Associate Vice Chancellor of Adult Education

City Colleges of Chicago (CCC) , the largest community college system in Illinois, is made up of seven colleges and five satellite sites, providing more than 70,000 students each year access to a quality, affordable education.

TheAdult Education (AE) Departmentprovides District-wide management oversight and policy direction over the Adult Education programs, services and initiatives offered at the colleges, working to achieve the performance goal of increasing the number and share of ABE/ASE/ESL students who advance to and succeed in college level courses.

PRIMARY OBJECTIVE

Reporting directly to the Deputy Provost, theAssociate Vice Chancellor-Adult Educationis responsible for the coordination of district academic and non-academic support programs for ABE, GED and ESL, and the advocacy for improved student retention and successful completion of milestones. Facilitates district resources, programs and systems that will aid in the successful interaction of faculty, staff and students.

ESSENTIAL DUTIES

  • Oversees all programmatic issues involving the entire education program for ABE, GED and ESL.
  • Provides leadership to the District for the funding and deployment of resources for the multi-million-dollar program pursuant to District guidelines.
  • Produces ICCB and federal grant applications and oversees compliance reporting.
  • Provides direction and project leadership to staff members on various strategic projects and initiatives. Assists in establishing and implementing priorities, monitors progress and evaluates results of Adult Education program activities and projects.
  • Ensures that both new and existing programs are in compliance with all District policies and procedures.
  • Designs and implements research projects for generating information in areas related to enrollment trends, student learning, student outcomes, and emerging students and community needs.
  • Oversees development of materials, documents and programs for instructor professional development to facilitate student success. Establishes standards and measures of success.
  • Supervises, counsels and evaluates individuals on a variety of work-related issues toward the continual improvement and overall management of performance within the program and department.
  • Oversees development of the program budget and monitors expenditures to ensure adherence to budget as required. Provides leadership to the district for identifying and seeking additional grant funding and developing grant programs pursuant to grant guidelines.
  • Works with staff at all levels in the development, documentation, implementation and communication of policies and procedures pursuant to program responsibilities.
  • Maintains effective liaison throughout the District related to overall responsiveness to internal and external needs.
  • Actively engages and builds relationships with local, state and federal agencies. Connects with nonprofits and other service providers; leveraging skills and expertise to benefit the CCC student population.
  • Performs other duties as assigned.

QUALIFICATIONS

  • Master’s degree (Doctorate preferred) from an accredited college or university.
  • Minimum of five (5) years of work experience in relevant education environment (Adult Education in both teaching/management preferred).
  • Experience in initiating, administering, and monitoring multi-million-dollar grants.
  • Experience in developing and implementing programs for professional development (Adult Educator or ESL experience preferred).
  • Experience monitoring and reporting for Federal and State regulations and compliance (Adult Education regulations and compliance experience preferred).
  • Experience in union setting.
  • Demonstrated grant writing experience.
  • Demonstrated experience in managing and directing staff.
  • Knowledge of management principles including strategic planning.
  • Excellent interpersonal, written and verbal communication skills
  • Excellent organizational skills.
  • Ability to work effectively with staff and colleagues at all levels of the organization.
  • Demonstrated commitment to diversity and multiculturalism in one’s work experience.
  • Proficiency in the use of Microsoft Suite (Word, Excel, PowerPoint).
