PURPOSE:

Under the general supervision of the Director for Environmental Health, Safety & Risk Management (EHSRM), the Business Continuity Specialist (BCS) is responsible for program leadership of a strategic nature through program or organizational unit planning activities and the analysis, development, and evaluation of highly complex programs with broad impact. Required to assess, formulate, and evaluate the impact of recommended or implemented policies from a strategic and operational perspective. Work requires regular participation in planning and development activities and, as required, independent determination of methods to meet programmatic or administrative goals. These programs include: compliance with CSU Business Continuity Program Executive Order #1014, enterprise-wide continuity of operations planning, Business Continuity (BC) systems and technology, department-level BC planning, business impact analysis, business interruption response, BC workgroup leadership, test/train/exercise of BC plans, record retention oversight, and other EHSRM leadership support. Will provide program and policy research, analysis, development, reporting, evaluation, and record retention oversight. Will ensure compliance with applicable laws, regulations or requirements governing safety, BC, and emergency response. Will serve as a liaison to committees. Provide specialty program assessment /reports with qualitative and quantitative measures to the Director and other administrators.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

1. Business Continuity Program AdministrationIndependently provide program administration for campus compliance with CSU Executive Order #1014/Business Continuity Program. Develop and maintain a business continuity framework for campus business units that include policies, procedures and templates, to support consistency in the business units' approach, and consistency in continuity plan documentation. Widen the university's awareness for the business continuity program. Produce various reports, materials and correspondence related to the BC program. Ensure completion, accuracy and timeliness of all operational functions related to the BC program of the campus and its business unit as specified by the Director and/or committee. Present to large groups and campus administrators. Develop, administer, and maintain the Continuity of Operations Plan (COOP) document organization, formatting of written plan, and presentation to campus administrators. 2. BC Plan AdministrationProvide program administration over the campus Business Continuity (BC) Plan electronic system, software, and programs (i.e.; KualiReady/OtterReady). Review and assist business units/departments with the development of BC plans by identifying, establishing, prioritizing and analyzing critical functions essential to operations continuity. Working with campus Information Technology (IT) and business units to facilitate alignment of disaster recovery plans and business continuity plans. Ensure recovery time objectives and recovery point objectives are communicated to IT and business units and support remediation of identified gaps. Support business units' continuity program maintenance by monitoring the plan review process, and supporting the business unit's review activities as necessary within the OtterReady system. Provide user support and act as liaison with off-campus BC system providers as needed. Evaluate effectiveness of business continuity software, electronic tools, and applications; make recommendations and serve on Systemwide assessment teams.

3. Test/Train/Exercise AdministrationDevelop the multi-year testing, training and exercise (TTX) plan for the business continuity program. Provide initial and periodic training to departments. Develop, implement, and conduct testing, training and exercises that comply with executive orders and regulations. Develop custom training materials, resource guides, and tools to assist and support understanding for campus users.

4. BC CommunicationsMonitor and update all BCP and COOP website content. Identifying business continuity communications systems and developing procedures for communicating during a continuity event. Provide reports and present periodic updates regarding BC programs to the campus, departments, administrators, director, and executives.

5. Committee AdministrationServe as the prime contact for the program, specialty, and/or organizational unit. Independently lead BC committee meetings and activities; coordinate, set agendas, prepare materials and training, execute and/or participate. Coordinate with the committee members for additional input to the campus continuity plan, and to obtain support in maintaining department planning and preparedness activities. Serve as liaison and the CSUMB representative to business continuity program both to groups and individuals at all levels of the campus, Systemwide Business Continuity Affinity Group, and other higher education committees and workgroups related to EM and BCP. Manage relationships with outside entities or agencies and manage sensitive information and situations.

6. Activation OversightAdminister business continuity activations, especially when they impact multiple business units. Work with campus emergency manager to ensure smooth coordination with, and transition between emergency operations and continuity of operations both during and following an incident that disrupts normal operations.

Administrative Functions Coordinate administrative work for EHSRM programs with limited supervision. Assist with response to audits, inspections, and other regulatory oversight reports. Independently apply budget policy and procedures related to unit financing and individual purchasing credit card responsibilities and reporting. Route important paperwork to campus administrators for signatures. Development and improvement of electronic, paperless, and hard-copy fill-in forms, and workflow systems. Update webpages and online materials. Write/review reports, memos, letters, email, etc. Independently plan agendas and conduct meetings. Provide lead direction to clerical and support staff, including student assistants. Prepare training/meeting materials, copies, collate, staple, folder preparation, etc. without direction. Perform audio/visual set up for training sessions, meetings, etc. Provides reporting documentation, as required. Assists with budget, travel, office supplies, record management and other support across the unit, as needed. Regularly assists with handling sensitive and confidential issues

Other Functions:

Participates in training or professional development opportunities, memberships, conferences and meetings to increase business continuity, CSU knowledge, and pertinent skills.

Perform other job-related duties and special projects as assigned.



Knowledge, Skills and Abilities:
Thorough knowledge of and ability to apply expertise to complex program and/or administrative specialties, including pertinent laws and regulations. Demonstrated expertise in and advanced knowledge of the principles, problems and methods of public and business administration and operational and fiscal management. Expertise in administrative survey techniques, operations and system analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Skills: Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management. Demonstrated consultative skills in working with internal and external constituent groups. Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, an interpretation of data to develop sound conclusions and make appropriate recommendations. Ability to: take initiative and work independently to determine effective approaches to projects and priorities; organize, coordinate, and perform work in various situations where numerous and diverse demands are involved; apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations; understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions; work with representatives from public and private entities and handle potentially sensitive situations; effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus; apply extensive expertise to the complexity of maintaining effective university-community partnerships in both face-to-face and online contexts; work with representative from public and private entities and handle potentially sensitive situations.

Minimum Qualifications:
Entry into this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administrations principles, practices, and methods. This foundation would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Specialized Skills:
Knowledge of federal, state and CSU regulations related to business continuity, emergency management and safety including: ICSUAM, Executive Orders, and CSURMA. Experience in business continuity, recovery operations in higher education, and project management.Proficient in the use of personal computers including word processing, spreadsheet and database software.

Preferred Qualifications:
Certified Business Continuity Professional or equivalent certifications. Experience working in higher education. General knowledge of computer software and applications in the business continuity field. Technical fluency with KualiReady BC system, Banner, Oracle/PeopleSoft, CSU Common Management System or equivalent student/finance information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

PHYSICAL ENVIRONMENT:Must participate in all OSHA and University safety programs, as required, and follow all work safety guidelines. Involves working in an environment where chemicals, including organic solvents; compressed gases; biological materials; glass and other sharps may be present. Office environment with standard equipment and tasks. May also perform work in remote office setting with University provided computing equipment (such as a home office). Position requires working at a computer and desk for extended periods of time; be available for on-call assignments or alternate work schedule, including nights and/or weekends; and travel between campus offices and off-campus locations. There are components of this job which are deemed essential on campus. This position will primarily work on the main campus, with occasional work from home. This position requires working on campus with students. The health and safety of our students, faculty, and staff remain our highest priority. In the fall, students, faculty, staff, and the community can expect that masks will be required and that the appropriate degree of social distancing will be in place in all areas based on evolving guidance. Additionally, all students, faculty, and staff are encouraged to be vaccinated before coming to campus.
