Background
BACKGROUND:

Responsibilities
The Director of the TRIO High Potential program provides equity-driven leadership and management of a $1.3 million, grant-funded TRIO Student Support Services (SSS) Program sponsored by the United States Department of Education and the Saint Mary's High Potential (HP) program. The program provides proactive, comprehensive, strengths-based support to students who are first-generation, low-income, and/or disabled. The Director is responsible for supervising a team of three Success Coaches in the planning, directing, evaluating and administering the mission-focused first-generation program at Saint Mary's College of California, and represents the College in communication with federal grant officers to remain in institutional and federal compliance. In addition, the Director is a member of the Academic Success leadership team, and works closely with academic affairs, enrollment management, and student life divisions to holistically support the academic, personal, and professional development of first-generation undergraduate students, programs, and leaders across campus.

1. STRATEGIC PROGRAM LEADERSHIP

  • Create and collaboratively pursue a plan for an inclusive and equitable institutional culture supporting first-generation student belonging and academic success.
  • Lead HP team in planning and implementation of all components of first-generation student outreach and support, the Peer Mentor Program, coaching, Summer Academic Institute for Leaders and Scholars (SAILS), First-Gen Day.
  • Oversee the curriculum and programming goals for all programs, e.g. Peer Mentor Program, First Year Advising Cohort, SAILS.
  • Act as primary liaison and representative of the HP program with the Academic Success division directors and as a member of its leadership team.
  • Represent the High Potential Program on committees, such as the College Committee on Inclusive Excellence (CCIE), Outreach, Response, Behavior Intervention Team (ORBIT), strategic initiatives, and attend other college meetings, events, and local/regional community functions, along with HP success coaches, as invited or interested.
  • Supervise and mentor staff: recruit, train, lead, support individualized professional development, and submit performance evaluations for Success Coaches and program assistant/graduate intern(s).
  • Identify and/or provide relevant, adequate, and ongoing training for all HP personnel to ensure competency and quality direct service to all students.
2. TRIO-SSS PROGRAM ADMINISTRATION
Administer services for first-generation, low-income, and/or disabled college students to increase retention, persistence/progress, and graduation rates.
  • Develop and oversee the $1.3 million TRIO grant and institutional budget. Coordinate with the Business Office and Financial Aid to ensure grant funds are spent and reporting requirements are met in accordance with federal guidelines and institutional procedures. Management of and decision-making related to utilization and distribution of budget, scholarships and grants.
  • Ensure program objectives and activities are aligned with federal requirements and the project proposal, and that at least a minimum number of participants are served.
  • Continual review of applications and assessment of students' need for services. Conduct intake interviews, aided by Associate Director and other SMC staff. Make final selection of participants to ensure that TRIO Program quotas are met.
  • Oversee programming to ensure all federal grant objectives are met or exceeded on an annual basis required for grant renewal and funding during the 5-year grant cycle.
  • Lead regular department meetings. Track team progress toward goals, and compliance with federal TRIO-SSS service requirements.
  • Serve on the Proposal Development Team for TRIO re-applicaiton process every five years.
3. EQUITY AND ACCESS ADVOCACY
Coordinate strategies to increase student achievement and success. Create and implement student-centered programs, events and activities targeted towards first-generation, low-income, and/or disabled students with a team knowledgeable and committed to creating a culture of diversity, equity, inclusion, and belonging. Collaborate with campus colleagues to support student success and advocacy.
  • Promote strengths-based thinking and action within all aspects of the HP program; Initiate dialogue and lead narrative change.
  • Conduct outreach and recruitment of program participants in collaboration with Admissions, Financial Aid, Registrar, the Advising Office, Student Life, and other Student Success staff to ensure all students are aware of the program's objectives, services offered, and eligibility requirements.
  • Work with Outreach and Engagement Success Coach to develop a system to coordinate HP staff with other campus student support services in order to ensure that the program supplements existing services and does not supplant them.
  • Maintain coordination and communication with related campus programs including Academic Success Office, Student Life, Admissions, Financial Aid, Student Accounts, Catholic Institute for Lasallian Action, Registrar, Institutional Research, and Business Office.
  • Maintain relationships with other TRIO and SSS programs nationally, in the state and region.
  • Support the Outreach and Engagement Success Coach in developing relationships with HP alumni, the region's business community, civic clubs, non-profit organizations and public agencies in order to develop a network of support for the educational and social advancement of program participants.
  • Ensure program objectives of increased retention, persistence/progress, and graduate rates are met and monitored.
4. RESEARCH, ASSESSMENT, AND COMPLIANCE
  • Maintain accurate, organized, and detailed case management processes and procedures including note taking and student records; develop and maintain reports as assigned; and maintain appropriate filing and documentation per FERPA guidelines.
  • Design, develop, deliver, and evaluate strategies to promote success and retention among student participants in collaboration with Institutional Research. Implement and manage accountability standards for student services to ensure student success.
  • Ensure program objectives of increased retention, persistence/progress, and graduate rates are met and monitored, and minimum number of participants is served.
  • Ensure program objectives and activities, including budget expectations and guidelines, are aligned with federal requirements and project proposals.
  • Support TRIO, Academic Success division, & college-wide research to identify best practices in retention/completion among students who are first-generation, low-income, and/or disabled.
  • Monitor federal regulatory changes impacting TRIO projects, and advocate for continued federal funding through legislative outreach.
5. PROFESSIONAL DEVELOPMENT
Develop professional knowledge and skills related to first-generation college student experience, TRIO regulations & best practices, and other skills in pursuing equity and access in higher education, and student developmental success.
  • Attend training and workshops on-campus or externally to bring in creative or diverse perspectives on the strategic vision and operations of the Academic Success division; the college-wide commitments to student success; and the Lasallian institutional prioritization of diversity, equity, inclusion, & belonging (DEIB).
  • Remain active and current with TRIO training relevant to directors and our students' needs and/or opportunities.
  • Maintain active professional engagement in professional organizations that support growing technical and strategic competencies, and build professional networks.
  • Explore opportunities for personal and professional growth, such as serving on committees or participating in training and experiences that may build competencies and skills that serve underrepresented students, or a broader range of experience and cross-training needed to pursue growth in this position and preparation for future opportunities.


Experience and Qualifications
QUALIFICATIONS:

Education: REQUIRED: Baccalaureate and Masters degrees required
PREFERRED: -Degree, coursework, and/or experience in areas related to one or more of the following: higher education, education, counseling, college student services or other HP supporting field.

Experience: (years required and applicable field of experience):
Five to seven years of successful work experience as an administrator at the secondary or post-secondary level; or, related work experience.

Skills/Abilities: (e.g. computer skills, written & verbal skills, trades, laws, procedures, technical)
Required Qualifications

  • Experience in an administrative capacity that included developing and managing a budget and supervising and evaluating professional staff.
  • Demonstrated record of maintaining effective working relationships with students, faculty, staff, and community groups from culturally diverse backgrounds
  • Demonstrated ability to develop programs that align with specific federal or other sponsor regulations
Preferred Qualifications
  • Priority consideration will be given to applicants who have succeeded in overcoming barriers similar to the target population to be served (students who are low income and/or first generation).
  • Priority consideration will be given to applicants who have experience working with TRIO or similar projects that work with underrepresented or underserved disadvantaged populations.
  • Work experience providing educational services with a background in designing, managing, or implementation in the fields of advising/intrusive coaching, counseling, student affairs, teaching, or related field.
  • Additional years of higher education or related administrative, supervisory, and/or staff development experience are desirable.
  • Experience in developing and monitoring budgets and in conducting quantitative and qualitative program evaluation.
  • Strong leadership, organizational, oral and written communication, technology and people management skills
