Position Summary

The Migrant Education State Recruiter is responsible for identifying and interviewing grant-eligible children. Will work with school districts, social service providers, migrant programs and employers, and others. Will learn and stay current with all Federal and State regulations; responsible for recruiter training programs. There are several recruiters geographically located in places where migrant families typically are employed – this position is the state recruiter who is responsible for the other areas of the state.

Essential Duties and Responsibilities
  • Recruit MEP -eligible migrant children and encourage children and their parents/guardians to participate in program services;
  • Maintain current knowledge about all Federal and State regulations pertinent to the identification and recruitment of migrant children and youth;
  • Research potentially-eligible migrant populations in targeted areas of Illinois by working collaboratively with school districts, social service providers, migrant programs, migrant employers, and others;
  • Follow up on leads and travel to various locations throughout the state of Illinois including migrant housing, employment sites (farms and processing plants), social service agencies, school districts, and other locations, to identify the presence and location of migrant children;
  • Assist in the preparation and delivery of training to MEP recruiters, and provide continued technical assistance, as needed;
  • Work closely with the Eligibility Coordinator to ensure CoEs are accurately completed and information is submitted in the proper systems;
  • Participate in Quality Control procedures as they relate to training, eligibility determinations, and documentation;
  • Plan, coordinate and deliver annual recruiter training and CoE training to local grantee staff including additional training in programs who submit consistently inaccurate CoEs;
  • Update the Illinois ID&R Manual for CoE/eligibility information annually
  • Oversee data collection and analysis for meeting federal and state requirements;
  • Conduct a continuous improvement process that upgrades methodologies, technologies and reference materials, producing metrics that establish program accountability.

  • Experience in quality control of migrant student eligibility with increasing responsibilities.
  • Willingness to work a flexible schedule including evenings and weekends when farmworker families are available
  • Ability to complete extensive travel across the state, individually traveling to remote, rural locations, meeting with migrant/farmworker employers and employees (must include insured auto and valid drivers’ license) with occasional overnight stays.
