Walla Walla Community College (WWCC) is seeking applicants for an Executive Director of Technology Services position at the Walla Walla campus.

General Description:

Reporting to the Vice President of Administrative Services, the Executive Director of Technology Services is responsible for the direction and leadership of the Technology Services department. This position advises the administration on all technology-related planning activities of the college, both instructional and administrative. The Executive Director is ultimately responsible for providing a high level of end-user support to students, faculty and staff which requires excellent interpersonal, communication, and problem-solving skills, combined with a collaborative work style. This position works collaboratively with faculty and staff to implement technology to further the mission and vision of the college, in conformance with the college's guiding principles.

The Executive Director will play a key role in aligning the technology investments with the WWCC strategic and operational goals by developing partnerships focused on student success, continuing to grow and refine the cloud/mobile first initiatives, standardize and modernize the technology infrastructure including maximizing the utilization of the ctcLink Enterprise Resource Planning (ERP) system, stabilize and reduce the complexity within the technology portfolio, embrace opportunities to streamline business processes through the appropriate use of technology. The Executive Director will advise the Executive Leadership Team (ELT) on all technology related opportunities, issues and impacts. This position requires excellent leadership skills with a philosophy of building partnerships across the College, delivering excellent customer service, and building a high trust culture that empowers employees as individual contributors and fosters a strong team environment. Initiative, creativity and outstanding written and verbal communications are required. A demonstrated ability to find creative solutions to complex problems is required.


Essential Functions:

  • Ensure the college safely, effectively, and efficiently employs information technology to meet its vision, mission, core themes and strategic priorities.
  • In collaboration with stakeholders, develop and maintain a strategic technology plan in alignment with College goals.
  • Provide tactical planning, development, evaluation, and management of the information and technology systems for the college.
  • Ensure that Technology Services' operations and services are continuous, highly responsive, secure and recoverable, accurate, current and well utilized.
  • Prioritize and allocate resources; review and evaluate programs ensuring maximum service delivery.
  • Develop long-range strategies and network infrastructure for data and telecommunications.
  • Facilitate open and honest communication among staff, management, vendors, and other technology resources within the organization.
  • Develop and implement information technology policies and procedures. Ensure that equipment and programs are property maintained, controlled, administered and documented. Ensure that system failures are rapidly and properly resolved, and that appropriate measures are taken to reduce the risk of occurrence.
  • Administer the data plan component of the college's Emergency Response Plan for operational continuity should catastrophe strike the college's infrastructure.
  • Manage multiple information and communications systems and projects, including networking, data center hardware, backup, data, imaging, multimedia, and office automation.
  • Establish College-wide infrastructure to support and guide units in technology needs.
  • Manage or direct the management of ongoing integrity/continual operation of the campus network including the inter- and intra-building wiring plan and wireless networks.
  • Design, implement, and evaluate the systems that support end users in the productive use of computer hardware and software.
  • Identify emerging information technologies to be assimilated, integrated, and introduced within the College; keep current with technology trends/research for recommendations to use.
  • Ensure compliance with college policies and procedures as well as state and federal requirements.
  • Administer technology programs and systems to ensure they meet security requirements; including the development and implementation of policies and standards for security while maintaining accessibility/usability.
  • Keep current with legal updates that may affect Technology Services' operations; direct the implementation of policy changes as needed.
  • Ensure that all software is ADA compliant or have a Voluntary Product Accessibility Template (“VPAT”) with vendors' plans to become ADA compliant.
  • Exert strong leadership in project management, including effective management of cross-disciplinary project teams.
  • Manage the reliable delivery of all technology systems, functions and services to campus and other partners.
  • Provide overall direction and management of Technology Services unit.
  • Prepare and administer the operating budget for Technology Services, including determination of staffing and operational requirements, and direct college-wide information technology related purchases in accordance with technology standards.
  • Manage the development and implementation of software/hardware upgrades in compliance within College standards.
  • Supervise the hiring, evaluation and training of Technology Services personnel.
  • Direct and supervise assigned staff; recruit, train, coach and assure employee performance, building an effective team that is a partner to academic and administrative units in meeting the needs of the College.
  • Conduct regular department meetings to review strategic goals and initiatives, promote team building, provide staff growth paths, and assess and monitor work standards.
  • Represent Technology Services within the College, the community, in professional organizations, with commissions and other agencies.
  • Support the college's online learning environment in collaboration with the eLearning staff and faculty.
  • Provide administrative oversight for the development and review all backup and disaster recovery procedures/plans.
  • Oversee Information Technology related aspects of College construction and renovation projects.

  • Supervisory/Managerial/Budget Responsibilities:

  • Hires and trains Technology Services staff.
  • Schedules, organizes, and assigns projects to members of the Technology Services team on multiple campuses.
  • Conducts performance evaluations that are timely and constructive.
  • Handles discipline and termination of employees as needed and in accordance with College policy.
  • This position makes recommendations to the Vice President of Administrative Services and/or the WWCC Executive Team. Examples could include:
    • Recommendations related to Technology Services organizational changes and strategies
    • Recommendations related to Technology Services' project risk mitigation strategies
    • Recommendations related to technology project (investment) proposals, plans, schedules, priorities, go/no-go decisions
    • Recommendations related to technology budget proposals and spending plans
    • Recommendations to stop an on-going project due to unacceptable risks, costs, and/or changing policies or strategies at the federal, state or department level
    • Recommendations related to conflicts of major technology or business priorities
    • Recommendations related to approach and strategy for enterprise solutions
  • Manages a Technology Services team of 5 Direct Reports and 8 Indirect Reports.
  • Proposes and manages the annual operating budget for the Technology Services department as well as the Capital Budget for technology infrastructure.
  • Responsible for proposing and managing the approved life-cycle management budgets for desktop computers, laptops, servers, networking equipment and other College owned technology assets.
  • Oversees budgets for large scale technology projects.
  • Designs effective Technology Services budgets by forecasting future needs and creates budget models for the department.
  • Analyzes financial information to ensure all operations are within budget and minimizes unplanned expenditures.

  • Minimum Qualifications:
  • Bachelor's degree, in business administration, computer science or related field. Any combination of education and experience may substitute at the discretion of the college.
  • Seven or more recent years of progressively responsible experience in information technology.
  • Five or more recent years of senior-level management and supervisory experience in information technology.
  • Strong project management skills and ability to effectively set and manage priorities.
  • Experience with complex project management and system integration.
  • Broad knowledge of best practices in hardware and software configuration management in higher education.
  • Experience managing ongoing operations budgets and large project budgets.

  • Desirable Qualifications:
  • Master's degree (or higher) in business administration, computer science or related field.
  • Experience with computing systems, networking, applications and teaching/learning modalities common to higher education environments.
  • Working knowledge of and experience in the policy and regulatory environment of information security, especially in higher education.
  • Information Security, ITIL, Networking, and Project Management certifications preferred.
  • Bilingual Spanish/English.


  • Conditions/Terms of Employment
    This is a full-time exempt professional position. Persons hired must be able to provide acceptable documentation of lawful authorization to work in the United States within three (3) days of employment. WWCC participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S. Official college transcripts required at time of hire. Candidates may be subject to a criminal history background check as a condition of employment. Information from the background check may not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position. The college is a tobacco free institution.

    Work is performed almost exclusively indoors in an office environment. Exposure to hazards is limited to those commonly found in office environments. This contract position work schedule will typically be Monday through Friday 8-hours each day. During the summer, work schedule is Monday through Thursday 10-hours each day. Occasional nights and weekends work may be required. Off-hour support for technology upgrades may be required. Monthly travel between Walla Walla campus and Clarkston campus is expected. Occasional overnight travel is required.

    This position is designated as an essential worker that is required to work during a College closure in order to meet operational requirements.

    Compensation:

    Annual salary range: $125,000 - $130,000. The college has an excellent benefit program including paid sick leave; paid vacation leave; medical, dental, life, and long-term disability insurance; retirement and two optional deferred compensation programs. All full-time employees will automatically have 3% of taxable income deferred into the State of Washington Deferred Compensation Program (DCP). All administrative exempt staff set aside 1% of their gross salary in a Health Reimbursement Arrangement (HRA) (VEBA). All exempt employees are required to participate in this program. Walla Walla Community College requires all employees to participate in direct deposit for payment of salary.
