Senior Associate Vice President, Budget Services



Job Description

Reporting to the Vice President of Finance and Administration, the Senior Associate Vice President directs the College's Budget Services Office in the development of recommendations, implementation, monitoring and the overall management of state and non-state revenue and expenditure budgets. This position is the resident subject matter expert as it pertains to the College's budget details, structure and associated data, and provides recommendations to the Vice President of Finance and Administration and the CSN leadership team.

Under the direction of this position, Budget Services recommends and implements the annual and biennial budgets; prepares all standard budgets reports; tracks all budgeted positions; reviews and analyzes budget requests and adjustments; ensures budget compliance and responds to request for analysis and information from College and NSHE staff, other State agencies and constituents. In consultation and under the direction of the Vice President of Finance and Administration, this position is intimately involved in developing/implementing the strategies and tactics associated with budgetary goals and objectives for each fiscal year and then ensuring that the budgetary goals are monitored, tracked, and ultimately achieved.

In addition to providing accurate data and the analysis/support associated with the budgetary process this position also routinely represents the Vice President at a variety of meetings and/or hearings held with stakeholders within CSN, at other NSHE institutions and the NSHE System Office.

Additional knowledge, skills and abilities required to effectively perform this position:
  • Knowledge and understanding of and ability to implement NSHE/Board of Regents policies and procedures, particularly those relating to funding sources and appropriate spending authorities.
  • Expert knowledge of State of Nevada legislative process & budgeting activities.
  • Excellent problem solving and analytical skills.
  • Strong leadership skills with the ability to appropriately set priorities and administer duties and workload.
  • Ability to effectively prioritize and execute multiple projects.
  • Excellent communication skills, written and verbal with all employee levels and with a variety of constituents, including auditors and System Office staff.
  • Ability to respond quickly and effectively to uncertainty and constant changes.
  • Knowledge of the principles, methods, and techniques of budgeting; including experience with account analysis and account reconciliations.
  • Ability to forecast and plan long range to align with College's Strategic Plan.
  • Strong cognitive skills with the ability to make and follow through on decisions.
  • Ability to think outside of the box and be innovative with the allocation of resources.
  • Knowledge of financial accounting and reporting.
  • Ability to work effectively with a diverse group of constituents and/or employees.
  • Knowledge of requirements for effective management reporting and data analytics.


Required Qualifications
  • Bachelor's degree in Accounting, Business, Finance, or related field from a regionally accredited college/university.
  • 5 years complex analytical related professional experience.
  • 3 years higher education management/supervisory experience or closely related management/supervisory experience.


Preferred Qualifications
  • Master's degree in Accounting, Business, Finance, or related field from a regionally accredited college/university.
  • Experience with enterprise resource planning (ERP) software such as Workday, Banner, Oracle, etc.
  • Experience with budgeting software, such as Anaplan.

Office location: North Las Vegas Campus.
