The Assistant Provost for Institutional Effectiveness (APIE) will serve as a member of the Provost’s academic affairs leadership team to ensure compliance with relevant University System of Maryland (USM), Maryland Higher Education Commission (MHEC) and Legislative regulations and accreditation requirements. The APIE will collaborate with the schools/colleges, libraries, the registrar, Enrollment Management, and Student Success Support Services to ensure that assessment is occurring on schedule and documenting successes in instruction and other activities are taking place to improve student learning and achievement. The APIE will support institutional and academic planning via enrollment analysis, market share analysis, environmental scanning, job market review, and similar analyses and support institutional and academic assessment through student risk analysis, accreditation, program review, surveys, and academic performance analysis. The APIE will maintain compliance with external accountability mandates and service a wide range of informational requests from internal and external stakeholders. The APIE is the official steward of University data and the official source of comprehensive institutional information for the University.

Key Functions/Responsibilities/Tasks:

Compliance and Reporting (30%)

• Fulfilling federal and state reporting requirements, such as Integrated Postsecondary Education Data System (IPEDS), USM, and MHEC. 

• Fulfill special and reoccurring requirements such as Management for Results, Performance Accountability Report, Student Success Matrix, Diversity reports, etc.

 

Analysis and Data Management (25%)

• Perform assessment of student academic performance.  May include admission standards, course work performance, DFW rate, and student academic risk.

• Analysis of enrollment trends and forecasting; identification of influences on university enrollment growth and retention; competitor market analysis.  

• Analysis of Faculty Workload and Academic Program Analysis and Prioritization.

• Developing systems and implementing access to data that enhances administrative and academic unit performance and accountability.

 

Training and Education (15%)

• Educational development on data usage and interpretation for university administrators and members of the faculty.

 

Accreditation (20%)

• Serve as a key team member in Middle States Commission on Higher Education (MSCHE) reaccreditation process.

• Provide required data and analysis as required for reaccreditation.

 

Assessment and other (10%)

• Provide expertise on and support of University Assessment surveys.

• Other duties as assigned.

 

Required Education:  Master's degree

Required Experience: Seven (7) years of related experience in higher education

 

Preferred Education: Master's degree in a quantitative field

Preferred Experience: Eight (8) to ten (10) years of related experience in higher education

 

Required Knowledge, Skills and Abilities:

Statistical:

* Descriptive and inferential techniques (e.g., predictive analyses)

 

Programming

* SQL

* Power BI

 

Professional:

* Extensive Knowledge of Higher Education reporting compliance (Higher Education Opportunity Act 2008)

* National Center for Educational Statistics – Surveys and Reports

* Research in pedagogy and student assessment

* Familiarity with federal requirements under FERPA

* Familiarity with federal requirements under FOIA.
