JOB PURPOSE

Under the direction of the Director of Emergency Management, and in collaboration with the Director of Campus Safety, manages the college-wide parking and transportation programs. Plans and coordinates all college parking and transportation services and directly supervises staff assigned to the Office of Parking and Transportation Services.

WHAT YOU'LL DO

Program Management
  • Coordinate and conduct college-wide, objective-based transportation demand management (TDM) planning for the reduction of single occupancy vehicle trips, including strategy development and implementation, regional government agency liaison, statistical compilation, evaluation and reporting, and coordination of TDM section of college and campus Master Plan(s).

  • Develop alternative transportation programs to support college and campus TDM strategies, objectives and goals which include but are not limited to mass transit, shuttle, carpool, vanpool, bicycle and walking mode reduction programs. Develop and coordinate marketing strategies to promote TDM programs on a routine basis.

  • Manage and plan bus shuttle schedules to assure that routes are on time and running smoothly.

  • Manage the parking permit system including the design and ordering of permits, regulations and forms; developing parking fee collection systems; recommending permit and fee structures; and coordinating vehicle registration and permit sales.

  • Oversee collection and management of various fees and fines relating to parking and transportation. Make collection policy decisions and conduct hearings for those individuals appealing parking citations. Coordinate revenue collection, following all security and cash handling policies and procedures.

  • Responsible for budget management including expenditure justification and approval; timecard authorization, and regular review of financial statements adjusting expenditures (labor, materials, supplies and services) in accordance to income fluctuations to maintain sound financial status.

  • Respond to and resolve complaints from the college and surrounding communities; recommends TDM strategies to alleviate traffic and parking congestion and hazards. Manages the neighborhood revocable parking warning permit program in neighborhoods surrounding the Lewis & Clark College campus.

  • Conduct traffic and parking studies; coordinate traffic engineering studies. Plan parking resources including need for specific types of parking spaces. Plan and procure traffic control devices; oversee college roadway signage and ensure compliance with state law.

  • Serve on campus, other public and/or private transportation, traffic and parking committees; serve as a liaison with local neighborhood groups in the planning and implementation of programs; represent college’s interests in relation to TDM planning and strategies.

Personnel Management
  • Supervise personnel assigned to the Office of Parking and Transportation Services including hiring, training, performance review, discipline, and staff development.

  • Lead parking staff, contractors, and vendors in reaction to emergencies.

  • Ability to honor and work with all identities and individuals, particularly those who are underrepresented in the country and/or at Lewis & Clark College.

MUST HAVES
  • Bachelor’s degree or equivalent work experience.

  • Three years progressively responsible administrative management experience.

  • One year serving as a supervisor or team lead.

  • Strong computer skills, word processing, spreadsheet, exposure to relational database program.

  • Excellent written and oral communication and organizational skills essential.

  • Detail oriented, accurate, ability to work independently.

  • Ability to handle multiple tasks with frequent interruptions.

  • Ability to maintain a valid Oregon driver’s license and meet college vehicle insurance requirements.

  • Ability to effectively communicate and to remain calm and polite with customers in stressful situations.

  • Ability to work effectively with persons having diverse personalities.

NICE TO HAVES
  • Master’s degree

  • Experience with parking management software, enforcement technology, and fleet tracking technology.

  • Experience with forecasting bus and transportation needs for a college community.

  • Experience in developing bus routes and schedules.

WORK SCHEDULE
  • 37.5 hours per week

PAY RATE
  • $65,000 - $68,000
