Lead, oversee, and direct the financial, business, and HR operations for the Global Engagement portfolio, providing leadership for financial and budgetary planning and forecasting, payments, procurement, and human resource transactions. Oversee the development and streamlining of business processes in accordance with applicable regulations/procedures. Serve as a member of the senior strategic leadership team, reporting to the Senior Vice Provost for Global Engagement.

Operational Finance

  • Support the Senior Vice Provost for Global Engagement by providing clear and concise budgetary information based on the oversight of all financial and business functions of the organization.
  • Supervise and manage finances for accuracy and alignment with the goals of the Senior Vice Provost for Global Engagement and the University, including, but not limited to, budget reporting and forecasting, accounting, account reconciliations, purchasing, payables, and cash management in accordance with applicable regulations, policies, and procedures. Assist with income projections, enrollment modeling, and management of endowed and grant accounts.
  • Monitor and maintain accurate and up-to-date budgets and accounts for state-appropriated funds, endowments, gifts, grants, and revenue.
  • Provide financial oversight for the Office of the Senior Vice Provost for Global Engagement portfolio includes the following units: Global Programs and Innovation, Global Engagement and Strategy, Education Abroad, English Language Center, International Student and Scholar Services, Global Initiatives and Alumni Relations, Global Risk and Safety, Mexico Global Gateway, and Financial Business Services. The incumbent is also required to manage complex campus, domestic, and international partnerships, develop and approve budgets, and liaise with the Office of Sponsored Projects and Business Contracts Office for all portfolio-related contractual matters.
  • Lead the overall operating and budget processes for the Global Engagement portfolio; review and analyze budget requests; collaborate with unit directors on requests; and participate in financial and budget meetings. Review operating budgets to analyze trends affecting budget needs, including international and learning abroad enrollments. Develop operational, financial, and statistical reports, both cyclical and one-time, from various data sources using a variety of advanced data processing and analysis techniques. Integrate appropriate financial and nonfinancial data into consolidated reports to aid management decisions at all levels of the portfolio. Prepare monthly, quarterly and annual financial and budget reports for the Senior Vice Provost as well as unit Directors and the Provost’s Office, as applicable. Coordinate with the Provost’s Office on the development of the five-year plan for the Global Engagement portfolio.
 Human Resources

  • Supervise HR team and associated personnel matters for the Global Engagement portfolio, including financial and resource planning guidance and support across the unit to ensure operational effectiveness. Monitor and respond to senior vice provost for global engagement inquiries regarding personnel by ensuring staffing levels are in place to support the Global Engagement portfolio.
  • Supervise, train, evaluate, and provide guidance to finance and HR staff in units reporting to the Global Engagement portfolio. Ensure proper training of staff and compliance for all business operations and that human resources practices, principles, and ideologies are in alignment with the organizational effectiveness goals of the Senior Vice Provost for Global Engagement and the University.

  • Monitor processes for appropriate internal controls, assess operational processes and make recommendations for improvements, and ensure compliance with University policies and procedures, state and federal laws and regulations.
  • Review and approve invoices, purchasing, reimbursements, and journal entries and ensure the timely and accurate processing of all financial transactions and HR documents.
Global Gateways

  • Support the establishment and financial operations of global gateways including but not limited to, working with international organizations, legal and accounting firms in multiple countries.  Process banking transactions, monitor finances including provision of financial reports, supervise accounting and law firm providing support, and ensure compliance with local laws.
Special Projects and Grants

  • Conduct and participate in special projects, as assigned. Use independent judgment, knowledge of University procedures, and resourcefulness to develop and implement detailed project plans. Operate with a high degree of autonomy and establishes strategic direction for multiple functions.
  • Provide dedicated financial oversight for the Global Innovation Lab (GIL).  Submit grants through UTRMS system, oversee budgets, monitor spending and process all business agreements.

Required Qualifications

Master's degree in business administration, accounting, finance, or similar field. Twelve years of business management, professional-level accounting, and/or financial experience at a large organization, including at least three years of supervising teams in a fast-paced and complex organization. Progressively responsible experience in planning, forecasting, financial analysis, and report production. Budget management experience. General human resources experience or knowledge. Superb interpersonal, oral, and written communication skills. Ability to problem solve and research financial inquiries. Effectively prioritize and perform multiple tasks. Proven ability to show initiative and demonstrate a strong work ethic. Ability to exercise sound independent judgment, be tactful, and diplomatic. Experience managing and identifying complex and fragmented processes and building in controls to minimize errors and promote efficiency and consistency while ensuring compliance with established policies. An equivalent combination of relevant education and experience may be substituted as appropriate. Experience handling confidential information. Strong communicator capable of building a team atmosphere. Proficiency with Excel. Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

Prior experience with financial administration at the University of Texas at Austin, including interaction with the university’s administrative applications such as Workday, FRMS, DEFINE, UTRMS, Contracts+, and budgeting activities. Experience with COGNOS, report writing packages, and business intelligence tools.

Salary Range

$128,000 + depending on qualifications
