Position Description:

PURPOSE:

Under the direction of the Director of Campus Planning and Development, the Project Manager performs the wide range of facilities management functions, including long-range planning, environmental reviews, space and facilities utilization management, design reviews, stakeholder/public engagement, project management, and capital planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  • Long-Range Planning: Initiates and oversees the development and revision of campus plans (including the Master Plan, Stormwater Plan, Landscape Maintenance Plan, Habitat Management Plan, etc.), special studies, cost analyses, audits, background research and other facilities planning information and data. Assists with the preparation of the revisions and updates to these campus plans.
  • Environmental Review: Leads, prepares research and provides background material and makes recommendations on environmental and land use planning issues specific to the campus master plan and regional planning efforts, and coordinates legal and Chancellor's Office reviews and makes land use and environmental planning-related recommendations. Assists in development of campus positions and draft policies on key planning issues; and works closely with local agencies to reach solutions and uphold the best interest of the campus through California Environmental Quality Act (CEQA), easement or other processes.
  • Space and Facilities Utilization: Administers the space management system for the university to include policies, procedures and protocols for the space inventory, the allocation and utilization of space, the assessment of current and projected space needs and justifications and space relocations. Analyzes space allocation based on CSU and industry standards, develops proposals and makes recommendations from the proposals/requests for space and classroom improvements from all campus departments. Develops and maintains the university's space database and the CSU system databases related to CSUMB; updates the space database on requirements of the Chancellor's Office.
  • Design Review: Works closely with planning staff and oversees consultants producing technical studies, licensed architects, engineers, CAD and GIS professionals whose work supports the scope development and ultimate designed project to ensure scope implementation is carried through schematic design and construction documentation phases. Assists in developing the architect/consultant Request for Proposal/Qualifications and interview selection criteria to help the campus best achieve project scope. Ensures projects are designed to the highest sustainability standards and integrates with existing and proposed campus wide systems.
  • Stakeholder/Client/Public Engagement: Represents the University with the surrounding communities, jurisdictions, local and state agencies and developers on plans and issues that include: General Plans, Specific Plans, surrounding private development, habitat plans, Fort Ord cleanup, transportation, water and other regional planning activities. Works closely with local jurisdictions, municipal, and external agencies on planning, policy development, lease documents, building permits, encroachment permits, and environmental and land development reviews of concepts, plans or initiatives that may impact the university's property or its interests.
  • Project Management: Creates and oversees an internal integrated planning, design and construction process that clearly defines responsibilities, review and approval periods and timelines. Collaborates with the key stakeholders, such as academic colleges, independent auxiliaries and corporation, public-private partnerships, and the Chancellor's Office in the development and recommendations of campus projects for approval.
  • Capital Planning: Manages the technical, regulatory, and fiscal capital planning functions for complex major capital projects from inception through completion of construction. Plays a key role in developing the campus capital outlay program which prioritizes projects required for the build-out of the campus master plan; and coordinates all aspects of capital projects with the Chancellor's Office. Manages all aspects of assigned projects through the full course of the project life cycle including planning, design, construction, and closeout phases. Independently leads and direct projects requiring functional integration and involving multiple disciplines to be managed. This includes those associated with major maintenance and repair, minor capital renewal/improvements, deferred maintenance, and infrastructure improvements.

  • Participates in university task forces and special projects as required.
  • Performs other job-related duties and special projects as assigned.


Knowledge, Skills and Abilities:
  • Thorough knowledge of project management practices including that required to plan, lead and oversee complex construction projects. To include in-depth knowledge of public works construction processes, and skill to manage all phases of planning, design and construction. Advanced knowledge of applicable state and federal codes and regulations pertaining to the construction industry including understanding of the California Building Code, the American with Disabilities Act and the Safety Orders of the Division of Industrial Safety for the State of California as such pertains to public works construction projects. Ability to apply such knowledge successfully for assigned projects. Knowledge of project scheduling including task/resource loading, and critical path sequencing methods required to run an efficient project. Ability to analyze and review of schedules to guide adjustment as needed to manage schedule and risk. Knowledge of common project delivery methods including design-bid-build, design-build, and job order contracting.
  • Skilled in using personal computer software and electronic communications including digital graphic software for presentations, computer-based design and architectural applications, and complex project scheduling and analytical applications.
  • Ability to create independent estimates and ability to analyze and review those submitted by others. Analytical skills to ensure adherence to requirements and assure a high level of quality control. Ability to read and understand proposals, plans, blueprints, process drawings, contracts, purchase orders, and specifications for all phases of construction.
  • Demonstrated ability to independently research, interpret, develop, communicate and implement regulations, codes, policies, procedures, guidelines and precedents regarding facilities information and project management.
  • Demonstrated ability to collaboratively work with representatives within the campus and public/private entities and handle potentially sensitive situations appropriately. This includes demonstrated consultative skills in working with internal and external constituent groups.
  • Well-developed written and oral communication skills including a thorough foundation in English grammar, spelling and punctuation to effectively communicate standard information.
  • Highly developed analytical skills as required to complete research, produce reports and develop appropriate policies and procedures.
  • Demonstrated competence in understanding, interpreting, and communicating procedures, policies, information, ideas, and instructions.
  • Ability to build and sustain collaborative working relationships with a variety of individuals from diverse backgrounds.
  • An understanding of the dynamics of diversity in higher education and a demonstrated ability to incorporate this understanding, as appropriate, in all levels of your work.
  • Ability to be effective in a fast-paced, dynamic environment with frequently changing priorities.


  • Minimum Qualifications:
    Bachelor’s degree in architecture, engineering, construction management, facilities management, urban and regional planning or closely related field OR which may be obtained through equivalent experience such as might be attained through four years of planning and/or project management.


    Specialized Skills:


    Preferred Qualifications:
    Five or more years of comprehensive experience in program management, project management, and/or construction management.

    Professional certification(s)/licenses in capital planning, project management, construction management, engineering, design, and/or architecture (preferred but not required).
    Familiarity with the capital planning, design, and construction requirements of a state agency similar to the CSU as it relates to technical project execution and funding (preferred but not required).
    Skilled in using personal computer software and electronic communications including digital graphic software for presentations, CAD drafting systems, geographical information systems (GIS), computer-based design and architectural applications, and complex project scheduling and analytical applications.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. Will require travel between campus offices and off-campus locations.

There are components of this job which are deemed essential on campus. This position will primarily work on the main campus, with occasional work from home. This position requires working on campus with students. The health and safety of our students, faculty, and staff remain our highest priority. In the fall, students, faculty, staff, and the community can expect that masks will be required and that the appropriate degree of social distancing will be in place in all areas based on evolving guidance. SALARY:

Commensurate with qualifications and experience.
