Senior Business Manager (3884)

Position Summary

Under direction from the Director of Budget and Financial Operations for the College of Liberal Arts and Science, the Senior Business Manager is responsible for the operations of federal, state and local post-award grant administration and related accounting duties and functions.

The Senior Business Manager will also be responsible for college cost center administration and related accounting duties and functions. The Senior Business Manager is responsible for insuring the proper and timely processing of personnel.

Essential Duties and Responsibilities

Financial
  • Oversee Dean’s office funds and complete all necessary paperwork related to expending funds in the college office. Prepare transactions including journal entries and accounts payable forms as needed. Maintain a record of expenditures and reconcile financial information monthly for college office cost centers. Make purchases as needed with university procurement card. Works closely with the CLAS Director of Information Technology and the Director of Budget and Financial Operations for all CLAS IT transactions.
  • Performs grant-related post-award functions, including processing expense paperwork, budget and expense analysis, financial reporting, and reconciliations; assists with grant closeout functions required by Grants and Contracts Administration and sponsors including reconciliations, financial status reports, zeroing out budgets, and final reporting; reviews general ledger transactions to ensure accuracy and complete journal entries.
  • Assesses needs and resolves issues of the principal investigator related to grants accounting; performs analysis and support for projects. When necessary, works in conjunction with the sponsored programs department in education and training of principal investigators and administrators.
  • Collects and analyzes records of present and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred to project future revenues and expenses. Maintains the recording of expenses to proper university fiscal year and grant expense year.
  • Analyzes college cost center, making decisions on reallocating expenses as needed. Assist with period financial reporting of funding sources in the college.
  • Review financial paperwork sent to the college office for accuracy and completeness, making decisions on accuracy and use of account codes, record and authorize expense.
  • Assists with time and effort reporting system, ensuring it is complete and in compliance with applicable regulations; maintains regular communications with departments; communicates with fiscal contacts at funding source for problem resolution and information gathering.
Personnel and Administration
  • Process personnel hiring and funding distribution changes assuring payroll is distributed appropriately across fund and account for all employee types.
  • Processes hourly and salaried payroll for CLAS staff.
  • Serve as backup for payroll processing for CLAS units in the absence of department personnel. Assists unit office staff with payroll issues.
  • Support the general administration of the college office and CLAS, including covering vacant positions or assisting other staff as needed.
Minimum Required Qualifications (Civil Service)

1. A. Bachelor’s degree in accountancy, business administration, management, or a closely related field.

OR

B. Three (3) years (36 months) of work experience in accounting, business administration, fiscal management, or closely related experience.

OR

C. A combination of such education and/or work experience above totaling three (3) years (36 months), as measured by the following conversion table or its proportional equivalent:
  1. 30 semester hours equals one (1) year (12 months)
  2. 60 semester hours or an Associate’s Degree equals eighteen months (18 months)
  3. 90 semester hours equals two (2) years (24 months)



AND

2. Two (2) years (24 months) of work experience in accounting, business administration, financial operations, fiscal management, or closely related experience, including one (1) year (12 months) of which is at a supervisory or administrative level.

NOTE : A Master’s Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.

  4. Knowledge of basic arithmetic, algebra, statistics, and their applications.

  6. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  7. Ability to work collaboratively and communicate effectively as appropriate for the needs of the audience.

  9. Ability to manage a budget and work within the constraints of that budget.
  10. Ability to analyze, interpret, and explain work related documents, policies, and procedures.
