Position Description

Responsible for the daily administrative HR operations of the institution including but not limited to compliance, operations, talent acquisition, employee engagement and compensation. The HR Generalist functions as the primary interface between HR, employees, managers and external clients of the institution.

Position Responsibilities

  1. The HR Generalist functions as the primary interface between HR and operational departments/offices of the organization. The HR Generalist provides consultation and collaboration on a wide variety of HR issues.
  2. Serve as the department lead for advertising and posting, while maintaining effective and cost efficient recruitment strategies. This includes but not limited to overseeing administrative posting and setup functions within the applicant tracking system (ATS).
  3. Serve as a support for soft payroll processing as needed. Providing assistance on the hiring processes that comply with University guidelines and policies by providing education to hiring authorities and search committees.
  4. Interfaces with various departments/divisions to ensure the proper document processing is compliant.
  5. Communicates with departments in collaboration with finance on human resources related topics.
  6. Assists the department with planning and processing of proposed hiring authorizations, compensation offers, student employment, supplemental compensation, etc.
  7. Consults and coordinates with managers/employees regarding employee relations concerns and issues, such as management and employee rights and responsibilities and best practices designed to reduce conflict and litigation.
  8. Serve as a Title IX Deputy and attend meetings and trainings while handling investigation or complaints assigned.
  9. Assists with the processing of the performance management process while reviewing, tracking and monitoring forms, PIPs in collaboration with the CHRO and Director; as needed.
  10. Assists with the facilitation of conflict resolution, conducts mediations, and advises management/employees on the process and requirements of the University dispute resolution process.
  11. Oversees the background employee check tracking process to be in compliant with Act 153 and 168 in additional to the standard employee background clearance process.
  12. Assist fellow colleagues and team members with HR functions or administrative supports as needs arise.
  13. Assists with data entry and soft payroll processing for staff/faculty records into the Colleague system and census as well as assisting with reviewing employee payroll for process improvements, contract templates, database structure while addressing compliance or other concerns;
  14. Provide support coverage for the front desk periodically when vacant.
  15. Provide assistance with processing the annual reporting and tracking requirements for the 1094 and 1095 forms.
  16. In collaboration with the System Analysist works to review and submit annual data requests for reporting and periodic survey requests internally and for such programs as ATS, AAUP, CCCU, CUPA, Bonds Report, Cleary, etc.
  17. Responsible for monitoring changes in Federal, state and local laws for the main campus and Philadelphia locations.
  18. In collaboration with department heads provide assistance with drafting communications and updating forms and policies; as needed.
  19. Oversees and manages internally and externally job postings and billing of employment opportunities for the University; while covering any related customer service needs.
  20. Manages and tracks the standard background clearance process including Act 153 and Act 168 for initial and renewal processing.
  21. Consults and trains hiring managers and search committees on proper hiring procedures while providing recommendations for best practices.
  22. Attends meetings and participates in Committees as assigned as the HR representative.
  23. Oversees the employee forms and intranet, myEastern, for compliance, updates and publishing.
  24. Supervise assigned personnel for compliance and enhanced customer service needs.

Qualifications
  • Bachelor's degree in Human Resources of related field and/or previous professional human resources experience; At least 2-3 years of prior Human Resources experience. PHR or SPHR preferred.
  • Knowledge of and skill in applying the principles, practices and procedures of human resources administration in the areas of recruitment and employment, compensation and benefits, employee relations, and employee reporting.
  • Knowledge of and skill in interpreting and applying state and federal statues and applicable rules and regulations related to the management of human resources.
  • Knowledge of statistical methods and concepts and other analytical tools used in human resources processes.
  • Strong written and verbal communications skills. Superior skills in organizing, tracking and prioritizing assignments and tasks.
  • Strong ability to work in a fast-paced environment with multiple deadlines and high customer service needs.
  • Strong computer skills in Microsoft Office, excel and previous experience working with Colleague system is desired.
  • Eye for detail and identifying problems, troubleshooting, problem solving and analytical skills.
  • Ability to work well in a team environment and to work independently with minimal supervision.
