THIS POSITION IS FUNDED BY EXTERNAL FUNDS. EMPLOYMENT IS CONTINGENT UPON CONTINUED FUNDING FROM EXTERNAL FUNDING PROVIDER.
We will consider applicants whose primary work setting is offsite, but position requires travel throughout the region. The Senior Project Manager, Members Services position directly supervises program contractors and students who are engaged in applied academic research projects. This position has comprehensive knowledge of subject matter for projects they are directly supervising. This position operates with a high level of autonomy, manages all aspects of assigned projects and is responsible for the timely delivery of high-quality deliverables that are completed within assigned budgets. These programs are linked to the School’s mission to provide transformative applied learning opportunities to students and to execute projects related to policy innovation, energy and environment, and entrepreneurship and competitiveness in the southeastern Ohio region and throughout the State of Ohio. Must be able to teach students in an applied setting. This position involves project management, teaching students project management and stakeholder engagement skills and applications, collaborative work with internal University partners and external community partners, and effective communication with clients and stakeholders to meet project deadlines and minimize risks. This position interacts with elected officials at the local, state, and federal levels consistently and assists with member retention, attraction, and customer service functions for the Mayors’ Partnership for Progress (MPP), a nonpartisan not-for-profit organization serving Mayors and City Managers in 19 southeastern Ohio counties. They cultivate relationships with elected officials in a nonpartisan fashion, identifying areas for improvement or attention. The position works closely with the MPP Executive Director and team members to identify, develop, and implement appropriate member service strategies to build capacity at the local level and promote economic prosperity for the region.
Duties include:
1) Directly supervises consultants and students who are executing projects, and communicates program goals and benefits and manages resources and budgets. Conducts all management and grant administration duties for assigned projects and ensures projects are completed on time and within budget. Directly oversees the coordination of communication activities of assigned programs/projects. This includes collaboration with program staff who are engaged in research and outreach activities in the region, developing partnerships internally and externally, and communicating with key stakeholders both internal and external. Responsible for all related compliance functions. Facilitates development and execution of community and other partnerships and collaborations with any/all other appropriate entities related to the projects as required/as necessary to achieve program goals. Ensures all work plans are being executed as described in contracts and ensures quality of all deliverables produced while cultivating relationships with state and federal level elected officials in order to provide the best communication to the Mayors’ Partnership for Progress members. Coordination and streamlining of data collection to enable and facilitate joint messaging among members, maintaining appropriate records. Responsible for accurate and timely development and maintenance of programmatic documentation. Provides regular reports and other documentation to project sponsors. (weekly, monthly, quarterly, annually, and as appropriate/as required) Supervisory/Meeting/Research – Meets with clients/faculty/staff/students to define data needs, project requirements, supervisory expectations and required outputs or applications. Develop and maintain programmatic documentation and membership details.
2) Plays a significant role in the development and execution of overall program strategy with the program leader and other team members as well as other leaders and staff and members of the Mayors’ Partnership for Progress (MPP). Has responsibility to ensure professional and timely contacts occur with local and regional stakeholders and members. Serves as a program, School, and University liaison throughout the region and with program officers and officials associated with the projects as appropriate. Identify, recruit, and coordinate subject matter experts to serve as resources to the Mayors’ Partnership for Progress members as defined by the project sponsors to meet project objectives.
3) Identifies, creates, and shares among the MPP communities a network of best practices/projects/initiatives that are working in other rural small towns across the state and country. Connecting MPP communities in a meaningful way to existing partners. Developing and maintaining excellent working relationships with partners within Ohio University and externally, including local development districts, state and federal agencies, economic development entities, and additional key stakeholders. Produces materials as necessary to carry out these activities, working closely with project sponsors to meet project objectives.
4) Responsible for engaging with project sponsors and members to determine scopes of work and meet project objectives. Represents the Voinovich School at regional and national meetings and related events. Facilitates and coordinates personal, group and online communication between project partners and sponsors. Identifies best practices and successful implementation strategies and develop strategies for dissemination of the information to create an informed populace. Part of a team that executes a strategy in developing a new Mayor/City Manager/municipal staff training program that is effective, targeted, delivered in a nonpartisan fashion, and is complementary to training already in place at the state level. Produce or contribute to the production of materials and assist with the execution of training sessions as needed.

Minimum Qualifications

Graduation from an accredited college or university with a Master’s Degree or equivalent professional degree in public administration, political science, communications AND a minimum of 3 years of experience AND at least one year of management experience, OR equivalency (such as a Bachelor’s degree and 6-8 years of experience). Access to reliable home internet to support remote work when needed. Understanding of and be able to travel, most often locally or within the state of Ohio; may occasionally be asked to travel out of state to staff college events at national conferences.

Preferred Qualifications

All of the above and project management experience, stakeholder management experience, and experience in contract administration, and experience in human capital oversight is also preferred. Previous experience in and knowledge of public policy, community and economic development programs and rural development/rural policy would be a strong asset to this position and is also preferred.
