Job Summary

The Title IX Coordinator ensures that Elmhurst University complies with Title IX of the Education Amendments of 1972, current guidance from the Department of Education’s Office of Civil Rights, and the training requirements defined in the Violence Against Women Act. Additional compliance requirements led by this position include the Clery Act and Illinois Attorney General reports. The Title IX Coordinator will work with all areas of the University to ensure compliance and will ensure that administration is kept aware of changes to federal requirements and recommendations.

Essential Functions
  • Serves as the primary administrator for Title IX compliance and related federal and state laws, including Title IX of the Education Amendments of 1972, the Civil Rights Act of 1964, the Violence Against Women Act ( VAWA ), and the Campus SaVE Act.
  • Accepts reports of sexual misconduct, relationship violence, and stalking, and conducts outreach to all complainants and respondents who are involved in the investigative process to ensure they are aware of the complaint process, available supportive measures, potential interim sanctions, and available resources.
  • Overseesthe University’s investigation and case management procedures for sexual misconduct, relationship violence and stalking to ensure that all complaints are adjudicated
    in a timely manner, providing a fair and neutral process for all involved parties. Reviews final investigation reports and acts as a decision-maker with regard to supportive measures for complainants and respondents.
  • Handles a complex caseload of Title IX related incidents and complaints, including selecting investigator(s), managing investigations, and providing support to complainants, respondents, and witnesses.
  • Implements the University’s Non-Discrimination and Non-Harassment Policy available at https://www.elmhurst.edu/ndnh and recommends updates as necessary.
  • Reviews and updates the University’s Title IX website, student handbook, reporting
    processes and annual trainings, and ensures campus compliance through the completion of
    assigned trainings.
  • Periodically reviews and revises policies and procedures for intake and resolution of complaints and formal grievance procedures for students, employees, and third parties to ensure they are in compliance with Title IX and VAWA, and are in line with nationwide best practices.
  • Collaborates with community and campus partners to develop and/or disseminate educational materials and in-person and online trainings tailored to faculty, staff, and students.
  • Coordinates and conducts mandatory reporter training for faculty, staff and student employees.
  • Leads the development of short and long-term strategic plans to identify gaps and establish priorities around program implementation and maintenance to ensure the Title IX office is meeting the needs of the University community.
  • Trains, supervises, and evaluates staff who conduct sexual harassment and assault, dating/domestic violence, and stalking investigations in their respective capacities, including facilitating their access to ongoing training and development opportunities.
  • Trains and provides guidance to Deputy Title IX Coordinators and investigators.
  • Develops and maintains relationships with on-campus offices and key off-campus agencies and organizations, including YWCA, Family Shelter Service, and local law enforcement agencies.
  • Curates a variety of on-campus, local, and national resources to ensure parties are supported and feel safe on campus.
  • Serves as the Title IX office representative for various campus committees and initiatives, including the CARE team and the Threat Assessment Team.
  • Completes and submits the annual Illinois Attorney General Report by November 1 of each year.
  • Updates the Board of Trustees with quarterly reports and presentations, as needed.
  • Collaborates with senior campus leadership, as needed, to ensure complaints, investigations, and resolutions of complaints are managed efficiently and effectively.
  • Manages budgets for operations, investigations, and compliance with federal regulations.
  • Develops systems to monitor and track outcomes of investigation procedures and other informal resolutions to ensure community members are accountable.
  • Develops and maintains informal resolution options, including the use of restorative practices.
  • Provides support and guidance to the Clery Compliance Team as they coordinate the Annual Security and Fire Safety Report, and helps ensure compliance with the various components of Clery.

Minimum Qualifications
  • Master’s Degree in social work, psychology, student development, gender studies, student affairs or higher education administration.
  • Knowledge of best practices as they relate to higher education compliance with Title IX and VAWA .
  • Experience conducting and overseeing investigations into reports of sexual misconduct, relationship violence and stalking.
  • Ability to analyze information and data, prepare written reports for various audiences, and present findings in a concise format.
  • Ability to work with a wide-range of campus constituents, including students, staff, faculty, parents/guardians, campus partners, local authorities, off campus agencies and others as needed.
  • Strong written and verbal interpersonal, communication, documentation, and presentation skills.
  • Excellent attention to detail and problem-solving skills, and ability to deal with confidential and sensitive information.
  • Ability to act independently, take initiative and exercise sound judgment.
Preferred Qualifications
  • Juris Doctorate, or other advanced degree.
  • Experience working in a higher education and/or shared governance setting.
  • Background in providing direct services to survivors of trauma, including sexual assault and interpersonal violence.
  • Advanced knowledge of Title VI, Title VII, Title IX, Illinois statutes related to preventing sexual misconduct in higher education, the federal Violence Against Women Act ( VAWA ), White House and regulatory agency guidance informing bias, harassment, equity, and sexual violence policy and practice.
Working Conditions/Physical Requirements

Employee is subject to indoor work, protected from weather conditions. Work is sedentary in nature and involves exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently/constantly in order to life, carry, push, pull or otherwise move objects.
