Job Description 
The Budget Manager is a trusted member of the University’s Administration & Finance division that will manage the budgeting process and assist the leadership with strengthening its relationships with financial stakeholders.  In this role, the Budget Manager is required to analyze the University's budgets, liaise with external stakeholders, and produce reports on projections, costs, and expenditures.  The Budget Manager is adept at negotiations, business strategy, calculating key business indicators, and making financial decisions. 

Moreover, this position is responsible for assisting the Associate Vice Chancellor for Finance & Administration in all aspects of the University budget. Primary responsibilities include but are not limited to the management of financial-related activities which include accounting, finance, forecasting, risk management, and strategic planning, as well as managing the daily activities of the Budget Office. It involves applying accounting principles to analyze past and present financial operations and estimates future revenues and expenditures to ensure the university's financial position.

  1. Preparation of the Southern University at New Orleans annual budget and all required spreadsheets and documents.
  2. Reviews, assists, and analyzes annual, quarterly, monthly, and other required financial reports. Assist in developing and managing the operating budgets for the various divisions within the University.
  3. Enforce and develop budgeting controls and procedures.
  4. Works with executive management on strategic budget planning initiatives.
  5. Performs financial analysis to determine and improve financial status by comparing and analyzing plans and forecasts with actual results, identifying trends; recommending actions.
  6. Assists the Associate Vice Chancellor with the appropriate recommendations, communication, and if needed for implementation to ensure compliance with internal controls and accounting policies and procedures.
  7. Preparation of routine and ad hoc financial reports/analyses for senior management.
  8. Assist in the development and implementation of cost control measures.
  9. Assist in financial performance evaluation, cost, and asset management.
  10. Other duties as assigned.


  • Proficient use of personal computer software and ability to interface with complex financial accounting, procurement, and administrative information systems.
  • Demonstrated ability to provide effective leadership, vision, supervision, professional development, and training.
  • Must exercise considerable independent and professional judgment in matters of significance.
  • Strong presentation, problem-solving, and critical thinking skills
  • Strong planning and project management skills.
  • Ability to communicate effectively with diverse populations verbally and in writing.

Required education and experience

  • Bachelor's degree in accounting, finance, business management, or a related field.
  • Minimum five years of experience as a professional accountant or finance professional within a professional environment, preferably in a higher education setting.

Preferred education and experience

  • Experience reviewing and analyzing consolidated financial statements for large, complex organizations; extensive knowledge of both Federal and State Grant funding requirements. Demonstrated in-depth knowledge of GASB, GAAP, and A-133 and their application to a university, research, and/or similar environment.
  • Reasonable knowledge of the U. S. Department of Education Federal Student Aid guidelines. Experience with Financial Software.
  • Experience in Banner preferred.
