Scope of Job:
Responsible for developing and implementing the overall IT architecture strategy and framework to support the institution's goals and objectives. Collaborate with various stakeholders, including university leadership, academic departments, and IT teams, to align technology initiatives with the university's strategic direction.
Description of Duties:
- Provides leadership, management and strategic oversight for operations, budgeting, planning, strategy and project management of networks, Microsoft platforms, telecommunication systems and collaboration platforms, AV systems and network security.
- Oversees and ensures the development and maintenance of strategic and technology roadmaps.
- Creates and maintains an integrated architecture blueprint that encompasses applications, data, infrastructure, AV and security domains, ensuring effective integration and interoperability across systems and platforms.
- Models and assesses the organizations’ baseline Architecture.
- Ensures optimal performance and operability of the enterprise infrastructure.
- Responsible for preparing a departmental operational budget. Provides departmental staffing level suggestions and recommendations. Manages the expenditure of allocated funds as well as the proper management of inventory assets.
- Responsible for hiring and terminating, scheduling and assigning work, training and development, measuring performance, and making recommendations regarding promotions and salary placement of staff.
- Collaborates with various campus functional units, ITS units, and decision-making leaders and provides technology solutions to meet the needs of the institution.
- Coordinates with UT System OTS, AT&T, and other entities to ensure quality and timely implementation of infrastructure, utilities, and to seamlessly integrate the institution with the outside world. Recommends innovative technology solutions for business, academic, research computing, and medical school to optimize efficiencies and increase student success.
- Participates in the leadership and management of IT to help set future directions and goals.
- Serves on governance planning and policy-making committees.
- Establishes standards for work assignments and develops necessary guidelines and procedures utilizing best practices and concepts from ITIL, Project Management, and other industry standards.
- Schedules work appropriately and effectively to meet goals and deadlines in spite of constant changes in priorities and availability of staff.
- Ensures compliance with federal, State, and UT System rules and regulations including HIPAA, FERPA, UTS165, PCI, etc.
- Promotes and facilitates effective communication between the department and the University’s administrative community as well as advising senior IT management on technical and process issues.
- Participates in a planned program of professional development, coordinated with IT goals and responsibilities; maintains continual growth in professional skills and knowledge essential to the position.
- Recommends and develops governance process, policies, and standard operating procedures.
- Manages relationships with vendors and external entities for procuring technology solutions, and for extending infrastructure, utilities, and services.
- Performs special projects and other duties as assigned.

General supervision from assigned supervisor.

Direct supervision of assigned staff.
Required Education:
Bachelor’s degree from an accredited university in the fields of computer science, information systems, engineering or related field.
Preferred Education:
Master’s in Computer Science or Master’s in Electrical Engineering.
Licenses/Certifications:
ITIL foundation Certification or obtain within one year of hire.
Required Experience:
Eight (8) years of progressive work experience with enterprise technology infrastructure, project implementation, including experience as an Enterprise Architect or closely related to the duties performed.
Preferred Experience:
Experience in information technology systems and oversight of other platform architects. Strong understanding of enterprise architecture frameworks, methodologies, and best practices (e.g., TOGAF, Zachman, etc.). Knowledge of large multi-site Data Center facilities servicing university business operations and information security. Experience in a higher education setting.
Equipment:
Knowledge of personal computers, office equipment and software, such as Microsoft Office, Adobe Acrobat, SharePoint, various web browsers, etc.
Working Conditions:
Needs to be able to successfully perform all required duties. Office Environment with occasional night and weekend work required. Extensive travel around the valley and some travel beyond is required.
Work is performed primarily in a general office environment to include hybrid work (subject to change based upon business needs). If the work is performed off campus, high-speed internet and a designated workspace are required.
Other:
Must have excellent communication skills to participate in discussions and communicate technical ideas and procedures to technical and non-technical staff and managers and present recommendations and reports to senior managers. Strong written communication skills sufficient to write, prepare, and edit materials such as memos, procedures, reports, presentations, etc., using correct spelling, punctuation, grammar, and sentence construction and clearly explaining complex technical ideas and procedures to varied technical and non-technical audiences. Exceptional planning and organizational skills.
