Director of Workforce Development

Patrick & Henry Community College is seeking a dynamic Director of Workforce Development, who will be responsible overall for the identification, development, coordination, and implementation of workforce training opportunities and program implementation to serve the employment needs of local and regional employers, and the needs of prospective and current students. The Director will enhance visibility and promote workforce development within the P&HCC service region. The Director will develop and/or administer specialized non-credit course offerings and programs, seminars, workshops, and other activities to support workforce development, continuing education, and professional development.

Job Responsibilities

  • In collaboration with VP, WECD, build partnerships with local business, industry, workforce development boards, chambers of commerce, and other appropriate community organizations in the service area;
  • Conduct workforce development research analysis, including identification of training needs of employers and designing training to meet the identified needs;
  • Supervise and manage full-time and part-time employees, to include but not limited to: Coordinator of Training & Professional Development, Workforce Transitional Grants Coordinator, Fast Forward Coach, Workforce Development Support Specialist, and Workforce Grants Specialist;
  • Assist in selecting, supervising, assigning, and evaluating adjunct faculty for workforce programming;
  • Coordinate the development of the Workforce Development schedule of courses to be offered each semester (including Fast Forward, professional development, continuing education) in a timely manner;
  • Review, on a scheduled and routine basis, programs and individual courses offered within the workforce development area, with particular emphasis on the relevance, quality, and effectiveness of each;
  • Recommend and assist in the development of new or modified programs designed to meet existing or changing needs of the community; 
  • Monitor the quality, quantity and use of classroom space, equipment, and instructional materials within the workforce development area;
  • Provide leadership for workforce transitional grants, such as RSVP and TARE.
  • Assist in the development and management of the strategic plan for workforce development as a component of the WECD division’s plan;
  • Maintain currency in and enforce college policies and procedures as well as state regulations related to areas of responsibility;
  • Ensure that courses and programs are in compliance with policies of the following, as applicable: Patrick & Henry Community College, Virginia Community College System, State Council for Higher Education in Virginia, Southern Association of Colleges and Schools Commission on Colleges;
  • Attend local, regional, state, and national meetings to maintain professional knowledge and growth;
  • Participate in Virginia Community College System meetings as appropriate, and assist with the implementation of VCCS initiatives;
  • Other duties and responsibilities as necessary and assigned.

Salary: Expected $65,384-$75,000, salary and rank is dependent upon education and experience, comprehensive Commonwealth of Virginia benefits package is included.

KSAs/Required Qualifications: 

  • Master’s Degree
  • Experience in delivering and developing training and establishing relationships with employers
  • Demonstrated organizational and project management skills, to include strong computer skills
  • Demonstrated ability to lead a diverse team, fostering an environment of trust and mutual respect
  • Strong oral and written communication with diverse populations

Preferred Qualifications:

  • Experience in manufacturing, management, education, or economic development
