Director, The Ohio Colleges of Medicine Government Resource Center

The Ohio State University College of Medicine seeks an exceptional and innovative leader to serve as the next director of the Ohio Colleges of Medicine Government Resource Center (GRC). This is an exciting time for a new leader to join our forward-thinking organization. To promote and expand interdisciplinary research and innovation, The Ohio State University College of Medicine and Wexner Medical Center are undergoing nearly 3 billion in capital improvements, including building a new inpatient hospital tower, a new Interdisciplinary Health Sciences Center, and a new interdisciplinary research building, and expanding the Innovation District on West Campus. Growth, energy, and investment is evident in every aspect of Ohio State’s tripartite mission and a culture of transformation is pervasive.

 

Founded in 2008 and housed at The Ohio State University, the GRC is a public university-based center for applied health policy research and technical assistance. The GRC is one of the largest and most successful public university-based health services research centers in the nation, focusing primarily on a partnership with the seven state agencies that lead and operate the Ohio Medicaid program. With a budget of $42 million in 2024 and over 200 faculty affiliations with Ohio’s seven medical schools and 13 universities, the GRC provides unbiased, evidence-based applied health services research in support of government health policy decision making. The GRC’s mission is to identify, research and spread innovative practices to improve access to quality health care for all Ohioans through partnerships with health care, state, and academic leaders. GRC’s growing portfolio of work encompasses critical issues and challenges in public health and health services, including maternal and infant mortality, the ongoing opioid crisis, Ohio’s ACA Medicaid expansion, management of chronic conditions such as diabetes and hypertension, health equity and health system payment innovation.

GRC promotes health system transformation by:

 

  • Linking expert faculty and staff with health and human service policymakers
  • Providing health and health service research, evaluation, and quality improvement management
  • Performing data system management, data analytics and training in analysis of administrative data
  • Consulting in survey design, management, and evaluation
  • Offering project development, management, and fiscal administration

 

RESPONSIBILITIES
 

  • Provide strategic direction for GRC Oversee hiring and HR related decisions Provide leadership and management across GRC, including supervision of the leadership team, research, training, and staff mentorship Manage a center budget in excess of $30,000,000 annually, following federal, state government and university finance policies and procedures Lead collaboration with key health and health care constituencies to develop partnerships that extend the reach of the center, including state health and human service agencies, the Ohio Council of Medical School Deans, the individual health and social sciences colleges and departments at Ohio’s universities to promote and expand interdisciplinary activity Represent the GRC in the College of Medicine, and participate in strategic college, university, state, national and federal health policy activities Contribute to GRC grant applications and existing projects across a variety of funding sources Serve as principal investigator (PI), research scientist or subject matter expert on selected grants and contracts and provide expertise to meet project deliverables including dissemination of research and policy analysis Provide support to the leadership team to continue to build the GRC portfolio and secure diverse resources, including developing entrepreneurial business models for service and research. Continue to build capacity for a growing body of applied research, policies and services that advance the mission of the GRC and promote best practices.

 

MINIMUM QUALIFICATIONS
 

  • Graduate training or comparable experience in health, public health, clinical or human services field Several years of leadership and institutional management experience in academia, government or related nongovernmental organizations conducting health policy and practice related research or analysis with an emphasis on state Medicaid programs A strong history of externally funded research and grant development with a successful record managing grants and contracts from multiple sources A strong record of promoting diversity, equity, inclusion, belonging and a positive work environment Demonstrated ability to develop and execute strategic collaborations with state and national government, philanthropic, intramural, and extramural partners Demonstrated competency in developing and overseeing budgets over $1,000,000 Demonstrated experience leading/facilitating large survey projects

 

PREFERRED QUALIFICATIONS
 

  • An earned doctorate or master’s degree with a health, public health, clinical or human services field, or board-certified physician (MD/DO) A sustained record of writing about health services research and policy, included sponsored reports, white papers, and publications in peer-reviewed journals Demonstrated experience working with at least one state Medicaid agency, state health department, and/or state mental health agency on applied work Experience with quality improvement projects Ability to think strategically, remaining focused on center goals and objectives. High level of organization and attention to detail Demonstrated entrepreneurial spirit and ability to innovate and grow the GRC’s operations including sustainable funding for core operations
