investments.
The DCIO collaborates with the CIO, IS, and college leaders to drive digital transformation outcomes across the institution, balancing stability with innovation. They must cultivate relationships between service delivery teams and business teams, fostering a culture focused on delivering valuable services in support of the JCCC mission, vision, and values.
This position reports to the Vice President of Information Services & Chief Information Officer.
This position supervises the leaders of Enterprise Applications, Network & Data Center Operations, and Academic Technology Services (Classroom/Labs, Administrative Offices, & Cloud Architecture).
Required Qualifications:
• Bachelor’s Degree in Computer Science, Information Systems, Management Information Systems, or a technology-related field.
• Minimum of 8 years of relevant I&O management experience.
• Strong understanding of Enterprise Resource Planning (ERP) systems, operations, and processes. Experience with Ellucian Banner is preferred.
• Three or more years of leadership responsibilities, including strategy, budgeting, and staffing.

Position Details: Job duties include but are not limited to:
- Set the mission, vision, and strategy of the I&O organization to maximize the success of business and IT enterprise initiatives.
- Introduce innovative, differentiating infrastructure and operations capabilities that enhance our overall competitive capabilities and employee productivity.
- Collaborate with the IT senior leadership team on the service portfolio and governance required to prioritize resources, including budget. Work with key stakeholders to measure and prioritize technical debt remediation.
- Maintain successful stakeholder relationships with other IT and key business stakeholders by developing a clear understanding of business needs, acting as a trusted advisor, and ensuring cost-effective delivery of IT services to meet those needs.
- Create and align an I&O value map by linking targeted business outcomes with the future-state business capabilities required to achieve them.
- Work with unit directors to develop and control the annual I&O budget to ensure it aligns with the overall strategic objectives of IT and the enterprise and is within plan. Create a culture of continuous cost optimization.
- Define, develop, and manage a comprehensive and integrated IT Service Management (ITSM) landscape based on best-practice processes, disciplines, and related toolsets. This includes delivering a comprehensive IT asset management program.
- Collaborate with the Chief Information Security Officer (CISO) to ensure I&O contributes to, embraces, and applies the security strategy.
- Work with governance mechanisms to establish and monitor effective controls for the processes and functions performed by I&O teams. Support periodic reviews by audit teams and other risk-related functions as required.
- Design and develop a strong and diverse I&O leadership team, together with a reporting structure for the function.
- Work collaboratively with direct reports to support their career progression, nurture their development, and help them realize their potential.
- Improve IT resilience by executing strategies that enhance reliability, tolerability, and disaster recovery readiness.
- Track trends and provide direction on emerging technologies to incorporate into I&O products and services for successfully delivering overall IT strategy.
- Provide strategic direction and oversight for the full life cycle of IT systems, working closely with peers, and identify where common approaches, solutions, and shared platforms provided by I&O could drive efficiency.
- Experience building cloud management solutions, including software development, integration, and ongoing engineering aspects.
- Creating self-service mechanisms to streamline infrastructure provisioning and ongoing management.
- Budget planning and financial management experience.
- Deep understanding of current and emerging I&O technologies and practices, and how other enterprises are employing them.
- Demonstrated ability to develop and execute a strategic staffing plan that ensures the right people are in the right roles at the right time, with employees highly engaged and satisfied.
- Leading cloud adoption (at scale), including establishing governance mechanisms, delivering migration projects, and modifying I&O’s target operating model.
- Developing governance practices to track and measure the quality of services and maintain service improvement plans.
- Experience in third-party management, working closely with sourcing and vendor managers.
