The University of Missouri Research Reactor (MURR) and the Office of Human Resources (OHR) seek an experienced and proven human resources leader to serve as the inaugural Associate Director of Human Resources for MURR.

About MURR:

The internationally recognized University of Missouri Research Reactor (MURR) is a 10-megawatt nuclear research facility and the most powerful research reactor located on the Mizzou campus. MURR is a campus research center which operates under the Division of Research, Innovation & Impact.

MURR is the highest-power university research reactor in the United States, operating at 10 megawatts, 6.5 days a week and 52 weeks a year. The MURR facility enables research across many disciplines – From investigating ancient cultures and how plants respond to their environment, to analyzing industrial materials and developing radiopharmaceuticals that have lifesaving clinical applications, the MURR facility is a reliable resource for researchers, scientists, engineers and students across the country.”

Our university’s 8 Centers of Expertise (COEs) provide best practices and support for designated areas of need. The COEs collaborate with Strategic HR Partners and subject-matter experts to serve Mizzou as well as other university communities in the UM System who choose to adopt the service. Each COE team is dedicated to their area of expertise and is available to help leaders at the strategic level as well as a more tactical level for those with specific identified needs.

Each college, school and division has a dedicated HR leader to provide high-quality, business-focused consultation and guidance in partnership with our Centers of Expertise.

About the position:

The MURR HR team provides leadership in the planning, integration, and implementation of human resource services and programs for all leaders and employees. Collectively with campus colleagues, HR serves as a strategic and trusted advisor, supports an inclusive and dynamic culture and workforce, and pursues continuous improvement through knowledge, collaboration and leadership.

The role is a partner to senior leadership within MURR and reports dually to MURR and OHR. This role performs administrative responsibilities related to recruiting, onboarding, orientation, coordination with University Shared Services, and other human resources duties to support an efficient and customer- focused HR unit. The position supervises 3 employees (2 HR professionals and 1 HR Specialist III).

Major responsibilities include, but are not limited to, the following:

40% Strategic HR and Change Management

Develop and lead human resource strategy and service deliverables to support MURR's success, including fostering the importance of a results-driven, diverse and inclusive environment. Initial areas of focus may include talent acquisition and retention, organizational effectiveness, and culture.

Provide strategic planning, organizational design, employee development, and implementation of a new HR structure to meet the needs of MURR.

Lead change management initiatives that drive innovation to enhance employee relations, operational excellence, and organizational competitive advantage. Provide ideas, strategies, and leadership to implement change and with effective stakeholder collaboration.

Maintain and expand internal talent development programs and learning and development solutions that align with business strategy and objectives.

Provide support, coaching and training to functional leaders throughout the organization with the purpose of enhancing organizational effectiveness.

Develop and lead strategic delivery of organizational assessments, engagement and culture surveys, and support action-oriented engagement interventions.

Monitor and analyze workforce metrics and provide proactive solutions to address priorities.

Lead and participate on committees and projects teams within MURR, RII, across the campus, and University Office of Human Resources.

Serve as Lead HR Professional for MURR HR providing expert consultation to MURR Senior Leadership Team (10 FTEs) and MURR Central Services.

Provide strategy and direction for MURR workforce planning and design. Serve on external boards related to workforce initiatives.

30% Talent Management

Partner with the Recruitment Center of Expertise to lead all recruitment and selection activities such as: organizational branding, enhancement of existing job specifications, candidate selection, onboarding.

Build and maintain proactive partnerships with departments to understand their department, manage staffing needs, and offer ideas, solutions and tools.

Improve and implement retention strategies and drivers.
Serve on search committees and counsel hiring supervisors on recruitment efforts.

Review and approve all employment letters and contracts including offers, renewals, non-renewals, in collaboration with the Office of General Counsel.

Review and approve position descriptions and PCQs prior to final classification.

Provide analysis and guidance on compensation decisions including market competitiveness, equity, and compliance.
Supervise full-time staff including hiring, training, evaluations, and development.

When necessary, lead employee relations investigations.

30% Manage MURR HR Team

Provide leadership, supervision, guidance and coaching to HR team.
Partner closely with RII HR team to achieve results.

Participate in leadership/cabinet meetings.

Identify goals and expectations, analyze outcomes, and determine course of action based on results.

Ensure effective orientation, training, and professional development opportunities to continually strengthen competencies necessary to achieve the division's goals.

Review work for accuracy and provide feedback to achieve high performance.

Conduct performance evaluations, recommend salary changes, an assist with hiring and terminations.

  • Ability to work in a complex and matrixed organization and work collaboratively across units and HR functions to drive business objectives
  • Excellent leadership, communication, interpersonal, and management skills
Technical Skills
  • Demonstrates higher education, academic programs, business & financial acumen along with the ability to analyze, synthesize, and present information at the appropriate level for various stakeholder groups (preferred)
  • Demonstrates strong understanding of HR analytics, and is able to use data to draw meaningful conclusions to drive workforce planning and decision-making for the institution
Operational Knowledge
  • Demonstrates knowledge of academic, higher education operations and campus operating structures (e.g., college, school, department, etc.)
  • Understands how to navigate complex employee populations and organizational systems, while taking a consultative approach to providing insights on how best to manage people-related needs
  • Demonstrates understanding of key HR trends / leading practices and when to leverage Center of Expertise for guidance and support
  • Demonstrates and ensures compliance with human resources policies, procedures, laws, standards and government regulations for employee relations, equal employment opportunity, inclusion and retention programs.
This is an onsite position.

Salary

Salary Range: $65,775 - $112,00/year

Grade: GGS 012

Minimum Qualifications

A bachelor's degree or an equivalent combination of education and experience and at least 6 years of experience from which comparable knowledge and skills can be acquired is necessary

Preferred Qualifications

Masters’ degree in related field; demonstrated organizational development, recruitment and hiring, project management, and HR administration experience. PHR/SPHR, SHRM-CP/SCP certification. Knowledge of traits of a healthy nuclear safety culture is preferred. Experience working in nuclear or pharmaceutical industry a plus.
