The Neurology Department is seeking a detail-orientedSr. Grants & Contracts Analyst, Post-Awardwho will provide a broad range of post-award activities that support the complex sponsored and non-sponsored account portfolios of the BIOS Clinical Trials Coordinating Center (CTCC) along with some pre-award responsibilities. The individual will provide professional-level sponsored projects management primarily for post-award functions from various donors that includes, but may not be limited to, budget distribution and reporting, account maintenance/reconciliation and oversight, billing/invoicing, e-form setup/LOE tracking, effort reporting, cost transfers, invoice payments, subrecipient management, compliance, and closeout. While this role may assist with some aspects of non-sponsored funds, this position's main goal is to ensure timely, effective, and efficient functioning of sponsored funding. This position is supervised by the Grants and Contracts Manager in the BIOS Clinical Trials Coordinating Center.

Specific Duties & Responsibilities

  • Work independently on various complex level grants/contracts, including those from NIH (National Institutes of Health), NSF (National Science Foundation), DOD (Department of Defense), PCORI (Patient Centered Outcomes Research Institute), and various foundations. These grants, contracts, and awards may involve highly detailed budgets, multiple projects, cores and subawards, investigator-initiated, consortium, Dept. of Defense grants, and higher complexity foundation grants. Some of the NIH mechanisms that this position will be working with are R01, R01/RFA, R01/Fogarty, U01.
  • Provide guidance and resources for grant proposal development to faculty and staff within the BIOS Clinical Trials Coordinating Center and advises faculty and staff on changes in sponsored research polices.
  • Review sponsor guidelines, identify key requirements and ensure accuracy and compliance with program announcement, organizational and federal regulations.
  • Work with the Department of Neurology finance team, the Office of Research Administration (ORA) for the Department of Medicine, and external funding agencies to process grant and contract applications.

  • Manage post-award processes, including award setup, review, account setup verification, and ensuring that staff is setup appropriately.
  • Assist in transfer of awards for incoming BDPs to Hopkins.
  • Maintain ongoing updates and communications related to current grants and contracts, including regular auditing and reporting to principal investigators on financial status of grants, contracts and discretionary accounts.
  • Provide relevant updates and reports to departmental leadership, as needed.
  • Ensure that post-award responsibilities are completed, including budget distribution, account reconciliation, e-form processing, effort reporting, cost transfers, paying invoices and paperwork finalization related to subcontract setup.
  • Oversee and direct all aspects of complex award management activities and provide oversight to other employees, including monitoring and managing accounts, audits, evaluations and reporting.
  • Provide information and direct assistance required to complete contract and grant closeouts, as needed.
  • Ensure compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc.
  • Remain updated on changes in policy and sponsors’ requirements.
  • Work with international sites in terms of compliance.
  • Will prepare and review grant and contract proposals and provide guidance to the PI (Principal Investigator) in the interpretation and implications of applicable grants terms and conditions.
  • Assists with budget preparation, preparing required documents and proposal submission forms.
  • Coordinates as needed on proposal submission timeline with the Finance team and Grant Production Team.
  • Provides official proposal review to check for errors, missing or incomplete information according to sponsor requirements and proposal guidelines.
  • Provides or obtains institutional certification letters and/or assurances as required by JHU (Johns Hopkins University) and/or the funding agency.
  • Responsible for review and submission of administrative requests such as change in scope or key personnel, no-cost extensions, carryover requests, supplemental requests, other support, etc.
  • Responsible for timely and accurate preparation of progress and financial reports for submission by the Authorized Institutional Official.
  • Coordinates with other department members to ensure that the appropriate allocations are applied in accordance with the award's terms and conditions.
  • Assists as needed with the preparation and submission of documents needed to initiate subaward agreements and modifications.
  • Contacts and collaborates with partner institutions to secure all necessary subcontract documentation to ensure that the information/documents provided for submissions are accurate and in compliance with the sponsor’s guidelines and ensure that all applicable direct and indirect cost rates have been applied.
  • Works collaboratively with team members and other colleagues to evaluate opportunities to improve processes and procedures and contribute to the development of new initiatives for the benefit of grants management.
  • Verifies proper grant account set-up in JHU system(s) and distribution of budgets according to the NoA (Notice of Award).
  • Responsible for overseeing, as assigned by BIOS finance manager, BIOS CTCC grants and contracts portfolio.
  • Conducts periodic meetings with Project Managers to review and discuss assigned grants and contracts.
  • Will work directly with the application’s Principal Investigator, Co-Investigators, and administrative staff to ensure effective, accurate and timely grant proposal development. Point of contact for divisional faculty and staff toward the planning and development of budgets for submission with grant packages to various federal offices, private agencies/foundation, and commercial agencies.
  • Compare budget detail to budget justification for consistency and accuracy. Review budget justification for appropriateness and completeness of content. Verify applications comply with sponsoring organization’s guidelines and relevant University policies and procedures. Assist Principal Investigators in completion of required information for grant proposals.
  • Point of contact for subaward/subcontract organizations to ensure that the information/documents provided for submissions are accurate and in compliance with the sponsor’s guidelines. Coordinate submission of all proposals ensuring that all applicable direct and indirect cost rates are applied. Advise faculty and staff on changes in sponsored research polices.
  • Facilitate and/or produce specialized sponsored projects reports utilizing institutional or departmental systems (i.e., COEUS, SAP, Dashboard, etc.) for principal investigators, Neurology Administration, Division Leadership, and BIOS Financial Manager when requested. Utilize COEUS and/or Dashboard to provide various reports, such as proposal success rates, amounts of proposals submitted by PI and in total, total direct and indirect costs submitted by fiscal year, etc.
  • Other duties as assigned.

Minimum Qualifications
  • Bachelor's Degree.
  • Four years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting.
  • Thorough knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, NSF and DOD.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
  • Successful completion of the Research Administration Training program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied.

  • Prior experience preparing and submitting applications in COEUS, ASSIST and WORKSPACE
