The Department of Procurement, Contracting, and Payment Services at West Virginia University is seeking applications for an Associate Director Business Auxiliary Services Systems.

This position directs and oversees the Auxiliary Business Services Systems (“ABS Systems”) team . The incumbent will be r esponsible for the development and execu tion of strateg ies and policies related to all Auxiliary Business Services S ystems as required. This position m anages internal and external s takeholder relationships to ensure the greatest value for the University .

What you'll do:

Directs development and execution of the University's ABS Systems including but not limited to procurement-systems, facilities systems and related systems strategy development and implementation :
  • Directs and oversees s trat egic planning (potential projects, proc ess, procedural, poli cy changes, team dire c tives & initiatives) of ABS systems.
  • Establishes effective ABS S ystems s trategie s.
  • Analyzes, documents, and pr esents comp lex system data to s takeho lders/ exec utiv es.
  • Structures, prepares and presents compelling insightful presentations to all le vels of the organization-ability to tailor message to the audience. Prepare s business case, cost/be nefit and benefit realization analyses.
  • Directs continuous process improvement efforts.
  • Develops and ma intains the department's financial system control polici es and ensures they are followed.
  • Demonstrates ability to ident ify co ntrol risks and develop / implement/risk mitigation measures when necessary.
Dire c ts ABS Svstems ope rational support:
  • Coo rdina tes the implementation and ongoing management of ABS S ystems with in various financial systems and e­procurement tool s. Serves as the primary contact for any related syst ems and inte rfac es. This invol ves being the primary contact for the University's technical staff on issues, interfaces, testi ng, etc.
  • Provides recommendati ons for and oversees ABS S ystem enha n cements, updates and upgrades.
  • Serves as the University’s subject matter expert on ABS Systems . Effectively comm unicat es and collaborates with business units on moderate to complex system initiative s.
  • Manages internal and external s takeh older relationships, including communicating and educa ting stake holder s abo ut payment policies and procedures, troubleshooting issues, training, actively soliciting system feedback and managing vendor relationships.
  • Manages the technical interfaces between any ABS Systems and the State’s and University's financial system.
  • Routinely and effectively works with senior/executive level staff to re solve system issues.
Staff Management and Development:
  • Ensures staff compliance with univer s ity policies and procedures.
  • Manages assigned s taff by se tting expectations, assessing performance, and ensuring that day - to-day operations and assigned ta sks are completed on time and with high level of quality and accuracy.
  • Pr ovides guidance, coaching, and input to st aff.
  • Int erviews and selects staff.
  • Leads staff development th roug h mentoring and performance management proce sses. Actively participates in and sup ports departmental employee de velopmen t programs.
  • Demonstrates excellent executive presence.
Qualifications :
  • Bachelor 's degree in IT/Business/Finance or related field is requir ed. Master's degree is preferred.
  • Five (5) years of func tional experience in automate d financial sys tems.
  • Demonstrated expertise in information systems .
  • Ability to manage change throughout a large organization.
  • Advanced knowledge of financial applications/systems, including automated ERP systems (Oracle preferred).
  • Advanced knowledge of e- pr ocuremen t and business systems.
  • Ability to engage, educate and support internal customers, staff and business units.
  • Excellent and effec tive troubleshooting skills and apply critical and analytical thinking concepts to work assignments and to resolve issues.
  • Excellent initiative, attention to detail, organizational, and prioritization skills .
  • Ability to excel in a fast-paced environment, and to multi-task.
  • Demonstrated experience with process improvements .
  • Strong oral and written communication skills . Must be able to communicate clearly with customers, vendors and other business contacts.
  • Strong analytical ability.
