Duties and Responsibilities

Loyola University Chicago School of Law (Loyola) is seeking a Qualified Tax Expert ( QTE ) to fill a position as a Clinical Teaching Fellow and Assistant Director of the Federal Tax Clinic ( FTC or the Clinic) to begin as soon as possible, but no later than August 1. The position may be renewable. The successful candidate will work with the Director in operating the FTC . This includes development of a training program, supervising and teaching students, assisting students with resolving complex issues with the IRS on behalf of clients, and assisting the FTC Director with administering all details related to the Low Income Taxpayer Clinic ( LITC ) grant.

The QTE has the following primary responsibilities:
  • Devising and implementing a strategy and program of instruction to train qualified students of the Loyola University Chicago School of Law to provide assistance to clients of the FTC
  • Delivering effective and timely training to all students working in the Clinic to affect the Clinic’s capability to deliver effective representation to taxpayers who seek its assistance in dealing with controversies with the Internal Revenue Service ( IRS )
  • Teaching seminar classes on tax controversy topics to students enrolled in the FTC
  • Supervising all students participating in the Clinic. In such capacity, the individual will appear in Tax Court and in administrative appeal functions before the IRS as an advocate and representative of all clients of the Clinic
  • Screening taxpayer applicants to determine if they meet the clinic’s guidelines, have a tax controversy, and would be an otherwise appropriate client of the FTC
  • In each representation undertaken by the Clinic, the individual shall be responsible for all technical substantive matters related to such representation and include each student’s assistance or participation therein
  • Assisting the FTC Director with administering the IRS LITC grant, including regularly tracking and analyzing client data, preparing annual and interim reports and narratives, and applying for grant funding.
  • Creating and implementing a client outreach strategy, a volunteer and Pro Bono panel development strategy, fundraising strategies including other grants and donations, and participating in the LITC conference and LITC workgroups
  • Other duties may include administrative tasks, attending functions as a representative of Loyola and Clinic, designing and delivering outreach efforts to promote or educate the public regarding the Clinic’s operations or objectives, assisting with reporting of Clinic’s activities to Loyola
  • Participating in law school tasks or governance, as requested
Qualifications

Minimum Qualifications:
  • J.D.
  • Strong computer skills including Microsoft Word, Excel and PowerPoint
  • Experience handling tax controversy matters with the IRS
  • U.S. Tax Court Bar Admission (or ability to obtain prior to academic year)
  • Bar Admission (or ability to obtain prior to academic year)
Preferred Qualifications:
  • LL.M. in Taxation
  • Three years practice in the field of Taxation
  • At least one year’s teaching experience, particularly in clinical settings, in a graduate school or equivalent environment
