About the Position:

Facilities Management is committed to planning, developing, and maintaining a safe, sustainable, and high quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University's facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We are seeking an exceptional individual to join our Planning team as the Architectural Specialist (Administrative Analyst/Specialist - Exempt III). Under the supervision of the Director of Planning, Design and Construction, or their designee, in the Capital Programs and Facilities Management Department, the Architectural Specialist is responsible for project coordination of major and minor capital projects during planning, concept, programming and design phases, and provides construction oversight as required. Participates in the development of the annual five-year capital outlay program and improvement plan by preparing analysis documents that outline short and long term capital planning projects that align with the University's academic strategic plan, and physical master plan.

The Architectural Specialist works with resources of the office of Planning, Design and Construction and other work groups within the Capital Programs and Facilities Management Department. Coordinates campus activities related to the design of capital projects. Coordinates individual capital projects to see that the University's needs and the project's scope, budget, and schedule are met. Supports and implements design guidelines, standards, and procedures. Performs work in accordance with SUAM and CSU guidelines.

Essential Qualifications:
Bachelor’s degree from an accredited four college or university and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs PLUS six years of related experience. Thorough knowledge of and ability to apply extensive expertise to complex programs and administrative specialties, including pertinent laws and regulations. Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management. Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Oversees the day-to day operations of the area and is accountable for short and long-term goals and objectives. Serves as a key technical advisor to executives and management. Independently manages and implements complex projects and business solutions within the organization and uses substantial judgment in the analysis, interpretation, integration and application of complex data. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to develop new strategic approaches and solutions. Ability to work with representatives from public and private entities and handle potentially sensitive situations. Proven ability to work in a team environment and promote Diversity, Equity, and Inclusion in department operations, programs and services. Demonstrated consultative skills in working with internal and external constituent groups. Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus. Ability to communicate effectively with people at all levels inside and outside the organization. Ability to train others on new skills and procedures and provide lead work direction. Excellent analytical, communication, interpersonal and customer service skills.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Bachelor's degree in Planning, Architecture, Construction Management, or a related field from an accredited college/university, or an equivalent combination of education and experience, and a minimum of five years of progressively responsible experience in the area related to project planning, building design, and construction.

Experience in the planning & design of capital projects, both large and small, in a public higher education environment. Experience with a variety of project delivery models. Working knowledge of electrical, mechanical, structural, and other systems in institutional buildings. Experience with principles of sustainability. Master's degree in Architecture, Engineering, Business or a related field. Certification as a LEED AP. Certification as a Certified Access Specialist through the CASp Program.
