Historic East Baltimore Community Action Coalition (HEBCAC) is seeking anEmployment Advocateon a full-time basis to work at the Youth Opportunity Center (YO!). Under the direction of the HEBCAC Director of Youth Programs, the Employment Advocate will work with young adults to define goals based on their capacities, strengths and developmental needs. Responsibilities will include providing comprehensive career and employment training services to all YO! participants to help them successfully transition into the workforce and achieve economic independence.

Since 2000, the YO! Center has provided comprehensive services to out-of-school youth ages 18 to 24 in East Baltimore and helped them transition into economic independence. YO! maintains an annual enrollment of 300 participants. Committed instructors lead classes so youth can get their high school equivalency certificates (GEDs) and then connect to high-growth careers. Advocates make referrals to supportive social services and offer leadership development opportunities.


Specific Duties & Responsibilities

  • Responsible for managing a caseload of (80-90) youth and developing individualized educational and career plans.
  • Work with youth individually and in groups settings to address barriers that impede their advancement and build additional life skills to aid in professional and personal development.
  • Responsible for connecting out-of-school youth to an array of services available on and off site that will develop their skills and result in certificates of academic completion and full-time employment.
  • Prepare a written plan which establishes specific goals and treatment methods enabling clients to achieve assessment, adjustment, and employment goals.
  • Prepare clear, accurate progress notes and maintain up-to-date, concise, and organized case records.
  • Visit participant homes to promote positive attendance and behavior in program activities.
  • Responsible for documentation of all program participant involvement in MIS (KidSmart) system.
  • Attend team meetings and case conferences as appropriate to discuss problems and evaluate progress or re-evaluate needs of members.
  • Assist with program recruitment and orientation for members.
  • Engage in networking and partnership development to connect members to housing and additional resources for the participants.
  • Work with other Employment Advocates to ensure quality service for entire YO! System.
  • Identify employment and community opportunities, including educational activities, training, employment, scholarship information, financial aid opportunities, and vocational and apprenticeship programs. Match these opportunities to the youth individual goals and activities.
  • Perform other duties as necessary.

Special Knowledge, Skills & Abilities

  • Strong working knowledge of the needs of out-of-school youth population.
  • Competence of the principles of human behavior, youth development, assessment/counseling, and case management.
  • Ability to motivate participants and increase their interest in personal and career development.
  • Aptitude to maintain effective working relations with OED, employers, and other community agency personnel.
  • Knowledge of community resources related to at-risk and out-of-school youth.
  • Excellent communication skills, written and verbal.
  • Capacity to organize workload, prioritize and manage multiple tasks, in order to meet established deadlines.
  • Proficient computer skills and working knowledge of Microsoft Office (Word, Excel, Access, Outlook, & Case Management Software).
  • Able to work as a member of a team to assure project completion.


Minimum Qualifications
  • Minimum of AA Degree in social work, counseling, sociology or related field.
  • Two years related youth work experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
  • Proficient computer skills to include MS Office applications (Word, PowerPoint, Excel)


Preferred Qualifications
  • Bachelor’s Degree in social work, public health, education, sociology, or related field.
  • Baltimore City resident preferred.
  • Experience working with underserved young adults in Baltimore City.
  • Experience working in a setting handling sensitive topics with confidentiality concerns such as trauma, violence, economic hardship, health concerns, homelessness, mental health issues, etc.
  • Two or more years of work experience.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
