Position Summary

The Senior Budget Analyst analyzes, reviews, and makes independent recommendations upon the budgetary and related fiscal affairs of the University; makes surveys and investigations of more complex problems and consults with and advises responsible campus officials on budget requests and performs continuous budgetary control of appropriations and revenues; drafts text materials to summarize, analyze and justify budget programs; gathers data and makes studies on various problems arising in connection with financial administration; provides information and instructions to University staff concerning specific phases of budgets and financial procedures; and prepares related reports

This is a full-time (1.0 time-base), benefits eligible, permanent/probationary position. This position is designated exempt under FLSA and is not eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.

This position is approved for partial telecommuting with onsite work in San Diego.

Department Summary

The Budget & Finance Office is responsible for the preparation and administration of the University Operating Fund, Revenue-based and Cost Recovery activities, Lottery Fund, Trust, and Special Funds budgets. Responsibilities include planning and resource analysis to improve the allocation and use of resources and development and implementation of policies and procedures to ensure fiscal control and responsibility. The unit is the primary source for budgetary information and provides professional assistance and advice to the administration and faculty relating to budgetary and other fiscal matters. The Budget & Finance Office is responsible for processing the monthly University payroll data through the Labor Cost Distribution module and for the monitoring, analysis, and reconciliation of the payroll to the appropriate accounts in the General Ledger and supporting the capital project funding process. The department of Budget & Finance consists of one director, one manager, one management analyst and two budget analysts.

Education and Experience

Equivalent to a bachelor's degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.

Three years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program.

Key Qualifications
  • Skill using Microsoft Access, Excel, and Word.
  • Ability to use query tools such as BRIO to extract data for use in a wide variety of analytical tasks.
  • Experience with Oracle financials and PeopleSoft Human Capital Management systems preferred.
  • Knowledge and understanding of the CSU Budget structure, FIRMS budget structure and the University organizational structure is preferred.
  • Thorough knowledge of the principles and practices of governmental budgeting.
  • Working knowledge of the principles and practices of public finance and governmental accounting.
  • Knowledge of or the ability to quickly learn the financial structure and financial procedures of the California State University System is preferred.

Compensation and Benefits

Starting salary upon appointment is not expected to exceed $6,249 per month.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.

CSU Classification Salary Range: $4,934 - $9,522 per month.
