INTRODUCTION

 UH West O‘ahu is a four-year, indigenous-serving, public baccalaureate institution located on the ‘Ewa Plain of O‘ahu, the fastest-growing region in the State of Hawai‘i.  Although UH West O‘ahu is the newest branch of the ten-campus University of Hawai‘i System, it has grown rapidly over the past decade to become the system’s fifth largest unit in terms of headcount enrollment, with 3,168 students enrolled in Fall 2020.  UH West O‘ahu, which is accredited by the WASC Senior College and University Commission (WSCUC), currently offers nine bachelor’s degree programs in 46 areas of study as well as eleven certificate programs. 

 

UH West O`ahu’s campus operating resources have increased more than 120% in recent years, from $16.2 million in FY 13 to $35.8 million in FY 20.   Staffing has increased by more than 95%, from 156.6 full-time equivalent (FTE) positions in Fall 2012 to 306.6 FTE positions in Fall 2020.

 

Reporting directly to the Chancellor, the Vice Chancellor for Administration serves in an executive position to provide leadership and administrative oversight for business and financial services, budget, facilities management, capital planning, human resources, and information technology.  As the chief business officer, the Vice Chancellor for Administration works closely with other university and campus executive officers and directors and interacts with faculty, staff, students and the community to accomplish the many initiatives necessary to help lead the campus. The Vice Chancellor also collaborates with University of Hawaii System leadership and staff regarding campus operations and needs and serves as a strong advocate for UH West Oahu and its constituents.

 

DUTIES & RESPONSIBILITIES

 

Administrative Management                                                                                               

 As the chief administrative and financial officer, this Vice Chancellor is responsible for providing innovative, collaborative and strategic leadership in planning, developing, implementing and monitoring the campus budget, human resources and employee relations, capital improvement projects, information technology and telecommunications, government relations, facilities management, security, parking, auxiliary services, and environmental health and safety.

 

Reviews recommendations and develops policy and procedural changes in services provided by reporting departments.  Works with the campus leadership executives and senior university leadership to ensure that all policies, procedures, and administrative rules specific to UHWO comply with federal, state, and university regulations, policies, and procedures, while also improving and enhancing the ability of the campus to serve its clients and other stakeholders.

 

Serves as a liaison to University Administration in finance, administration, capital improvement, and other areas as deemed relevant by the Chancellor. 

 

Budget & Fiscal                                                                                                                     

This Vice Chancellor is responsible for the university's annual operating budget and undertakes an important leadership role in the execution of the university's strategic action plan. Works closely with the Chancellor and key administrative staff to formulate the institution's overall fiscal strategies and long-term expenditure plan that meets the institution’s mission, vision, and strategic action plan tactics.

 

Develops and coordinates the preparation of the internal operating budgets and allocations. Reviews and monitors current operating budgets and supervises the distribution of related budgetary reports. 

 

Provides leadership and financial guidance that ensures the integrity and internal controls of the financial operations.

 

Provides and presents relevant, timely financial and operational information and recommendations to campus executive leadership to assist in planning and decision-making.

 

Analyzes and evaluates allocation requirements and budget requests and approves all budget transfers and transfers of funds.

 

Directs and oversees all aspects of purchasing and procurement.  Provides guidance on all significant acquisitions, which may include contract specifications and procurement methods.  Advises the Chancellor of alternative means to meet the institution’s goals and objectives.

 

Directs and oversees the fiscal compliance of all aspects of extramural projects and grants.  Advises the Chancellor of project proposals propriety and campus commitments and proposes alternatives as needed that meet the strategic goals of the institution.

 

Human Resources Management                                                                                          

Directs and oversees all aspects of the human resources management and employee development. Maintain high quality support and ensures congruency with the institution’s strategic action plans and tactics.

 

Ensures all human resource appointments and transactions are in compliance with university, state and federal rules and regulations.

 

Information Technology                                                                                                      

Directs the administration of campus technological resources to ensure the support of the campus strategic plan, campus initiatives, and student learning outcomes.

 

Develops and implements plans, policies, and standards for all campus technology

 

Directs the implementation of telecommunications services.

 

Government Relations                                                                                                          

Oversees liaison with regional, City and County of Honolulu, state, and federal legislative affairs.  

 

Coordinates the preparation and review of the testimonies relating to the institution’s programs and responses to legislative requests with senior administration.  

 

Develops and coordinates the preparation of legislative budget requests for capital improvement plan (CIP) funding requests.  

 

Interprets and disseminates university-wide policies and guidelines for legislative and campus operations activities.  

 

Facilities Planning and Management                                                                                  

Reviews and determines, in conjunction with senior staff and other campus administration officials, all requests for reallocation of space. 

 

Develops, maintains, and oversees the Institution’s Facilities Long-Range Development Plan.  

 

Directs the institution’s CIP and repair and maintenance (R&M) projects to align with the Institution’s Facilities Long-Range Development Plan

 

Responsible for the development, maintenance and adherence to a comprehensive and effective facility maintenance plan.

 

Directs the development and implementation of the policies and procedures for the use of campus facilities.

 

Auxiliary Services                                                                                                                 

Directs and oversees campus policies and procedures related to parking, security, transportation services, duplicating, mail service, bookstore, food service and vending operations.

 

Directs and oversees long range plans and business models to ensure self-supporting enterprises are financially sound and meet the needs of the university community.

 

Environmental Health and Safety                                                                                      

Develops and oversees execution of the campus Environmental Health and Safety plan.  Serves as liaison with state and county officials.  Develops and implements programs such as hazardous waste management, fire safety, OSHA, and Campus Emergency Preparedness procedures, etc.

 

Other Duties as Assigned                                

Serves on a variety of boards, advisory councils, and other duties as a representative of the leadership of this campus as approved by the Chancellor.  To be of service to UHWO’s communities and stakeholders on behalf of the Chancellor and in support of the University’s mission, vision, and strategic action plan.

 

Minimum Qualifications: 

  • Bachelor's degree in business administration or related field.
  • At least seven years of progressively responsible leadership experience in a large, complex organization.
  • Demonstrated leadership in financial planning and analysis, budgeting, human resources, and capital asset planning.
  • Demonstrated technical knowledge, skill, and expertise in fund accounting, financial management, and administrative operations.
  • Experience in and commitment to the areas of strategic planning, policy and procedure development, and accountability.
  • Proven ability to problem-solve and lead in a resource-challenged environment and recommend immediate and long-term solution-based strategies to the institutional leadership and the university community, and deliver results.
  • Exceptional organizational and interpersonal skills and the ability to communicate effectively with a range of internal and external stakeholders.
  • Proven ability to foster team building, promote professionalism and customer service, and build leadership capacity.
  • Excellent time management skills and the ability to oversee multiple projects simultaneously with a focus on clarity, details and deadlines.
  • Demonstrated commitment to equity, diversity, and inclusion work resulting in tangible outcomes within an organization or institution.
  • Evidence of ethical and transparent leadership style.
  • Experience in collaborating with internal and external stakeholders to promote campus initiatives and strategic plans.

    Desirable Qualifications

    1. Master’s degree. 
    2. Progressive responsible leadership experience in a large higher education institution.
    3. Experience working in a shared governance environment with students, faculty, and staff.
    4. Knowledge of applicable federal and state laws, rules, and regulations associated with extramural contracts and grants.
    5. Experience with office productivity software.
    6. Proven success in obtaining external funding.
    7. Commitment to, knowledge of, and/or experience with the mission and purpose of the University of Hawai‘i to position the university as a leading indigenous-serving higher education institution.
