  1. Oversees a large department, program or center.
  2. Manages budget and engages in strategic planning to ensure all goals are met.
  3. Hires and directs the activities of staff. Resolves personnel issues as they arise.
  4. Engages in budget-planning, grant oversight, and policy development.
  5. Implements new programs and projects, and monitors ongoing activities of department or center.
  6. Reviews department policies and processes and implements improvements as needed.
  7. Represents department or center to internal and external constituents.
  8. Performs other job-related duties as required.

Qualifications :

Bachelors and 5 years experience

Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: Requires a minimum of five (5) years of directly job-related experience. Certification/Licensing: None.

The vision of the Graduate College of Social Work (GCSW) at the University of Houston, a Carnegie Designated Tier One Research University, is to achieve social, racial, economic, and political justice, local to global. The upEND Program Director is responsible for all operations of the upEND Program, a large program housed within the GCSW. The upEND Program works to abolish the existing child welfare system and to create a society in which the forcible separation of children from their families is no longer acceptable. We do this in partnership with others working together to foster anti-racist structures and practices to keep children safe and protected in their homes and communities.

The upEND Program Director oversees all aspects of the program including staff, budgets, and related projects. This includes managing and preparing annual budgets, ongoing strategic planning and evaluation to ensure goals are met, hiring and supervision of staff, resolving personnel issues, seeking funding opportunities, developing and overseeing grants, policy development and evaluation, implementing new and innovative projects, and representing the upEND Program to internal and external constituencies.

RESPONSIBILITIES:
  • Prepare, monitor, and manage annual program budget, including coordinating multiple funding streams and accounts
  • Hire and supervise program staff to ensure the quality execution of all day-to-day activities of the program
  • Provide grant oversight and ensure any grant/funding requirements are met by the program
  • Identify, cultivate, and solicit (through appropriate university channels) new funders
  • Provide stewardship to previous and current funders
  • Ensure the execution of contracts as well as provide oversight to those
  • Develop, implement, and oversee policies needed to ensure program success
  • Regularly assess the program in meeting desired outcomes expected by the GCSW and prepare annual reports to the college, funders, and community
  • Serve as liaison for the program representing the program to internal and external constituents
  • Develop, implement, and oversee a strategic design process for the program that includes a focus on each of the following:
    • Recruitment of external design partners that collaborate with the upEND Program Director on an ongoing basis
    • Development of timeline for strategic design process
    • Planning and development of the upEND program goals and outcomes
    • Planning and development of the upEND program infrastructure necessary to achieve program goals and outcomes
  • Oversee upEND communications strategy in collaboration with the GCSW Director of Communications and the upEND Communications Manager
  • Ongoing development and preparation of upEND policy ideas and strategies
  • Preparation and dissemination of upEND products that advance the mission and goals of the upEND Program
  • Other duties as assigned
Preferred Qualifications:
  • Department is willing to substitute education in lieu of experience.
  • Master’s degree (Master of Social Work, Master of Public Policy, or related degree)
  • Relevant experience (minimum 5 years) in a combination of non-profit, social services, and public policy sectors
  • Direct knowledge of the public child welfare system
  • Thorough understanding of abolitionist theory and praxis
  • Strong and effective interpersonal and written communication skills
  • Good organizational skills
  • Demonstrated experience in policy analysis related to reducing racial disparities in public systems
