Director of Human Resources On-Site

The Director of Human Resources will be instrumental in ensuring the continuity, effectiveness, and successful delivery of Human Resources employee services to university employees.
Report to: Chief Financial Officer
Primary Responsibilities:
- Develop, manage and drive a full-cycle recruitment process. Responsible for operational efficiency, utilizing all HR systems’ capabilities to maximize the effectiveness of Human Resources business processes. Identifies local, state, and national trends in human resources administration; develops and recommends new and revised rules, regulations, policies and procedures, systems, and best practices to conduct the University’s Human Resources employee services projects and programs; oversees the maintenance of the HR Procedures Manual. Ensures customer service/employee services needs are met. Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance. Supervises, manages, trains, and oversees Human Resources Department personnel as well as student workers. Serve as a general source of knowledge on Human Resources functions by responding to employee request and questions: benefits, recruitment, payroll, policy. Advises management in appropriate resolution of employee/faculty and student relations issues. Conducts and/or oversees investigations relative to complaints of discrimination and/or harassment; assists and guides departments in the use of appropriate procedures to follow in taking disciplinary actions against employees; represents the University in dealing with state and federal compliance agencies and in hearings and litigation on employment matters. Keeps records of benefits plan participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, terminations, and employee statistics for government reporting. Directs and coordinates the University’s employee and management training and career development programs including tuition reimbursement, coaching, mentoring, and leadership development. Organize, manage and conduct all mandatory by the State and Federal as well as any necessary training. Assist the Vice President of Operations with Title IX matters. Administers performance review program to ensure effectiveness, compliance, and equity within the organization. Sits on various University committees and Staff Advisory Team as needed. Assumes management responsibility for Worker’s Compensation and ADA compliance. Conducts a variety of organizational and operational studies, wage surveys, and investigations; recommends modifications as appropriate. Manages and implements the Staff Recognition Program. Updates the HR Info home page with relevant news and other documents as they are updated or new documents. Participates in the development of to the human resource department’s budget process. Devise and drive a human resources strategic plan. Other Duties may be assigned.
Supervisory Responsibilities:
Directly supervise, manages, trains, and oversees Human Resources Department personnel as well as student workers. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment which supports achieving the department’s and the University’s mission, strategic plan, objectives, and values.
Other Knowledge Skills and Abilities:
- Plan, direct, oversee, select, and manage the staff and operations of the human resources team. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of tasks. Participate in the development and administration of goals, objectives, and procedures, practices, policies, and work standards. Ability to make independent administrative, and procedural decisions and judgments on sensitive, confidential issues. A thorough knowledge of: Business English and arithmetic; general office methods, procedures, and practices. Ability to plan, develop, and coordinate multiple projects. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Ability to gather data, compile information, and prepare clear, concise, and comprehensive reports, studies, and other written materials. Knowledge of general university functions and services. Strong interpersonal and communication skills, and the ability to work effectively with a diverse faculty, staff, and student body. Strong organizational skills and detail oriented. Ability to maintain confidentiality in all situations related to Human Resources. Ability to coordinate and organize meetings and/or special events. Knowledge of standard budgeting, and expenditure control procedures and documentation. Ability to interpret, adapt, and apply guidelines, laws, regulations, and procedures. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Ability to investigate and analyze information or problems; identify alternative solutions; project consequences of proposed actions and implement recommendations in support of goals. Effectively serve as a resource to employees pertaining to human resources related problems, concerns, and issues. Demonstrate professionalism, fairness, and honesty in all aspects of the performance of duties. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Preferred Qualifications:
Master’s degree preferred or a Bachelor’s degree from an accredited college or university, with major course work preferably in Human Resources Management or another similar degree; with at least five years of hands-on experience and training; or equivalent combination of education and experience. Human Resources specialized certification preferred.
Physical Characteristics:
- Must be able to lift and carry up to 20lbs. The employee is required to crouch, walk, reach, grasp, carry, and push. The employee is occasionally required to sit or stand for long periods.
Base Salary range: $95,000-$120,000 DOE
