Essential Functions:
ABOUT THE POSITION
State Center Community College District (SCCCD) is seeking an experienced and visionary leader to serve as the next Vice Chancellor of Finance and Administration for our multi-college district. The Vice Chancellor will provide unifying and participatory leadership to a dynamic, complex, diverse district. The Vice Chancellor will build upon the district's strong legacy of achievement and leadership in the communities served.

As Chief Business Officer of the District, the Vice Chancellor is responsible for planning, organizing, and directing the business and administrative functions and ensuring the fiscal health and stability of the District.

State Center Community College District includes four colleges (Fresno City College, Reedley College, Clovis Community College, and Madera Community College) and multiple centers. The District employs over 2,800 employees, enrolls over 54,000 students & covers more than 5,743 square miles spanning four counties, serving approximately 1.7 million people and 38 unified and high school districts in urban and rural territories.

Duties and Responsibilities
Under administrative direction of the Chancellor, working with subordinate administrators and college personnel, and in accordance with provisions of the Education Code, the rules and regulations of the Board of Governors of the California Community Colleges, and the policies of the District, the Vice Chancellor, Finance and Administration will serve as the District's Chief Business Officer, will be a member of Chancellor's Cabinet, will work in collaboration with college leadership, and will coordinate District-wide special projects on behalf of the Chancellor, utilizing kindness, integrity, and good judgment to foster beneficial and innovative change within the District. The Vice Chancellor plans, organizes, directs and reports on the business functions of the District. The Vice Chancellor will perform the following duties:

  • Plans, develops, organizes, coordinates, administers, reviews and evaluates comprehensive districtwide fiscal services including budget preparation and administration, financial management, accounting payroll, auditing, investments, capital financing, purchasing and food services.
  • Coordinates the planning, development, and implementation of innovative approaches to fiscal management using technology, data management, and/or analysis to support the district's mission.
  • Implements District administrative policies and participates in the formulation of objectives, plans, and strategies.
  • Organizes and administers the financial, business and maintenance and operational affairs of the district and plans for and provides supportive services to college presidents and/or their designated representatives on all phases of business services.
  • Responsible for strategic financial plan development that sustains the fiscal health and stability of the District.
  • Coordinates the development and administration of the annual district budget; provides overall leadership in budget and related strategic planning initiatives.
  • Establishes and maintains an accurate and effective accounting system; provides for appropriate internal audit for all funds of all district income and payment of all district obligations.
  • Responsible for independent audit.
  • Directs the preparation and maintenance of business records, files and data as required by state and federal laws and District policies; ensures the development and implementation of appropriate records storage and retention schedules.
  • Serves as the district contract officer and develops contract and agreement forms in conjunction with legal counsel for a wide variety of services performed by or needed by the colleges and the district.
  • Coordinates with and serves as advisor to college managers in matters pertaining to budgeting and accounting, bookstore operation, financial aid, food services, and student body accounting.
  • Serves on the boards of the Valley Insurance Program JPA (VIP JPA) and the Fresno Area Self-Insured Benefits Organization (FASBO); reviews and authorizes claims settlements for self-insured benefit programs.
  • Works closely with the Bond Oversight Committee; prepares audits and reviews expenditures to ensure compliance with bond requirements.
  • Develop cash flow analyses related to general obligation bonds and issue general obligation bonds as needed for construction program; serves as the main point of contact with legal counsel, financial advisors, underwriting, and rating agencies; ensures compliance with continuing disclosure requirements and bond contracts.
  • Attends all Board of Trustee meetings to represent business services; presents information and responds to questions as designated by the Chancellor.
  • Prepares and presents Board of Trustees agenda items and materials relating to business services; works directly with the Chancellor and Board of Trustees committees on concerns relating to business services.
  • Advises administration and the Board of Trustees on labor and employee relations costs during negotiations and interpret financial provisions of negotiated contracts.
  • Oversees the development and revision of all board policies and administrative regulations related to the area for approval by the Board of Trustees.
  • Reviews, analyzes, and evaluates pending legislation, legal mandates, regulations and guidelines which may affect the District's business programs, functions, and activities.
  • Represents the District on local and state committees, organizations, and commissions related to district-wide budget, finance, and other related matters; serves as primary liaison to the State Chancellor's Office for districtwide budget, finance and other related matters.
  • Actively participates in and supports district-wide participatory governance processes and other collaborative processes; chairs the District Budget and Resource Allocation Committee (DBRAC).
  • Promotes an organizational culture of customer service, innovation, and quality services; trains, guides, supervises, supports and evaluates the performance of assigned personnel.

Minimum Qualifications:
All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices; AND

  • Possession of a master’s degree from an accredited college or university in finance, economics, accounting, business administration or a related field;OR
  • A bachelor’s degree in one of the areas above and a certified public account’s license;


AND
  • five (5) years of demonstrated successful leadership experience in a senior management position (Vice President or Senior Director or above) with responsibility for financial and business management operations within an educational environment.
AND
  • A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program.


Desirable Qualifications:
  • Experience and skill with addressing issues of equity;
  • Recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusion of these groups in higher education shape patterns of participation and outcomes;
  • Willingness to examine and remediate one’s relational practices to more effectively engage and support racially minoritized students;
  • Possession of a California Public Accountancy (CPA) License.
  • Experience with managing general obligations and bond funds.
  • Responsible track record in resource development.
  • Demonstrated effectiveness in program planning, organization, staffing, budgeting, and evaluation.
  • Knowledge of common practice, rules and regulations relating to budgeting, receipt and deposit of district income, and payment of district obligations.
  • Knowledge of integrated planning and development of resources.
  • Knowledge of the purposes of public community colleges.
  • Demonstrated skill in the compilation of data and in the writing of reports.
  • Experience with computerized information and financial systems and their use in analysis and reporting.
  • Demonstrated experience to effectively navigate the complexities of the community college policy, legal and accreditation environment or equivalent;
  • Ability to lead and work with a team and participatory governance.
  • Uses tact, kindness and diplomacy in dealing with sensitive and complex issues.
  • Principles and practices of effective change management and supervision.
  • Skilled in the use and application of technology including video conferencing and virtual meeting platforms, appropriate office software, applicable learning management systems (LMS), and the application of data analysis and reporting technology; and
  • Proven ability to advocate at the various levels of government on behalf of the District and its colleges.





Conditions of Employment:
222 duty days and 22 vacation days for a total of 244 days.

Salary and Benefits:
State Center Community College District offers a comprehensive fringe benefit package including medical, dental, vision, life insurance, sick leave, vacation benefits and the California State Teachers’ Retirement System (CalSTRS) or Public Employee Retirement System (CalPERS). Salary and other benefits are competitive and negotiable, and depend upon experience and qualifications. The successful candidate should be available for service no later than January 2, 2024.

Selection Process
Review of application materials will begin on Thursday, August 10, 2023. Applications will initially be screened by the search consulting firm to determine which applicants meet the minimum qualifications as stated in the job announcement. To be considered for the first screening, application documents must be submitted no later than Tuesday, August 8, 2023.

From the applicants who meet the minimum qualifications and who have submitted all the required documents, a search advisory committee will screen the application packets and determine the candidates who are best qualified based on the minimum qualifications and desirable qualifications. Those candidates will be invited to interview. Interviews are tentatively scheduled for the week of October 9, 2023.

The search advisory committee typically includes faculty, staff, administrators, students and community members.

Finalists will be invited for additional interviews tentatively planned for mid-October. The Chancellor will also interview the finalists, tentatively scheduled for the week of October 23, 2023.

The new vice chancellor will be expected to assume duties on or about January 2, 2024.
