    St. Edward's University of Austin, Texas invites applications for the position of Director of Payroll and Disbursements. The Director of Disbursements is responsible for maintaining a thorough knowledge of regulatory requirements, university policies, and accounting guidelines and provides high-quality customer service to both internal and external customer groups. Provides leadership multiple functions and operational processes, along with providing strategic support and analysis.

    For consideration, Bachelor's degree in any financial discipline (accounting, business, etc.) or eight years of work experience in a related field. CPA is desired. Understanding of operating and general ledgers. Experience working in a central office position at an educational institution, hospital, or similar campus environment; Banner experience is a plus. Demonstrated knowledge of disbursement regulations and reporting requirements (W2, 941, 1099, 1042S, Sales and Use tax, etc.). Experience in working collaboratively and effectively with widely diverse constituent groups. Strong organizational skills: ability to work under minimal supervision and make independent decisions. Must possess strong written and verbal communication skills and maintain positive working relationships. Must have a valid Texas driver's license and be insurable by the university's insurance carrier. Ability to comply with workplace guidelines and attendance requirements. Must possess an unencumbered driver's license and have the ability to successfully pass an employment and/or criminal background check.

    Essential Responsibilities Include:
    • Direct and manage the day-to-day operations of the university's disbursement functions, including accounts payable, travel and expense program, university banking card program, and payroll.
    • Selects, hires, trains, and evaluates employees to enhance their performance and development.
    • Provides strategic direction to the team on disbursement governance matters.
    • Responsible for tax compliance within the disbursement function, including W-2s, 1099s, 1042s, and 941s and related reporting requirements.
    • Assist with audits to ensure complete, timely, and accurate responses to information requests.
    • Establishes and maintains financial controls within the department.
    • Complies with mandated federal, state, and local government requirements enforcing adherence to requirements, implementing necessary actions.
    • Directs the month-end, quarter-end, and year-end financial closings to meet federal, state, local, and institutional policies, procedures, and regulations.
    • Creating an environment that fosters process efficiency and effectiveness by encouraging ideas for process change. Designs short and long-term strategies for continuous improvement in payables and payroll operations.
    • Takes the initiative to train the university community on policies and procedures.
    • Is an active participant/leader in university administrative workgroups.
    • Analyzes, evaluates, designs, and implements a system to monitor the connection between Concur and Banner. Become the university's expert on Concur.
    • Analyzes extraordinary disbursement problems to determine compliant solutions.
    • Ensures all disbursement activities, both automated and manual, are recoded correctly into the university's financial reporting system.
    • Directs the testing of all Banner Finance upgrades/enhancements for disbursement.
    • Guides financial decisions by establishing, monitoring, and enforcing policies and procedures.
    • Directs the Reconciliation and preparation of reports of general ledger liability and expense accounts for payroll, accounts payable, and the university's banking card program.
    • Develops, updates, and maintains university disbursement policies and procedures and assists with communicating and enforcing those policies.
    • Serves as the backup for accounts payable and payroll processing.
    • Directs the reporting and general ledger recording of sales and use tax and unclaimed property for the university.
    • Responsible for regulatory and policy compliance as it applies to the position.
    • Perform other duties as assigned.
