Facilities Planner

Wayne State University is searching for an experienced Facilities Planner at its Detroit campus location.

Essential functions (job duties):

JOB PURPOSE

Provide planning on various university space planning and capital construction projects. Manage appropriate university personnel and consultants providing specialized expertise in planning and program development. Ensure projects are scoped and estimated appropriately, coordinated with the customer and consultants, and turned over to the project manager for construction; assure compliance with codes and standards (e.g., fire codes, barrier free requirements, etc.). Engage campus constituency on planning
and design projects. Assist in master planning, sector planning and capital planning efforts. The position will report to a Director.


ESSENTIAL FUNCTIONS

Manage overall planning and program development on concurrent projects while adhering to university priorities and policies. Proactively manage planning and programming (collect/analyze information) phase activities by effectively planning, anticipating and coordinating tasks with impacted parties and customers. Prepare contracts and change orders in accordance with university policies. Maintain a real-time and documented understanding of project budget. Maintain a current schedule and documented understanding of the status of project activities to monitor and control schedule performance. Coordinate project design activities ensuring compliance with cost, schedule, and quality, while minimizing impact on university teaching and research activities.

Serve as a planning liaison for the university community. In conjunction with Design and Construction project managers, develop studies and plans that lead to capital projects. Work with schools, colleges, and divisional administration to establish funding for capital projects.

Work with customers to define project scope, establish schedules and obtain budget information such as quotes as part of the project budgets. Produce conceptual planning solutions in AutoCAD for customer and administrative review. Implement signage standards. Prepare and present documents to Signage Committee for review and approval.

Conduct initial interviews to determine space needs. Investigate appropriate space solutions; produce supporting documents for committee approval and assist customer in process for assignment of space. Assist in providing space planning information for the vice president level Space Committee. Assist in communicating decisions of the committee to the campus community. Interface with space management team in the updating of the Space Management System.

Solicit architectural and engineering service proposals and execute contracts to provide design services, prepare construction documents and provide construction administration services for capital projects. Facilitate efforts of professional service providers and WSU staff to develop comprehensive design documents. Coordinate turnover of project to a construction Project Manager (PM). Assist PM with management of the professional service provider in the development of schematic design and programming through construction documents for bidding.

Provide functional supervision to student support personnel. Mentor and develop project staff in appropriate technical methods and project management procedures. Attend professional seminars and symposiums; review literary magazines and informational guides to keep abreast of technical advances in specialized field of study. Attend meetings and serve on committees as required.

Qualifications:

MINIMUM QUALIFICATIONS


Education

Bachelor’s degree from an accredited college or university in architecture and/or interior architecture, planning or an equivalent combination of education and experience required. Master’s degree and professional licensure or certification preferred.


Experience

(minimum 2 years of job-related experience)

Must possess 2 years of recent experience in the management of planning and design of new and renovation projects in an institutional, health care and/or research laboratory environment. Experience and working knowledge of all aspects of planning, design and construction practices including but not limited to: schematic design, design development, furniture specification, construction documentation, contract language, invoicing, as-builts, etc., preferred. Experience in Higher-Ed
institutions, preferred.

Considerable knowledge and experience in architectural and interior design, field representation, production and interpretation of construction documents (e.g., plans and specifications) for a diverse inventory of building systems and also finishes, equipment and furniture. Experience in construction administration, preparation budgets, and development of project schedules. Experience with preparing and reviewing program estimates.

PLANNING AND ORGANIZATION: Ability to manage multiple projects concurrently and prioritize and plan work activities while meeting respective deadlines. Refined organizational and time-management skills. Ability to adjust or shift priorities, multi-task on various projects and realistically estimate time and resource requirements.


INTERPERSONAL SKILLS. Relate to people in an open, friendly and professional manner. Establish and maintain effective relationships with customers. Must be committed in protecting the University's interests.


COMMUNICATIONS SKILLS: Ability to communicate clearly, concisely and professionally both verbally and in writing.


FINANCIAL SKILLS: Understanding of basic finance, accounting and cost analysis. Demonstrate ability to develop construction project budgets based upon obtaining third-party quotes. Ability to develop justifications for funding of requests.


TECHNOLOGY SKILLS: Proficient in the use of Microsoft Office Suite, including Microsoft Project for scheduling. Familiarity with computer aided design (CAD) required; proficiency is preferred. Knowledge of space management software, such GIS, and FM: Systems is preferred.
