University Housing is an educational and business department that is a self-sustaining, self-liquidating agency of the university (receives no tuition or tax support for its operating budget).

Position Summary

A key member of the University Housing Facilities Services leadership team, the Housing Custodial Manager reports to the Director, Housing Facilities Services. This position has responsibilities to support University Housing facilities, an auxiliary educational and business enterprise of the university with an annual operating budget of approximately 78 million dollars. University Housing provides residence hall accommodations for approximately 5,500 students, with 9 dining venues, and 432 apartments and family housing units. The various units represent over 2 million square feet of living/dining space and approximately 80 acres of grounds. This position supervises custodial staff that operate seven days a week, including swing and night shifts, and oversees custodial operations in specific areas, performs standards inspections and surveys to gather information for maintenance needs to improve the common and living areas for Housing.

This position works cooperatively and collaboratively with staff within University Housing, all members of the Housing Facilities Services management team, and other institutional stakeholders. This position is responsible for responding to and resolving after-hours and weekend emergency maintenance and custodial requirements, sharing the duty on a one-week rotational basis with the other Facilities Services managers. This position routinely makes decisions related to hiring, assignments, day-to-day operations, and performance and behavior issues for assigned classified and student employees. This position is responsible for budget and acquisition requirements for a wide variety of equipment, tools, and supplies necessary to accomplish custodial and maintenance operations. This position routinely makes independent decisions, especially during after-hours emergency situations, that have departmental and campus impacts.

The Housing Custodial Manager regularly interacts with Dining, Conferencing and Catering Services, and Residence Life while accomplishing custodial and maintenance operations which include day-to-day custodial service, catering room and furniture setups, night floor care and seasonal kitchen deep cleaning, and summer conference operations. This position interacts with Safety and Risk Services to ensure compliance with health and safety requirements for both residents as well as university employees. This position frequently interacts with outside vendors, contractors, and temporary employment agencies that are required to supplement the internal University Housing personnel to accomplish specialized tasks or to supplement during surge operations primarily during academic breaks and the summer term.

Summary of Essential functions of the position:

Custodial Operations
  • Directs custodial operations for University Housing, ensuring clean, safe, and comfortable facilities for over five thousand student residents and guests. Custodial staff operate seven days a week, twenty-four hours a day.
  • Plans and directs winter, spring, and summer break turnover maintenance and deep cleaning.
  • Provides custodial support, including venue setup, teardown, and cleanup for conference and catering events.
  • Provides custodial service for summer conference guests, including room turnovers and daily linen service.

    Maintenance
  • Responds to after-hours and weekend requests for custodial and maintenance support, directing on-call staff and contract support to make necessary emergency repairs. On-call duty manager on a rotational basis (once every seven weeks).
  • Provides maintenance, repair, cleaning, and replacement of housing furniture, recreational equipment, building finishes (blinds, curtains, and flooring), and building exteriors and hardscapes.
  • Manages Housing Facilities Services vehicle fleet, accomplishing maintenance and repairs as required.
  • Provides maintenance and repair of all custodial equipment, including hard floor equipment and carpet cleaning equipment (including a truck-mounted cleaning system).

    Supervision and Management
  • Provides direct supervision to four (3) Facilities Services Coordinators and 20 custodians. Supervision duties expand to include the management of up to 250 temporary workers during peak periods in the summer months.
  • Manages the University Housing Lost and Found program and serves as a key member of the “Give Before You Go” program to donate housing residents' unwanted items during the annual summer move-out.
  • Plans, budgets, and manages the custodial cleaning supplies and consumable products program.
  • In partnership with the Housing Business Operations office, manages the sale, donation, recycling, e-waste, and disposal of scrap materials and excess University Housing property.

    Essential Personnel:
    This position requires that the employee make every reasonable effort to arrive at the campus at their regularly scheduled times during inclement weather and/or university closures unless otherwise notified by their supervisor or manager. This includes times when the university may be closed. Essential personnel must provide reliable and current contact information at all times.

    Special Requirements:
  • Have or ability to obtain a valid driver's license for purpose of obtaining a UO driver's certification.

    Minimum Requirements

  • Four years of experience supervising custodial staff in commercial, institutional, retail, or medical buildings AND
  • Two years of experience in operating and maintaining motorized floor cleaning equipment and its associated chemicals on both solid surface and carpet flooring.

  • Excellent oral and written communication skills and the ability to read and write in English for the purposes of reviewing budgets, preparing reports, and understanding policies and safety information.

    Preferred Qualifications

  • Experience in university residential or higher education facilities, preferably in a setting where duties were performed as a member of a supervisory team serving diverse operations such as food service, customer service, and housing.
  • Demonstrated ability to operate a Computerized Maintenance Management System. Experience must have been within the past five (5) years.
  • Demonstrated working knowledge of Windows-based personal computer applications (e.g. Word, Excel, Outlook, etc.).
  • Demonstrated working knowledge of scheduling software, such as MS Project. Experience must have been within the past five (5) years.
  • Experience supervising employees in a collective-bargaining unit.
