Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.
  • Bachelor’s degree in Degree in education, counseling, public administration, or related field from an accredited college/university.
  • Demonstrated experience and knowledge in the following areas: Academic advising, counseling, and/or case management of underrepresented populations with focus on retention and success in higher education, career development, academic advising, and student development models, student services, design of programs, or related area, leading, hiring, training and supervising staff, grant administration, program management and fiscal management, analyzing data, preparing reports, and carefully monitoring grant progress/objectives, ability to use data to interpret best practices, and changes in programming or staff priorities.
  • Effective written and verbal communication.
  • Proven ability to manage multiple tasks at once while thinking strategically, and effectively, in a constantly changing environment.
  • Ability to create and foster relationships with both internal and external community partners.
  • Experience in researching new and effective program operation practices, to provide innovative services to students.
  • Ability to work nights and weekends.
Preferred Qualifications
  • Master’s degree in counseling, Education, Student Personnel, Psychology, Sociology, or related degree.
  • Bilingual Spanish
  • Experience working with SAP /Excel for complex budget reconciliation.
  • Experience with Blumen/Lacai or other student databases used to monitor participant files, contacts, and records.
  • Applicants who have succeeded in overcoming obstacles like those encountered by TRIO students.
  • Experience overseeing a tutoring program for high school students.
  • Experience overseeing an ongoing instruction/curriculum delivery program for high school students.
  • Experience overseeing an academic summer program for high school students.
  • Experience overseeing a first-year college transition program for high school students (bridge program).
Job Description

Responsible for providing administrative direction to a grant.

Job Duties
  • Direct, plan, implement, and evaluate all Upward Bound grant program activities inclusive of all required services for both the academic and summer components.
  • Recruit, hire, train, supervise, and evaluate Upward Bound program staff.
  • Direct the management of student caseloads of Upward Bound program participants.
  • Develop partnerships with appropriate Texas State and target school administrative, academic faculty, and support personnel.
  • Manage budget & administrative operations inclusive of active budget reconciliations. Maintain and manage program records and files.
  • Complete TRIO Upward Bound Annual Performance Report yearly. Prepare other reports as needed and requested.
  • Prepare monthly director reports and ensure monthly staff reports are completed.
  • Provide program representation and program outreach.
  • Maintain a commitment to research-based initiatives, inclusive of research focused on TRIO programs.
  • Establish and maintain engagement with local, regional, and national community agencies, transfer institutions, and other external partners.
  • Develop professional and friendly relationships with students, faculty, and staff, as well as community partners.
  • Create/sustain a learning environment for students, faculty, staff, and community partners.
  • Help market and promote Upward Bound programs via the use of social media, video, digital and hard copy collateral.
  • Maintain the Upward Bound website and social media accounts.
  • Actively attend university, state, regional and national professional development opportunities centered around current trends and best practices.
  • Other duties as assigned.
Additional Information to Applicants

You will provide primary direction for a U.S Department of Education sponsored program at Texas State supervise all Upward Bound staff, monitor budget expenditures, conduct performance evaluations, and report program progress to FRCC administrators and stakeholders.
