Scope of Job:
To supervise the daily parking enforcement operations.

Description of Duties:
  • Supervises the daily parking operations and ensures proper coverage and enforcement of parking policies at all times.
  • Ensures all sectors are being covered and communicates via radio to ensure that enforcement is properly conducted in areas that are called in by customers or staff.
  • Responsible for planning and coordinating parking lot reservations and logistics for all events.
  • Ensures parking pay stations and other parking equipment including ticket writers, printers and communication radios are working as intended. Reports issues if they cannot be resolved and coordinates general maintenance as needed.
  • Trains current and incoming Parking Enforcement Attendants (PEAs) regarding parking enforcement procedures. Conducts timely, daily deposit escorts to the Bursar’s office.
  • Conducts parking lot utilization and other parking lot surveys as needed.
  • Assists in interviews and hiring process of new PEAs.
  • Plans and prepares work assignments and schedules. Ensures adequate campus coverage at scheduled hours of operation.
  • Prepares and provides reports as scheduled.
  • Conducts annual performance reviews and service analyses and recommends plans for improvement of operations.
  • May install or remove signs as needed or solar panels from the digital counter signs in parking lots with on the job-training.
  • Ensures excellent customer service is provided at all times, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
  • Has knowledge of all University parking lots, locations, and regulations.
  • May issues parking permits and citations, and direct traffic.
  • Performs other related duties as required.


Supervision Received:
General supervision from Parking Manager. Work is performed under the general supervision of the chain of command for the Parking & Transportation Department. Work requires the ability to make frequent minor decisions and occasional decisions of some significance. Work is reviewed for completeness, accuracy, and compliance with departmental policy and procedure.

Supervision Given:
Close and frequent supervision of the PEAs.

Required Education:
High School or equivalent.

Preferred Education:
None.

Licenses/Certifications:
As condition of employment this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).

Required Experience:
Two (2) years of related experience, including knowledge in parking operations and use of parking equipment, such as immobilizers, citation machines, and meters.

Preferred Experience:
Experience obtained in a university parking department performing similar duties.

Equipment:
Use of standard office equipment and off-street vehicles, such as golf cart, bike, or departmental vehicle. Immobilizer parking citation hardware, and mobile radio. Use of cones, barricades, delineators, A Frame Ladder.

Working Conditions:
Needs to be able to successfully perform all required duties. Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Office/Outdoor work Environment; some travel and weekend/evening work is required. May encounter hazardous, noisy, and busy conditions in parking lots. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.

Other:
Requires excellent customer service skills. Self-motivated and ability to work unsupervised.
